The mission of SFA is to ensure and secure a supply of safe food for Singapore. The National Centre for Food Science (NCFS) supports SFA’s vision of ensuring safe food for all by being a national reference laboratory on food science, conducting food safety monitoring to generate scientific data for risk assessment and enforcement of food regulations to protect consumer health. NCFS oversees the application of science and technology to enable an evidence-based approach for ensuring food safety in partnership with stakeholders across the entire food chain and research institutions to address emerging food safety and security concerns.You will be part of a dynamic team of Food Science Rapid Response Department(FSRRD) under NCFS to conduct diagnostic testing and research activities tosupport SFA’s food safety regulatory testing, foodborne disease surveillance andoutbreak investigations. This position provides an opportunity for you to learn andapply a wide range of cutting-edge testing and diagnostic technologies to solve realworld problems and safeguard the food safety for the locals. As a Scientist workingin the Food Microbiology Team under FSRRD, you will also play a key role instrengthening and broadening the technical capabilities in fast and robustapproaches to detect emerging or re-emerging foodborne pathogens and providedexpert opinion to support the food safety risk assessment and review of technicalstandard and regulatory policy.

Duties

• Strategise and implement projects that allow rapid detection of microbials in food and related environmental samples to support food safety regulatory programmes and foodborne outbreak investigations.
• Provide solutions and perform tasks that strengthen laboratory productivity via automation and digitisation.
• Conduct studies, analyse results, and showcase the scientific achievements through peer-reviewed journal and delivery of presentation on specialised areasin management meeting, national and international platforms.
• Conduct literature search for preparation of technical papers and provide updated scientific knowledge to support operations and review of regulatory standards.
• Implement laboratory quality assurance programmes, including writing SOPs, conduct internal quality control testing and participate in international proficiencytesting to ensure that the laboratory practices are in full compliances with ISO/IEC 17025:2017 quality standard.
• Provide support in routine laboratory operations, such as quality assurance programme, procurement of lab equipment and consumables, contract management, etc.
• Carry outadministrative and laboratory duties as assigned by supervisor tomaximize laboratory efficiency.

​Qualifications/ Other Requirements

• Ph.D, Master, BSc with experience in Microbiology, Molecular Biology,Biological Science, Food Science, Virology, or other relevant disciplines.
• At least 1 year of hands-on laboratory experience in (food) microbiology andmolecular biology in diagnostics or research laboratory.
• Excellent writing and presenting abilities are essential.
• Must be self-motivated, able to work independently, a team player, andprepared to take on extra responsibilities as needed.
• Must have a good mindset to multitask in a fast-paced atmosphere and provideresults within deadline.
• Experiences in SOP, report and project proposal writing would be anadvantage.
• Working knowledge of advanced molecular biology techniques, including NGSinstruments and bioinformatics analysis, would be beneficial.
• Knowledge of quality assurance program and ISO/IEC 17025:2017 laboratoryquality system is an advantage but not a must.

The mission of SFA is to ensure and secure a supply of safe food for Singapore. Evolving technologies and changes in the environment can lead to the occurrence of emerging or re-emerging foodborne hazards. The risks of these hazards to human health need to be assessed and communicated such that appropriate mitigation steps may be taken.
As an officer under the National Centre for Food Science, you will perform food safety assessments on various fronts, such as (i) safety assessments of novel foods, new food ingredients, food additives, food-contact chemicals and articles, new and emerging food business models and food handling practices and (ii) chemical and microbiological risk assessments of foodborne hazards. These food safety risk assessments will support the risk management actions taken by SFA.
You will also prepare and present food safety risk communication content to the public and industry as a representative of SFA to raise the level of food safety knowledge and promote joint responsibility in these groups.

• Conduct safety assessments of novel foods, new food ingredients and additives, food-contact chemicals and articles, new and emerging food business models, and food handling practices.

• Conduct food safety chemical and microbiological risk assessments of foodborne hazards to assess their health risks.

• Provide scientific support to risk management decisions and risk communication through risk assessments.

• Conduct literature search and regular monitoring of food safety articles to keep abreast of the emerging risk due to emerging or re-emerging hazards for highlighting concerns to management

• Communicate findings from food safety risk assessment through stakeholder engagement, conference presentations, scientific publications, project reports and workshops.  

• Develop and maintain a network of local and overseas scientific experts and food safety regulators for discussions on the science, risk assessment, risk management and risk communication of food safety issues.

• Engage with external partners to build up food safety knowledge and capabilities in the public and industry.

Qualifications

• Minimum Bachelor degree majoring in Food Science, Food Technology, Life Science, Biology, Chemistry, Microbiology, Biochemistry, Pharmacy or Toxicology. Postgraduate degrees in these fields would be an advantage.

• Proficient in scientific literature search and good scientific writing skills, with the ability to translate complex scientific knowledge to simple language suitable for non-technical stakeholders.

• Knowledge of food safety management systems (such as GMP, HACCP) and/or food safety risk analysis would be an advantage.

• Able to work effectively in a team or independently.

• Demonstrate initiative, drive, and willingness to take on additional duties when required.

• Able to perform multiple tasks simultaneously and effectively.

• Able to use a basic suite of computer software for office applications, such as Microsoft Word, Excel, and PowerPoint.

• Good writing, analytical, communication and presentation skills. The ability to fluently speak languages/dialects besides English would be an advantage.

Industry Development and Partnership Division

Purpose:
The Industry Facilitation Department (Food Businesses Section) drives industry development of the food businesses sector through facilitating business development and capability building initiatives to transform and drive the growth of Singapore’s food traders, food manufacturers and food service companies.

Job Responsibilities:
Candidate’s key job roles include:
a. Facilitating business development opportunities for food businesses, to drive the growth of Singapore’s food business sector, in support of our overall food security and food safety strategies. This comprises:
i. Planning and identifying food sourcing opportunities (from local and overseas markets) such as organising sourcing and business matching missions
ii. Functioning as the key point of contact in SFA for engagement and coordination with industry associations and partners for food security, food sourcing, overseas investment, and regulatory matters
iii. Maintaining rapport with food businesses for market intelligence, feedback, and information sharing
b. Promoting the adoption of industry standards and best practices amongst food businesses. This comprises:
i. Building a sound understanding of regional/global food industry through research and analysis of local and global business trends, as well as Singapore’s priorities in key thematic areas relating to the needs of food businesses
ii. Identifying, establishing and nurturing relationships with key stakeholders, including other government agencies (e.g., ESG), institutions of higher learning, research institutions and industry partners to develop solutions for businesses upgrading and growth
iii. Disseminating information on industry trends and relevant support schemes to food businesses through industry engagement sessions and industry associations
c. Facilitating food businesses’ uptake of technology to improve productivity through assessing technological options that could be extended to food businesses for adoption and facilitating the link-up of food businesses with technology solution providers and institutions of higher learning.

d. Promote the offtake of local produce among food businesses in support of SFA’s 30 by 30 goal through developing offtake initiatives specific to the food businesses sector.
e. Organising and participating in international events to profile Singapore as a thought leader in urban food solutions.

Qualifications:
A degree with 3 year’s work experience or 1 year of account management would be preferred.

Other Requirements:
Excellent communication, interpersonal and writing skills. Fluency in Chinese is essential to communicate with the Chinese-speaking stakeholders.
• Business-savvy, possess industry knowledge and account management skills.
• Analytical, self-motivated, result-oriented and dynamic. Able to thrive under pressure, work independently and within a team.
