- To perform all roles and responsibilities required of site supervisors under the Building Control Act.
- To supervise the timely execution of the works and maintain quality control and ensure that the works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions.
- To check all drawings and specifications to ensure that works are carried out in accordance with the approved plans.
- To check on quality of materials and samples delivered to site and report to Superintending Officer / Consultant / Qualified Person on any materials that are not conforming to the specifications.
- To check trial panel & mockup done on site and off site, where necessary.
- To ensure that the required construction tests in connection with the construction works are carried out where necessary.
- To ensure CAG emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies.
- To prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified.
- To attend site, progress, variation and coordination meetings and to keep proper minutes of these meetings. To follow up and report to QP(S), QP(D) and CAG within two (2) days for site issues raised during the meetings.
- To help resolve contractors’ queries and coordinate the works with other contractors.
- To inspect and assist with handing / taking over of completed works.
- To facilitate the timely taking over of site parcels to be handed over by other contractors and highlight any issues that will delay the progress of the works.
- To ensure that proper and updated records of all works, including records of variation works, tests, inspections, work progress, materials and equipment/machinery on site, labour safety, provisional quantities, dayworks, etc, are kept.
- To take and carry out instructions from and represent the QP(S), QP(D) and CAG on site.
- To ensure that the contractors maintain safety, cleanliness and tidiness of the site at all times.
- To be conversant with all procedures in the Changi Aerodrome Manual, “Airside works Procedures Manual”, Airport Operational and Safety (AOS) requirements”, and Workplace Safety & Health Manual. To make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars.
- To adhere to the shift duty roster assigned by the Consultant or Resident Engineer.
- To carry out any other duties including administrative tasks as directed by the Superintending Officer / Consultant / QP (S) / QP (D).
Requirements:
- The RTO shall have minimum five (5) years of relevant experience as a RTO, of which at least three (3) years shall be in supervision of works similar in bored piling, and temporary works such as haul road and temporary drainage diversion, ERSS, excavation works, ground improvement works, flood prevention and mitigation, etc.
- The RTO shall preferably possess a Diploma from Polytechnic or Workplace Safety & Health Coordinator or possess Advanced Certificate in Workplace Safety and Health or relevant qualifications.
- The RTO shall be accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore.
- Good analytical ability with strong verbal and written communication skills. Competent in keeping and maintaining proper and updated site records on progress of work.
