Responsibilities and Duties

· Preparation and maintaining accounts for the portfolio of clients which includes monthly/quarterly/yearly bookkeeping, MAS reporting, GST reporting in compliance with the client’s policies and statutory requirements

· Preparation of clients' deliverables (i.e. Management accounts, reporting packages, schedules, GST registration, MAS and GST Returns, consolidation, and drafting of year-end SFRS financial statements with Director's Report)

Qualifications & Experience

Key deliverables include:

• Clean annual audit report.
• Accurate and timely submission of financial reports on monthly and quarterly basis for submission to Budget and Management Committee (BMC).

• Timely fund management, i.e. Fixed Deposits placements, billing for members’ contribution and advances for seconded Program Directors.

Main Key Accountabilities/Duties

• To supervise the preparation of all accounting records and examine and review of financial statements and reports for all 4 accounts in accordance with policies and procedures set out by management and the relevant Accounting Standards and ensuring timely submission report to BMC.
• To liaise with the Secretariat’s external auditors and ensuring clean audit report and prepare comprehensive analysis of audit findings, if any, and recommend necessary and appropriate improvements.
• To establish and maintain financial accounting systems for the Secretariat, including assisting in the formulation and preparation of the APEC annual budget, budget analysis for financial management purposes and budgetary control and advising funding availability.
• To manage and supervise receipts and disbursements including examines and certifies vouchers for receipts and payments to be in line with accepted accounting standards and/principles.
• To provide support and advise to Director (Finance) on management of funds in bank, including Fixed Deposits placement and overall payment structure.
• Human resources management towards the role and responsibilities of Deputy Accountant and Assistant Accountants, including providing continuous coaching to the finance staff and to oversee and manage the finance unit in the absence of Director (Finance).
• To assist in HR-related matters, such as checking of payroll and preparation of remunerations budget.
• To perform other related duties as and when assigned by Director (Finance).

Qualification and Competencies Required :

• Bachelor Degree in Accounting

Accounts Payable

• Verify incoming PO/ Non-PO invoices and staff claims receipts are authorized in accordance with DOA
• Verify &/or seek approval by budget holders for payments of invoices and staff claims
• Communicate with payment requestor and budget holders to ensure invoices, receipts and other supporting documents are appropriate for payment processing
• Verify the budget utilization against relevant GL codes and post supplier invoices/ staff claim receipts into Synergetic system
• Prepare payments to vendors and staff claim reimbursement in Synergetic; upload payment batch to bank portal for online authorization on a timely basis
• Arrange payment authorization from bank signatories
• Follow up on all queries relating to invoices and payments raised by suppliers and signatories
• Coordinate with banks/financial institutions for payment issues
• Prepare cash/cheque payments
• In charge of petty cash reimbursement/disbursement process
• Communicate and follow up payment issues with both internal and external parties

• Monitor the usage of Corporate Card and collate supporting documents

Internal & External Audit

• Assist annual internal/external audit by preparing relevant audit schedules
• Assist to collate information for AP, staff claims and treasury related questions

Pipeline Projects and Ad-hocs

• Assist AP Accountants in system migration projects when required

Administrative

Requirements

• Diploma/ Bachelors’ Degree in Accounting Studies or equivalent or professional certification (eg. ACCA)

What You Will Do:
