11. Source new contractors for pricing comparisons and verify company track records for reliability.
12. Provide feedback to Cost Planning Department on latest pricing trends for accurate tender pricing.
13. Compile and verify monthly cost reports against projections, documenting cost differences with explanations.
14. Forecast additional costs based on project-specific requirements.
15. Monitor site expenses across all trades and track project Variation Order (VO) lists, including expected profit computation.

• Prepare and vet tender documents which include drafting contracts/specification clauses, evaluating and providing recommendations for tenders and awarding construction and procurement sub-contracts.
• Evaluate submissions and preparation on contract administration matters such as assessing contractor’s claims for variation works, extension of time, loss and expenses, final account and handling of contractual disputes.
• Assist Contracts Manager in contractual and costing matters such main contract interim progress claims, progress report, variation order and etc..
• Ensure compliance with appropriate tending and procurement procedures
• Assist in recommending and implementing innovative solutions and best practices on procurement and contract strategy and related functions.
• Assist in project cost control and objective preparation
• Drafting of projects correspondences pertaining to site issues

Job Requirements:

• Possess Post Graduate Diploma / Bachelor’s Degree / Professional Degree in Quantity Surveying or equivalent
• About 3-6 years of working experience in the related field
• Experience in HDB BTO/ Warehouse Projects will be preference

Working Hours: Mon to Fri : 9.00am to 6.00pm, Sat: 9.00am to 1.00 p.m

Main Job Tasks & Responsibilities

a) Tender Development

1. Registering all tender invitations and seeking approval from directors to accept tender invitations
2. Attending show rounds (if any)
3. Assigning QS to take off all required quantities or undertaking the taking off process
4. Collating and checking that all necessary pricing required for the tender is in order and complete
5. Discussing final tender pricing with superior 2 days before the closing date
6. Overseeing and ensuring all tenders are submitted on time
7. Updating the tender summary chart

b) Contract

1. Assigning QS to the job upon receipt of the awarded contract or undertaking to take charge of a specific project.

Monitoring and ensuring project insurance, establishing project deadlines, and establishing sub-contractors/suppliers list

1. Monitoring and ensuring all necessary critical procurement is in place and on time to meet project deadlines
2. Establishing and controlling project budget with team members
3. Controlling and ensuring the team works within the approved project budget
4. Managing, checking, and ensuring progressive claims are in order and submitted on time
5. Ensuring all VOs are duly raised and acknowledged by the client before any work commences
6. Handling, monitoring, and governing all contract administration and management

c) Completion

1. Monitoring, checking, and ensuring Final Account is in order and submitted on time (2 weeks after handover)
2. Monitoring, checking, and ensuring final invoices are duly raised and submitted
3. Following up on consultant payment certification/practical completion certification, etc.
4. Following up on collections
5. Monitoring, managing, and checking that proper project closure documentation is completed
6. Monitoring, checking, and ensuring sub-contractors/vendors' bills are in order

d) Actively participating in ad hoc projects and other administrative duties

e) Awarding contracts and preparing contracts related documents

f) Submitting weekly updates on projects budget, costing, and claim status

g) Attending weekly and fortnightly projects/accounting meetings

h) Company reserves all right to amend above scope of works as and when required.
