The scope of services of an Environmental Checker shall generally consist of but not limited to :
a) Support the SO as an environmental advisory role;
b) Conduct environmental site inspections;
c) Conduct environmental performance audits;
d) Review environmental monitoring and management regime;
e) Review implementation of environmental protection measures;
f) Advise remediation actions for contingency scenarios.
The Environmental Checker is expected to audit the environmental performance in an independent, objective and professional manner in every aspect during construction.
The Environmental Checker shall propose the scope, methodology and frequency of the environmental performance audit (minimum of 1 scheduled and 1 unscheduled per year or any frequency as instructed by SO) that is appropriate to the project and to international practices or recognized standards. Justification shall be made clearly to the SO.
The environmental performance audit shall include check, review, verification and validation of the overall environmental performance of the project, including:
a) Implementation of all the environmental protection and mitigation measures;
b) The effectiveness of corrective measures, submissions relating to the environmental monitoring and management of project site;
c) Examination of the environmental incidents and complaints log;
d) Examination of the environment register, including results of monitoring;
e) Consultation with relevant statutory authorities, where appropriate;
f) Visual examination of worksite to examine working practices, environmental effects, mitigation measures and monitoring activities;
g) Any other submissions required for the project.
The Environmental Checker is expected to review all environment inspection reports prepared by the Contractor and the effectiveness of the corrective measures.
As a contingency plan, the Environmental Checker shall carry out adhoc site inspection if:
a) Mitigation measures are ineffective;
b) In case of any significant environmental problems;
c) Upon the receipt of an environmental complaint.
After the ad-hoc inspection, a contingency report shall be prepared by the Environmental Checker and submitted to the SO and the relevant authorities as soon as possible.
Requirements:
- Diploma/Specialist Diploma in relevant field
- At least 2-5 year working experience as ECO in Environmental & Occupational Health Safety
- Must be registered with National Environment Agency as Environmental Control Officer
