The Community Psychology Hub (CPH) is dedicated to improving people’s lives through innovative, quality psychological and research services. We work in active collaboration with partners in the social service and public sector to provide care for persons with vulnerabilities alongside their families in the community. Set up by the Ministry of Social and Family Development in 2015, we are a unit sited within SG Enable Ltd, a registered charity and an Institution of a Public Character.

This position is for the role of a senior psychologist working with adults with developmental disabilities and other special needs in the Adult Disability setting (i.e., Day Activity Centre, Sheltered Workshop or Residential Home, Enabling Service or Business Hubs and Community-based intervention services). This role aims to (1) provide psychological services to individual clients presenting with behavioural issues and/ or mental health concerns, and consultation to the staff and caregivers who support them, and (2) provide consultancy and psychological services for the Assisted Deputyship Application Programme (ADAP) for adult clients in Special Education schools or Adult Disability centres and homes.

Responsibilities

1. Conduct Psychological Assessments

• Conduct psychological assessments to formulate evidence-based and data-driven hypotheses for challenging cases including those with medico-legal and forensic implications
• Manage and prepare assessment reports for challenging cases
• Identify gaps in assessment tools in relation to application in local contexts and determine possible contextualisations
• Deliver case presentations during multi-disciplinary team meetings
• Conduct mental capacity assessments (MCA) for clients in Special Education (SpEd) schools or Adult Disability centres and homes using the mandated psychological report/MCA forms, which is accepted in place of a formal medical assessment

2. Deliver Intervention

• Formulate evidence-based and data-driven intervention plans in collaboration with relevant parties for challenging cases
• Deliver psychological programmes and services. This may include:

1. Guide staff and parents/caregivers in implementing emotional, learning and behavioural evidence-based interventions, customised to the needs of the individual
2. Maintain timely and accurate records of clients and regular contact with the client’s family when required
3. Provide individual intervention for clients and/ or their caregivers as necessitated

• Adapt existing interventions for application in local context based on research and trends

3. Build stakeholder relationships or capacity

• Provide psychological expertise to other specialised departments and relevant professionals
• Collaborate with social and healthcare sector professionals to deliver and improve client care and services
• Support the process of implementing the ADAP across selected SpEd schools or Adult Disability centres and homes. This will include professional consultations with the schools, centres, MSF and CPH
• Provide evidence-based input for program/policy improvements
• Provide professional consultation services at inter-disciplinary case discussions

4. ADAP Training and Supervision

• Organise/Facilitate ADAP case consultations/conferences
• Conduct and/or support training for other psychologists conducting the MCA
• For more experienced psychologist with the requisite criteria, to provide onsite one-to-one clinical supervision and group supervision
• Vet and sign off, when necessary, reports prepared by other psychologists

5. Uplift professional practice in psychology

• Provide mentorship, and/or supervision and/or leadership to associate psychologists and/or entry-level CPH psychologists
• Assist in the delivery of training (clinical seminars, clinical workshops) for psychologists and/or other professionals in the social service sector
• Present, facilitate and participate in CPH Case Discussions for knowledge-sharing and to hone clinical skills
• Assist in development of quality improvement projects to improve client care and services, to move beyond pure custodial care model
• Attain SRP Supervisor status or its equivalent (within first two years of appointment as Senior Psychologist)

6. Administrative Duties

• Provide administrative duties relevant to clinical practices and as required of the SSA
• Attend CPH meetings and events when necessary
• Prepare and submit monthly reports, i.e., monthly KPI tracking as required
• Carry out any other duties as assigned by reporting officer or Management

6. Self-development

• Attend CPH/SSA endorsed training/workshops/seminars so as to develop relevant knowledge and skills
• Receive formal supervision from CPH’s approved supervisors as part of professional development

Requirements

1. Educational qualifications

• A recognised masters’ degree in Applied Psychology (e.g., Clinical Psychology, Counselling Psychology, Educational Psychology) from an accredited university. The programme must include a supervised practicum and supervised training in psychological assessments
• Be eligible for registration with the Singapore Psychological Society (SPS) (Full Membership) and Singapore register of Psychologists (SRP) registration

2. Experience

• Relevant experience working with either children or adults with developmental disabilities and/ or providing psychological services in similar settings (i.e., SPED, social services sector) will be an advantage
• Experience in administering psychoeducational assessment tools and providing intervention based on Positive Behaviour Support is preferable.

3. Other qualities

• Self-motivated with strong oral and written communication skills
• Able to work independently and collaboratively in multi-disciplinary team
• Exceptional planning and organizational skills
• Fluency in local languages and familiarity with the local context will be an advantage
