Key Responsibilities:

Strategic Procurement Planning

• Manage the end-to-end procurement process, from sourcing and vendor selection (multiple quotes) to negotiations, ensuring cost-effectiveness and timely delivery.

Supplier Management and Relations

• Identify, evaluate, and establish relationships with key suppliers and service providers in the marine industry.

• Negotiate favorable terms, pricing, and contracts with suppliers, ensuring compliance with organizational policies and regulations.

• Monitor supplier performance and maintain a database of qualified vendors, focusing on quality, delivery timelines, and cost control.

Contract Oversight and Administration

• Oversee the drafting, negotiation, and management of contracts related to marine procurement, including shipbuilding, maintenance, dry-docking, and repair services.

• Ensure all contracts comply with local and international maritime regulations and company policies.

• Resolve contract disputes and manage risk by ensuring legal and regulatory compliance throughout the contract lifecycle.

Financial Management and Cost Control

• Monitor and manage the procurement budget for marine operations, ensuring cost control and effective use of resources.

• Develop cost-saving initiatives and negotiate better terms with vendors to reduce operational expenses.

• Prepare regular reports on procurement activities, budget adherence, and cost-saving measures for senior management.
• Apply effective inventory management onboard ships for cost control.

Cross-Functional Collaboration

• Collaborate with other departments, such as finance, operations, legal, and technical teams, to ensure alignment on procurement needs and contract terms.
• Work closely with technical teams to ensure procured goods and services meet technical specifications and quality standards.
• Maintain strong relationships with external stakeholders, including classification societies, regulatory bodies, and port authorities.

Compliance and Risk Mitigation
• Ensure compliance with international maritime regulations, local laws, and company policies in all procurement and contract activities.
• Identify and mitigate risks related to procurement and supplier relationships, including quality risks, delivery delays, and compliance issues.
• Ensure all procurement activities adhere to environmental, safety, and sustainability standards relevant to marine operations.

Leadership and Team Development
• Lead and mentor the marine procurement and contracts team, ensuring team members are equipped with the necessary skills and knowledge.
• Set performance goals for the procurement team and monitor progress toward achieving those goals.
• Foster a culture of continuous improvement and innovation within the procurement department.
• Market Intelligence and Trends
• Stay updated on market trends, new products, and technological advancements in the marine industry that could impact procurement strategies.
• Conduct regular market analysis to identify new opportunities, alternative suppliers, and costsaving initiatives.

Qualifications:
• Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
• Proven experience (8-10 years) in procurement or supply chain management roles, preferably strong knowledge of procurement principles, practices, and methodologies, with a track record of
implementing successful procurement strategies.

Job Scope:

• Responsible for sourcing for direct / indirect materials, dealing with vendors and negotiating for the best price and payment term from local / overseas vendor
• Collaborate and maintain good working relationship with stakeholders and vendors, for planning and initiation of necessary procurement
• Liaison with vendors for timely delivery and monitor all purchases to avoid any shortages, overcharges and defects of materials
• Resolve supply, quality, service and invoicing issues with stakeholders, vendors and identify process bottleneck, propose and implement solutions to resolve issues in a timely manner
• Assist to implement internal procurement strategies
• Prepare, develop and review department contracts for new and existing supplier, and constantly monitoring the validity and expiry of each contract
• Prepare and develop various documentations (e.g. Tender, SOPs, Work Instruction, Reports, etc.) and monitor the validity & expiry of each documentation
• Assist as the System Administrator for section’s Maintenance Management System (MMS)
• Monitor and track Asset Life Cycle for planning of asset renewal and/or disposal
• Support Budgetary Planning and Costing
• Any other duties as assigned

Requirements:

• Possess a Degree in Business Admin / Supply Chain is preferred
• Possess 1 – 3 years of relevant working experience in Asset Management / Supply Chain Management / Procurement
• No experience are welcome and training will be provided
• Prior experience from equipment maintenance industry or with experience in electrical spare parts is advantageous
• Hands-on experience on Enterprise Resource Planning (ERP) Systems (e.g. ServiceNow, SAP, Maximo, Oracle) is advantageous
• Able to work well independently and in a team under a challenging and fast-paced environment
