Responsibilities:
- Manage, lead, and motivate the testing and commissioning resources and team.
- Lead and develop the respective ownership of all activities pertaining to commissioning which will involve partial oversight of project engineers and site supervisors as it pertains to commissioning scope.
- Review and acknowledge/approve on all project documents including design drawings, equipment submittal, specifications, Inspection and Test Plan (ITP), quality control plan and understand project requirements pertaining to start-up and commissioning compliances.
- Schedule and execute all the required inspections and tests are being carried out in accordance with the approved plan and keep proper documentation as per the developed ITP.
- Liaise and coordinate with consultants, LEW, clients, consultant, commissioning agent, contractors and authorities, to establish the migration micro and rolling schedule.
- Organize and lead the integrated test meetings with internal and external parties.
- Prepare, review and execute the development of detailed L3 (Start-Up) micro schedule that includes all inspections, energization, start-up, and testing required to reach “L4 Readiness”.
- Review and verification that subcontractor QAQC documentation is completed in accordance with project requirements and QAQC plan. Ensure all previous documentation is completed on predecessor task prior to proceeding to next phase (i.e. verify all L2 documentation is complete prior to starting L3).
- Perform in-depth review of subcontractor QC forms to verify accuracy and completeness of forms.
- Review Commissioning Agent’s load bank plan and ensure electrical contractor proposal on required resources are sufficient for the compliance of the testing.
- Develop, execute, review and approval of critical start-up procedures such as energization and testing/flushing plans, commissioning script writing with T&C procedure, test sheet and test script, potential conflicts related for existing and upgrading system, and handover/dossier pack documentation.
- Participate in “ESSW” program which governs how LOTO, equipment energizations, and operation of mechanical systems will be managed. Ensure electrical and mechanical trade partners follow the proper procedures and maintain safety requirement during inspection, energization, start-up, and equipment testing.
Requirements:
- Degree in Mechanical, Electrical Engineering, Control and Automation or equivalent.
- At least 10 years professional experience in data center or mission critical facility design with basic multidisciplinary knowledge of mission critical systems, design process, preconstruction requirements and the construction process.
- At least 5 years’ experience in QAQC and M&E testing lead.
- Excellent team spirit, good interpersonal skills and a “can-do” attitude.
- Strong business acumen with strong analytical skills.
- Ability to multi-task in a fast paced and dynamic environment.
