[What the role is]

The Carbon Mitigation Division (CMD) administers the Energy Conservation Act and the Carbon Pricing Act to mitigate greenhouse gas emissions from the industry and household sectors. CMD promotes greenhouse gas mitigation in the industry sector through the Resource Efficiency Grant for Energy. CMD also compiles Singapore’s national inventory of greenhouse gas emissions, manages projects that mitigate such emissions from the public sector, participates constructively in regional and international fora to advance global efforts on climate change and energy efficiency and will explore the linking of the carbon tax framework to external carbon markets where feasible.

[What you will be working on]

Working in the Climate Mitigation Division, you will be part of a project team tasked to conduct the technical assessment of the eligibility of energy efficient equipment to be whitelisted under the Energy Efficiency Grant. The work includes

Evaluating technical papers, suppliers test reports and literature to establish robust whitelisting technical criteria
Analysing energy consumption data, efficiency ratings, and other relevant metrics to assess the potential energy savings and environmental benefits of whitelisted equipment
Evaluating suppliers’ submissions to decide on equipment suitability for whitelist
Working with and providing guidance to government agencies on whitelisting
Drafting guidelines on whitelisting, energy audits and impact assessment
Researching on latest energy/carbon efficient technologies and trends and updating the whitelist periodically

[What we are looking for]

Degree in chemical, biomedical, mechanical or electrical engineering
Certification as a Singapore Certified Energy Manager (SCEM), Energy Efficiency Opportunities Assessor, Professional Engineer or Chartered Engineer would be a significant advantage.
Mature, independent and resourceful
Good team player and strong interpersonal communication and writing skills
Strong analytical abilities
Able to meet tight deadlines and adapt quickly to changes
Organised and able to multi-task
Highly self-motivated
Credible working experience in any of the following areas:
- Research on advances in energy efficiency technology in Data Centre, local harbourcraft, construction, industrial sector and/or food services
- Develop Measurement and Verification (M&V) methodologies for various industrial systems and conduct energy performance assessment (e.g. based on ISO 50002)
- Develop and implement energy saving or energy efficiency improvement projects of key industrial processes and systems in one or more of the energy-intensive sub-sectors such as: chemicals, biomedical, water management and utilities; and generic energy intensive industrial systems such as heating, cooling and compressed air systems

The Radiation Protection and Nuclear Science Group in NEA is the national authority for radiation protection in Singapore and serves to protect the public, radiation workers and the environment from the harmful effects of radiation. Its Regulation Division administers and enforces the Radiation Protection Act and Regulations through a system of licensing and inspections.

[What you will be working on]

As an Engineer/Executive Engineer of the Nuclear Science and Technology Department in the Regulation Division, the officer will be responsible for the following:

Ensure that Singapore is able to fulfil its obligations under various international conventions and agreements on nuclear safety, security and safeguards
Implement activities tasked by inter-ministry committee and its working groups
Provide technical support and advice on nuclear safety, security and safeguards matters to relevant government agencies
Monitor nuclear science and technology developments and provide technical assessment
Monitor developments in international conventions and agreements and provide assessment

Reporting to Senior Manager/Assistant Director (Product Management), this role supports the Product Managers in engaging Product Users to drive Product adoption, awareness, and education. This role also assists Product Managers in managing Product Backlog, testing, and validating the Product, as well as other agile project activities across the product lifecycle. This role is expected to also help in collecting, collating and basic analysis of Product data and feedback.

[What you will be working on:]
•   Manage Product Users’ Engagement by supporting Product Managers in developing strategies and plans to engage internal and external stakeholders to launch, implement, drive adoption, awareness, and education of Products, such as NLB Mobile App, Seat Booking System, Express Borrowing Gantry, and also future Products such as Content Discovery app.
•   Assist Product Managers to collect and collate Product data from multiple channels, e.g., web statistics, app statistics, user feedback and perform basic analysis to help Product Managers better understand the asks and needs of the users with simple insights. Work closely with other data teams to track results and translate insights into actions.
•   Assist Product Managers in managing the Product Backlog by recording new user stories and setting initial priority for them. Follow up with Product Managers to set up regular Product Backlog refinement sessions.
•   Assist Product Managers or ScrumMasters in organising agile activities and to update/ upkeep Agile tools like JIRA, etc.

[What we are looking for:]
•   At least one year of relevant working experience, preferably in a product-focused organisation. Fresh graduates with the relevant knowledge are welcomed to apply.
•   Excellent written and verbal communication skills.
•   Ability to engage stakeholders from all walks of life.
•   Knowledge of agile methodologies and processes (SCRUM, KANBAN, etc.)
•   Comfortable with data and possess basic data analytic skills (e.g., Excel, Tableau)
•   Interest in growing into Product Manager role.
•   Design skills and experience with design tools is added advantage.

Work location will be at the Marine Parade Public Library. As the library is currently closed for renovation, the current work location is at the National Library Building.

Successful applicant will be appointed on a project contract until 31 Dec 2025.
