Responsibilities :

• Familiar with evaluation of tender, preparation of tender & quotation

• Carry out cost control to ensure that the Material Procurement Tender Schedule is within the allocated budget as specified by Client.

• Prepare and report financial projection and carry out budgetary and expenditure control of Contractors’ contract prior to commencement of work.

• Responsible for preparation of monthly progress claims, VOs and final accounts, ensuring timely and complete submission for payment.

• Administer term contract works to be carried out by Contractors (before and after start of work)

• Compile, check, certify and confirm Contractors’ invoices to ensure that the invoices tally with Purchase Order/ Works Order.

• Review and prepare specifications, evaluate and recommend tender submissions.

• Carry out contract documentation and preparation relating to tender acceptance and contract execution.

• Prepare tender documents, tender evaluation report, variation agreements and render professional advice on any penalties, liquidated damages when deem necessary.

• Ability to source for supplies and sub-contractors for quotation for tendering

• Evaluation and certificate of sub-contractors' progress payments

• To prepare valuations pricing and agreement of contract variations, process claims and monitor project cash flows.

• Obtain insurances required for project

• To review and revise contract terms and conditions.

• Correspondence between all consultants, sub-contractors, suppliers and related parties.

• Advising managers and clients on improvements and new strategies.
• Keeping track of materials and ordering more when required.

• Liaising with Tender team.
• Establishing and maintaining professional relationships with external and internal stakeholders.
• Traveling from the office to various sites as required.

• Prepare proposal and budget estimates for new contracts / tenders.
• Assist in the Variation Orders (VO) for ongoing projects.
• Develop, review and monitor the compliance of the tender and contracts policies and guidelines, in line with the industry's best practice.
• Liaise and negotiate with clients, vendors, contractors, sub-contractors and consultants on project requirement.
• Work closely with QS / Tender team in preparation of tender submission.
• Work closely with the project teams in VOs verification
• A great eyes for details in evaluating quotation, assess variation order (VO), escalation, abortive work, measure quantities / taking off and accounts finalization.

Job Requirements :

• Minimum Diploma in Engineering, preferably majoring in MEP trade or Mechanical.
• Strong interpersonal skills with prior cost estimation experience in a M&E construction environment.
• Demonstrated problem-solving skills with the ability to critically analyze issues and creatively identify solutions.
• High level of initiative, independent, proactive and meticulous.
• Able to work under tight deadlines.
• Willingness to work at Tuas where there is tranporation pick up at designated MRT.
• Willingness to work beyond official hours to meet tender tight timelines.
• At least 6 years of working experience the related field.
• Those specialises in ACMV / HVAC quantity surveyor will be an added advantage.
