JOB SUMMARY
- The Head of Supply Chain Management (SCM) is responsible for all Procurement and Vendor Management (VM) matters. This includes setting and execution of the SCM Global Category Strategies and Cluster-specific strategy, partnering closely with the businesses and functions to ensure their requirements are met, ensuring close management of Commercial and TPRM issues and driving the bank’s Supply Chain Sustainability ambition. These responsibilities will be delivered through building and maintaining strong stakeholder relationships and effective management and development of the SCM team in the cluster, while also being an integral part of the Global SCM Commercial Leadership Team.
RESPONSIBILITIES
Strategy
- In partnership with the Global Category Management team, set and drive the strategic priorities for the Singapore+ASEAN cluster to achieve cost effectiveness for external spend with suppliers that can materially contribute to customer needs for innovation and service excellence
- Become a key partner to cluster senior stakeholders to leverage 3rd parties for the benefit of the businesses, via additional efficiencies, innovations and market intelligence.
- Address competitive challenges by enabling entities to develop effective Outsourcing Strategies in line with the Group Outsourcing Strategy
- Drive efficiency of end-to-end vendor management processes, by utilising world class systems and tools which the Bank is implementing (SAP-Ariba).
- Use deep SCM expertise to develop strategic capabilities within countries to underpin the broader transformation of supply chain service delivery to meet the needs of the cluster.
- Execute global priorities in cluster which includes implementation of sourcing strategies and an operating model that optimizes management of SCB’s end-to-end supply chain, reducing costs and managing risks
- Influence the Global SCM strategy and overall achievement of functional objectives in the context of the Bank’s corporate strategy and the Cluster strategy
- Create cluster sourcing and vendor management annual plans with input from senior stakeholders to actively build pipelines and ensure SCM are aware of all upcoming sourcing requirements
Business
- Implement global category strategies and commercial deals across the cluster, leveraging the Bank’s commercial leverage and efficiencies.
- Be part of the formulation of the global category strategies, ensuring that the needs and priorities of the Clusters are duly considered.
- Proactively engage with Senior Business stakeholders to be part of cost plans, budgets, able to influence these in order to achieve efficiencies and build sourcing pipeline ahead of time.
- Translate SCM cluster strategy into operational plans and resource requirements.
- Understand and execute against the cluster’s business requirements within consistent global standards
- Ownership, execution and delivery of SCM strategies and objectives
- Support the delivery of the Supply Chain cost savings and FFG targets based on identified spend and initiatives.
- Bring value to the communities we serve by setting cluster Supply Chain Sustainability goals, leading the development of diverse suppliers across cluster markets and ensuring their inclusion in all relevant sourcing initiatives to drive maximum impact.
- Build out Vendor Management across Singapore cluster, in line with global SCM plans.
Processes
- Work collaboratively with SCM Management Team to ensure effective and efficient service delivery for the cluster.
- Lead the implementation of world-class processes and tools, ensuring the delivery of efficiency targets (TAT, Saves, User Experience, among others).
- Leverage deep subject matter expertise to drive innovative solutions for stakeholders within the cluster that facilitate the use of Preferred Suppliers, reduce lead-time to onboard suppliers and increase automation
- Enforce the use of SCM tools that increase efficiency, contestability, compliance and spend control
- Develop benchmarks and scorecards for the team that can be used for performance measurement and continuous improvement
- Work collaboratively with SCM Operations to ensure effective and efficient service delivery for the cluster
- Create an environment which promotes the right behaviours amongst team members focusing on shared responsibilities and accountability as a team. Encourages team sharing in the areas of category management and sourcing best practices within and outside cluster
- Identify opportunities to embed the Sustainability agenda into all aspects of SCM delivery in the cluster
- Tightly control the number of suppliers with a view to a year-on-year increase of average spend per supplier.
- Proactively lead the execution of sustainability initiatives, ensuring the achievement of key metrics, including absolute emissions reductions, increased spend with Diverse Suppliers and increase spend with vendors committed to NetZero goals.
People & Talent

- Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
- Ensure the provision of ongoing training and development of people, and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks
- Ensure the delivery of training to SCM stakeholders, Contract Owners and SCBuy users
- Work with SCM MT to implement Target Operating Model in the cluster.
- Support the SCB promise through the active support for team CSR activities.

Risk Management
- Providing leadership and support for the overall supplier risk mitigation programs within SCM
- Support and execute necessary actions and deliverables to meet existing and new regulatory requirements that relate to the bank’s supplier base.
- Support country risk reviews for SCM and implement corrective actions as required
Governance
- Provide counsel and leadership to stakeholders across the business functions within the cluster in support of procurement, vendor management, outsourcing and contract management and other SCM related queries.
- Provide support for and responses to GIA audits in the cluster
Regulatory & Business Conduct

- Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. - Lead the Cluster SCM team to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
- Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Key Stakeholders
- Accountable for senior stakeholder management within the cluster; developing strong partnerships, proactive discovery of upcoming projects that impact the cluster spend, while creating value by influencing stakeholders to make decisions when considering the wider business.
- Key stakeholder interactions are CEOs, CFOs, COOs, CIOs and Business/Function Heads in the countries. The Cluster Head is responsible for leading SCM efforts to efficiently and effectively enable spend owners within the business and functions to maximise the value the bank receives from suppliers to meet their objectives
- Establish relationships with senior budget holders to ensure that SCM is aligned with business objectives and to enlist support in participating in cost and supply base improvement efforts
- Supply Chain Management Team.
Other Responsibilities
- Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.
- Assist RMs in establishing banking relationships with our suppliers across the cluster
Our Ideal Candidate
- 12+ years of experience in a supply chain management function ideally in a financial institution setup
- Degree or equivalent qualifications
- Professional Memberships: CIPS or similar desirable
- Bank training; Code of Conduct, AB&C and other mandatory learning.
