The Service Delivery Manager is responsible for overseeing the end-to-end management of security vulnerability remediation processes. This role requires a deep understanding of security best practices, risk management, and IT service delivery. The successful candidate will collaborate with cross-functional teams to identify, prioritise, and mitigate security vulnerabilities by rolling out patches and fixes, ensuring the protection of organisational assets.

Responsibilities:

Vulnerability Management:

• Engage the Cyber Security team closely on the vulnerability management program, in the identification, assessment and prioritization of business-relevant vulnerabilities.

Remediation Management:

• Identification of solutions for assessed vulnerabilities.
• Develop and implement effective remediation plans according to the designated timelines.
• Track and manage remediation progress, ensuring timely closure of vulnerabilities.
• Engage stakeholders for any scheduled downtime to deploy remediation in the production environment.
• Coordinate with IT teams to implement necessary patches, updates, and configuration changes.
• Establish and maintain a vulnerability remediation knowledge base.

Risk Management:

• Coordinate with stakeholders for impact analysis.
• Develop rollback contingency plans for implementation challenges.
• Develop and implement risk mitigation strategies.
• Maintain up-to-date risk registers and reports.

Service Delivery:

• Ensure the delivery of high-quality security vulnerability management services.
• Monitor service performance metrics and identify areas for improvement.
• Manage service-related incidents and problems.
• Build and maintain strong relationships with stakeholders.
• Prepare monthly reports on progress and status of the remediation program.
• Ensure adherence to designate Service-Level Agreements

Team Management:

• Lead and manage a team of specialists in the remediation program.
• Assign tasks, set goals, and provide performance feedback.
• Foster a culture of collaboration and continuous improvement.

• Minimum of Diploma or Bachelor’s in information technology or relevant field
• Proven experience in security vulnerability management and remediation.
• Strong understanding of IT service management frameworks (ITIL, ITSM).
• Knowledge of security standards and regulations (e.g., ISO 27001, PCI DSS).
• Experience with vulnerability scanning and assessment tools.

[What you will be working on]

You will work with your team lead, project managers, vendors and business users to deliver solutions/applications and resolve users’ problems. You will evaluate and provide recommendations through fit gap analysis, identify alternative solutions and develop/enhance existing systems/subsystems. This role requires you to be hands-on and you will be involved in providing user support such as issues investigation and troubleshooting

You should have a background in Information Systems or relevant disciplines and preferably with minimum of 5 years’ experience in systems analysis with one or more project implementation and at least 2 years’ experience in IT project management/IT compliance. [What you will be working on]

Lead the IT Governance and Security Team to:

- Develop frameworks and processes to support both Enterprise and Teaching & Learning business objectives of ITE

- Develop, implement and monitor reporting mechanisms for governance, security and risk practices to support compliance and highlight areas of exposure.

- Provide guidance to other IT and business units in the conducting and updating of risk assessment for IT projects and systems.

- Review to identify security risks and breaches to ensure the organisation’s assets and information are appropriately secured at all times.

- Communicate security basics to the general user population including formulating Security Awareness program to raise user awareness and understanding of basic security concepts

- Develop and updating of the IT Business Continuity Plan.

- Monitor and review compliance with risk management strategies and practices to ensure ICT-related activities are meeting Singapore Government Instruction Manual and relevant ICT security best practices.

- Working with project teams to collate, track deliverables and ensure timely update to IT & Digitalisation Steering Committee.

- Work with project teams to ensure timely submission on various polls, monthly/quarterly/yearly submission requests from internal and external bodies - Work collaboratively with other corporate oversight functions to identify and implement consistent and effective approaches to risk governance and control-based activities

- Work with internal units to conduct regular reviews and audit of IT systems and applications to ensure statutory compliance

- Liaise and support internal and external auditors to facilitate IT audits, reviews and timely closure of audit outcomes

- Provide secretariat support to IT & Digitalisation Steering Committee

- Lead in the investigation of cyber security incidents by working with other government agencies

[What we are looking for]

- Possess suitable academic or professional credentials in Information Technology, Computer Engineering, Computer Science or related fields.

- Possess relevant IT Governance, security and project management certifications (eg COBIT, CISSP, CISM, PMP).

- Minimum 5 years’ experience in either IT Governance and/or IT Security & Operations.

- Having experience in leading cross-functional teams in IT Governance and/or IT Security & Operations would be an advantage

- Possess leadership qualities as well as good people and collaboration skills. - Good presentation, verbal and written communications skills.

- Diligent, resourceful and able to multitask in a dynamic work environment - Meticulous in planning and tracking - Familiarity with tendering procedures, ICT Security Standards in Singapore Public Service and managing IT budgets would be an advantage.
