JOB SCOPE

We are seeking a qualified and experienced Resident Technical Officer (RTO) to oversee and manage civil works for an infrastructure project. This part-time role involves ensuring that all construction activities comply with contractual, regulatory, and safety requirements while maintaining the highest standards of quality. The period for this RTO services will be commencing tentatively from 2nd Quarter of 2025 for a provisional period of 950 hours (excluding transportation time) over 30 calendar months. Location will be in St. John Island, there will be ferry pickup point at Marina South Pier (MSP).

Roles & Duties

• The RTO shall ensure the compliance of the civil works project according to the civil works contract and shall exercise all reasonable skill, care and diligence in the course of his work. The RTO is expected to know the Building Control Act (Cap 29) and its latest revisions and have working knowledge of the relevant statutory requirement and comply with the supervision, quality control and other documentation process which is required the Agency for reporting needs and RTO shall interface and report to Agency where requested.

Key Responsibilities:

• Supervise and monitor civil works on-site to ensure alignment with approved drawings, specifications, and work schedules.
• Conduct regular inspections to verify that construction activities meet quality, safety, and environmental standards.
• Liaise with contractors, consultants, and stakeholders to address technical issues and provide solutions to on-site challenges.
• Review and endorse site documents, including method statements, risk assessments, and test reports.
• Ensure proper documentation of site activities, including daily progress reports and records of inspections.
• Monitor work progress to ensure timely completion of the project in accordance with agreed milestones.
• Conduct quality checks on materials delivered to the site, ensuring compliance with specified standards.
• Assist in ensuring that all work adheres to local regulations and codes of practice.
• Provide recommendations for improvements or corrective actions where necessary.
• Attend site meetings and provide technical input to support project objectives.

Requirements:

• Registered with BCA and accredited with JAC [IES-ACES].
• Completed at least one (1) supervisory works on a civil & structural work project involving 2 levels or more multi-storey building within the last 3 years.
• Familiarity with local construction codes, regulations, and safety standards.
• Strong communication, organizational, and problem-solving skills.
• Proficiency in interpreting construction drawings and specifications.
• Ability to work part-time and flexible hours, depending on project requirements.
