Job description:

· Responsible for organizing, supervising, and directing project construction activities to successfully meet project specifications and schedules as Contractor’s principal representative to Owner at the jobsite.

· Forms preliminary construction plans including organization, staffing, and administration, subject to review by the Project Manager.

· Studies specifications to plan construction procedures; monitors procurement of equipment and materials to be delivered to conform to work schedules.

· Finalizes assignment of field construction personnel and mobilization plan of manpower; assembles members of organization at the start of the project.

· Authorizes work and services to be purchased from outside sources or subcontracted at the jobsite in accordance with construction policy and project economics.

· Confers with or directs supervisory personnel and subcontractors engaged in planning and executing work procedures, interpreting specifications, and coordinating various phases of construction to prevent delays.

· Authorizes the field construction schedule and field construction procedures to ensure good workmanship, safe construction, and on-schedule performance.

· Acts as liaison between Contractor and Owner’s representatives in the interpretation of specifications.

· Receives from subordinates’ reports on progress, materials, manpower, and costs, and directs the work schedule.

· Inspects work in progress to ensure that workmanship conforms to specifications. Develops new construction methods to satisfy unusual circumstances and changes from the original plan.

· Approves jobsite expenditures for labor and services by reviewing cost records, workmanship, material quality and quantity, scheduling, and procurement.

· Approves Safety procedures for all site workers to abide.

Requirements:-

• Diploma or Degree holder in Engineering field
• 3 years’ experience least in oil & gas, chemical construction industry
• Experience in executing construction in process/petrochemical plants and storage terminals
• Degree holder in relevant major
• Independent, resourceful, diligent and good team player.
• Able to lead supervisors & workers to comply, fulfil projects requirements, meeting schedules.
• Expected to perform hands-on duties with acquired skills and knowledge.

• Design and building of infrastructure/ Water plant / building engineering works (Civil / Structural)
• Conducting technical feasibility study, life cycle study and planning for building engineering.
• Preparation of design report, calculation, drawings, specification, cost estimation and details / schedules for projects.
• Assist Project Manager in up-keeping the project ISO quality documentation and records.
• Evaluation of tenders and preparation of tender assessment reports.
• Assist Professional Engineer in liaison preparation and follow up of authority submission.

Requirements:

• Bachelor Degree / Diploma in Civil / Mechanical / Electrical Engineering
• Minimum 5 years hands-on design experience in building and/or infrastructure projects
• Good project management and technical skills
• Familiar with local code and authority submission procedures
• Team player and able to work independent with minimal supervision
• Proficient in AutoCAD and BIM
• Good communication skills; ability to work well in a team
• Must hold valid Singapore License

Electrical PLC Engineer

1. Experienced Electrical Design Engineer For HVAC System

3. Complete project independently from Receive Project’s specification, Design, Issue and submit drawing, Update the comments from client, FAT, SAT.
4. Issue Wiring Diagram & Termination Drawing for HVAC Control Panel, Include Chiller Unit, Air Condenser Unit, AHU, Cold Room Provision Plant by use Auto Cad software.
5. Issue Documentation for Electrical & Instruments. Include Block Diagram, Control Philosophy, Cause & Effect Control Philosophy, Power Loading List, FAT testing procedure, Control Panel General Arrangement Drawing, Junction Box Drawing.
6. Choose electrical element and Instrument based on project requirement.
7. Use Siemens S7-400 PLC to do the HVAC System PLC program. Experience in CPU Redundancy, Modbus Communication Redundancy.
8. Use S7-1200 PLC to do the HVAC Control System PLC program
9. Use Siemens HMI software to do the Touch Screen Program.

Responsibilities

• Assist/support Topsides Engineering Project Manager in managing engineering work including engineering deliverables, man-hour and schedule control, mainly in multi-disciplinary topsides design related activities and to ensure work performed on the project is in accordance with company quality, systems and safety requirements;
• Understand the contract and scope of work for topsides with sub-contractor;
• Prepares key project documentation as per project specification requirements;
• Manages project topsides related drawings and controls technical documentation across disciplines;
• Prepares schedule, pre-planning and resource forecasting for engineering and other technical activities relating to the project topsides design, ensuring all activities are kept within the project budget;
• Assist topsides EPM in organizing regular inter-discipline review meetings and interface checks.
• Participates in project meeting, reports on the project status and attends to basic technical queries and issues including reviewing the performance of vendors/ subcontractors in the project
• Liaises with customers, topsides design sub-contractor, vendors, consultants and cross-functional team to coordinate project plan and handles technical issues in order to meet the project schedule
• Assist topsides EPM to ensure Design Reviews conducted with appropriate attendees and manage the action register to monitor the close-out of identified action items.
• Support topsides EPM in identifying dependencies and obtaining alignment with project stakeholders to ensure safety and quality are not sacrificed in the effort to meet the project schedule.
• Collates project documentation and database from the project for submission and retention, as required and compiles the records from current and past projects as lessons learnt
• Review & comment the activities & deliverables list from each discipline, mainly the topsides design related activities & deliverables;
• Lead & co-ordinate between Hull’s Team, topside lead designers from every discipline, external design house (when applicable) & client (when applicable) to define the boundary for each module and boundary between topside & hull;
• Co-ordinate between discipline to utilize the shared license based-on work priority;
• Monitor & control the topsides design manhours based-on the available budget allocated by commercial team or as defined by discipline Lead Designer;
• Record & follow-up all the topsides design pending issues / problems highlighted by Lead Designers from every discipline, and report to Topsides Engineering Manager;
• Expedite the information required by each discipline prior to start & complete the topsides design works;
• Monitor 3D model clashing issues with other discipline;
• Prepare Weekly Report related to Overall topsides design Progress, Area of Concern, Pending Items, Clashes Register, Interface Register, Down Time Register, Available Resources against Planned Resources, Manhour Usage against Planned Manhour, etc & Action Plan & submit to Topsides Engineering Manager/Engineering Project Manager & GM;
• Lead topsides design review activities either internally with other discipline or externally with other parties (include client);
• Initiate, organize, participate, record & file the minutes of meeting with external parties (include client) for topsides design related activities;
• Prepare, update & monitor the topsides design Punch List & Hold List on weekly basis, especially related to external parties (include client);
• Support Project Planner in preparation of monthly or weekly report to client related to topsides design progress & status;
• Support Topsides Engineering Manager/Engineering Project Manager & commercial team for VO related to topsides design;
• Responsible for ensuring that all topsides design activities meet work scope & comply with Project Quality Plan.
• Liaises with Construction & Commissioning Team to ensure topsides design activities are in-line with Area or System Completion Priority.
• Understand and monitor all interfaces with Class Society (if topside is classed) / other regulatory bodies and Clients to ensure requirements are properly addressed and relevant documents are reviewed timely.
• Assist topsides EPM in preparing project close-out, including as-built documentation and engineering close-out reports.
• Tack and coordinate changes with Discipline Leads ensuring team members follow the management of change process (MOC); ensure recorded changes are followed through.
• Proactively identify and monitor areas likely to change to reduce the “surprise” element, added costs and delays to project.
• Coordinate the interfaces with subcontractors and third party consultants and ensure all changes are captured through MOC process

Requirements

• Minimum Bachelor Degree in Engineering;
• Minzmum 10 years working experience in offshore oil and gas project managing topsides design works;
• Able to liaise with internal and external parties;
• Able to comprehend the strategies, work methods, processes and systems in overall project execution and engineering execution of topsides design;
• Highly competent interpersonal and influencing skills to tactfully and diplomatically manage ambiguity, conflict and uncertainty in a culturally diverse environment.
• High awareness of safe working practices associated with design, construction, mechanical completion, pre-commissioning and commissioning of an oil and gas facilities.

Job Description

• Carry out troubleshooting and corrective action of instrument breakdown or failures to find out the root cause and best solution in order to restore the functionality get back to normal
• Respond to technical queries from operation personnel and provide advice/solution according to best engineering practice to address issues which affect the operation of the power plant
• Follow C&I work instructions and propose changes for improvement where necessary
• Lead the execution of shutdown works for instrumentation to ensure completion of shutdown work on time
• Work closely with various sections to coordinate cross-functional maintenance works
• Perform risk assessment prior to start of work and conduct on-job risk assessment to identify residual risks associated with the planned/unplanned work
• Monitor spare parts and inventory for critical instrumentation to ensure availability when required in order to minimize unplanned outages. Establish new inventory/cataloging where necessary. Update information in the inventory to ensure that it is relevant for the current operation.
• Provide technical inputs in full cycle of procurement processes for materials and service requisition where required so that all technical requirements are addressed properly to protect company’s interest
• Identify, study, propose, and implement area for improvement in the field of instrumentation engineering to enhance operation and improve overall equipment reliability
• Supervise on-site contractors/additional supplier’s C&I technician(s) as well as C&I vendors to perform site works, review their work procedures and instructions to ensure compliance to achieve highest quality of work in a safe manner
• Participate actively in any meeting, discussion and initiative by team which is relevant to the job role and business needs in order to safeguard company’s interest
• Populate inputs into the Computerized Materials and Maintenance Management System (CMMS) to ensure data and history of equipment maintenance activities are captured accurately. Provide inputs to Planning Engineer with regard to instrument maintenance activities for consolidation

Job Requirements

• Possess a degree in Instrumentation and Control Engineering or Electronics and Electrical Engineering with at least three (3) years of working experience in the instrumentation field, or a diploma in the same fields with at least seven (7) years of working experience in instrumentation field
• Proficient in the codes and standards in the power plant industry i.e. BSI, ISO27001, ANSI, IEC, IEEE, etc.
• Strong interpersonal skills, a team player and able to work with all levels of management and multinational staff
• Hands-on experience in field instrumentation and sensors of different makes
• Proficient in power plant DCS and HMI systems, specifically experience with ABB Advant DCS, GE Alspa DCS will be an advantage
• Proficient in any power plant PLC control system
• Proficient in the P&ID, loop diagram, process functional flow diagram and familiar with gas turbine / steam turbine operations and protection concepts
• Cyber security knowledge in Operation Technology will be an added advantage
