• Assists to provide information and handle enquiries from residents and general public on the programmes and services provided by the assigned NC/RN (Private).
• Put up NCs’/RN(Private)s’ publicity materials, such as posters and banners, for NC Programmes at assigned locations and to liaise with the Condominiums to put these up within their premises.
• Supports 2-3 NCs / RN(Private)s in their outreach programmes and also for administrative work.
• Assists the assigned NC/RN(Private) to build up a database of residents, residents’ groups, and micro-communities within the zones and help monitor their engagement and outreach with a view to expand the NC/RN(Private) customers’ base.
• Assists to promote and market NC/RN(Private) membership scheme/activities/courses/events to residents through social media and other new strategies, besides existing channels.
• Supports NC/RN(Private) to form and develop Interest Groups, plan and organise activities and courses.
• Assists to gather residents’ feedback and needs on NC/RN(Private) programmes.
• Assists RCs/RNs in handling accounting/book-keeping of NC/RN(Private) accounts like collection of fees, issuing of receipts, preparations of monthly statements of account etc.
• Ensures that confidential documents and reference materials are kept securely and not openly displayed to the public.
• Have a good understanding of NC/RN(Private) Rules and Regulations.
• Meet PA Service Standards at all times and any other duties as assigned by the NC/RN(Private).
Administrative Support
• Performs administrative duties (such as filing, typing, posters designing and despatch of minutes and circulars to GROs) to support the functioning of NC/RN(Private).
• Attends to requests or enquiries of grassroots leaders and residents when necessary.
• Liaises with grassroots leaders and reminds members to attend important meetings and functions.
• Work with NC/RN(Private) to plan and prepare publicity materials on NC/RN(Private) programmes like house visits, estate dialogues, street parties etc.
• Provide RCRN progress updates as and when required to NC/RN(Private), CO or PA HQ.

Serves as an administrator and facilitator in the formation, development and consolidation of GROs at the constituency level, thereby promoting social cohesion, racial harmony and community bonding.

To support the development of Community Development Council (CDC) through outreach and engagment of partners with the purpose of forming collaboration to further the CDC's mission and objective.

- Relationship manager to assigned divisions within the district.

- Work closely with the Constituency Offices of assigned divisions in providing social and employment assistance to the needy within the division.

- Attend CDC, CCC and social services-related meetings/events to provide prompt and direct service to stakeholders in assigned divisions.

- Develop an in-depted knowledge of the characteristics of each of the assigned division in the district and identifies opportunities for collaboration.

- Assist Team Leader in executing plans for the development of CDC to achieve community goals.

- Develop and execute district level CDC projects and joint-projects with CDC community partners such as Grassroots Organisations, community partners, schools, government bodies and non-government organisaitns.

- Engage in research, needs assessments, and gather data to build institutional knowledge to enhance effectiveness of CDC projects.

- Provide administrative/logistical support to projects organisaed by PA Headquarters.

- Provide administrative/logistical support and guidance to the Standing Committees and project joint partners to facilitate effective implementation of their activities.

- Provide accurate record of the Standing Committee meetings in minutes.

The Senior Manager reports directly to the Assistant Director (Policy & Administration) and oversees the strategic planning, digitalisation and formulation of Divisional policies to support the goal of expanding and enhancing engagement with residents through high-quality courses conducted by PA Trainers/Private Operators and Interest Groups (IGs). Additionally, the role involves providing assistance and support in day-to-day office administration and various projects, ensuring smooth and efficient operation of the Division.

The Senior Manager plays a pivotal role in supporting the Assistant Director (Policy & Administration) in policy review, digitalisation and strategic planning related to PA registered Trainers/Private Operators, courses, Interest Groups (IGs), and IG leaders. The responsibilities include monitoring the management of Trainers, IGs, case management, and course modules within the onePA system and future IT systems to facilitate effective community outreach. Additionally, the Senior Manager is responsible for maintaining records of quality service cases, overseeing feedback management from internal and external stakeholders, managing audits, and addressing audit observations to enhance the quality of training providers.

Furthermore, the role involves administering the Appointment and Renewal of Talent Advisory Panel members, overseeing the management of PA registered Trainers and Private Operators, identifying their training needs, and coordinating workshops to upgrade their skills and competency. The Senior Manager is also tasked with collating and reviewing regular reports on course participation and IG membership, generating data from the onePA/IT system for operational purposes, and preparing reports and materials for division/section meetings, presentations, and other briefings/workshops.

In addition, the Senior Manager liaises with PA registered Trainers/Private Operators, and Constituency Office Staff to align PA key messages, communicates with internal and external stakeholders on the dissemination of information and policies, and ensures the smooth operation of day-to-day office and administrative functions. Supervisory responsibilities include ensuring team compliance with Government Instruction Manual on Procurement rules and regulations, monitoring the Division's and team's budget utilization, guiding the Manager to optimize resource utilization, and overseeing the update of office inventory, maintenance of office equipment, and disposal of documents after the mandatory period.

Finally, the Senior Manager assists in other projects and duties as instructed by division's senior officers/management.

 

Knowledge & Skills

Minimum

Training for PA Staff and GRLs

• Supports the conduct of courses (face-to-face, virtual or blended) to enhance the capabilities of GRLs and PA Staff.

• Assists to prepare training materials (facilitator’s guide, learner’s guide, PowerPoint, e-learning course wares etc) and learning aids (learning posters, videos, activity props, etc) for the conduct of the course.

• Assists in reviewing the course through evaluation forms, surveys and focus group discussions with learners.

Management and Organisation of Training Programme

• Manages all training supplies, activity props and learning aids.

• Works in taskforces and project teams to enhance NACLI’s training quality.

• Collates and reports GRL and PA Staff training data such as course schedules, course runs, attendance, number of learners, learners’ profiles etc.

• Compiles data on speakers’ profiles for leadership dialogues / Community of Practices (CoPs) and leadership programmes, where relevant.

Stakeholder Engagement

• Liaises with NACLI departments, PA Divisions (Constituency Offices, HQ Divisions, etc) and vendors to facilitate and implement GRL and PA staff courses.

• Liaises with NACLI departments, PA divisions and vendors to schedule training dates, coordinate venue for training, and ensure all administrative and logistics support are provided to create a conducive learning environment for learners and facilitators.

Finance & Support

• Assists in procurement process such as preparing specifications for GeBIZ ITQs, selection committees and awarding of contracts in liaison with NACLI’s Training Operations department.
   
• Provides secretariat or manpower support for meetings and other NACLI programmes which may be conducted during weeknights and weekends.

You will also serve as an administrator and facilitator in the formation, development and consolidation of GROs at the constituency level. You will initiate and implement activities, programmes and services to meet the needs of the community at Community Clubs (CCs) and Residents' Committees (RCs). In addition, you will take on one or more functional roles in the Constituency Office such as CC course development and maintenance.

The Manager is to assist the AD on all matters relating to planning, organising and execution of Programmes within the Cultural belt for the Geylang Serai Precinct Development Project (GSPD).

• Work on the project timeline for the various sub projects
• To create the belt around arts and cultural activities Through engagements with the partnering government agencies, the place making ideas must animate the precinct, rejuvenate structures and streetscapes and bring the diverse community together.
• To be able to integrate arts, culture, activities and creative events in the development project.
• To organize various programmes and events for the various spaces within the cultural belt.
• To handle and manage the Geylang Serai Precinct Development (internal and external) to operational excellence in programming such activities and events.
• To co-ordinate and take charge of the full spectrum of all events and activities. Be very fastidious and mindful of all optics and have eye for detail on creativity, designs and colour combinations.

ADMIN, FINANCE & PROCUREMENT

• To assist the AD on all Admin, Finance and procurement matters relating to GSPD
• To work on various quotations and tenders for all sub projects for the GSPD.
• To assist AD to manage all matters within the scope of GSPD
• Support and facilitate the place making commission through all modes of communications and to ensure that all the short and long term plans are well coordinated.
• Pilot and promote engagement efforts in the precinct development neighbourhood programs.

• Scheduled duties to cover weekday night programmes and weekend programmes
• Scheduled to manage and execute national programmes for WGS that requires multiple meetings, rehearsals and planning. Some of these events are Annual Bazaar, Monthly Cultural Events, Bulan Bahasa, etc.

To foster strong partnerships and networks

• Appointed as secretariat to various committees such as Programme Advisory Committee, Precinct Development Inter-Agency Committee, WGS Social Network Committee, Facilities Management Committee, Integrated Programming Committee, Kurnia Operations Committee and M3
• Scheduled to attend monthly CCC and CCMC meetings in the evenings
• Multiple ad-hoc ‘after office hours’ engagements and meetings with MMOs, VWOs and other non-government organisations whom are volunteers and can only meet after work

To assist in facilities management services of common properties at Wisma Geylang Serai

• Scheduled to perform random surprise checks on facilities, security, cleaning and tenants at odd hours

To assist in the day to day operations of Malay Muslim Organisations (MMO) office

• Manage Kurnia (MMO Hub) as and when required of which operating hours are beyond office hours
