You will be part of a team that is responsible for upholding proper procurement governance in NEA. You will facilitate procurement activities by departments while ensuring that government and NEA procurement policies and guidelines are applied accordingly and standards of integrity and transparency are upheld throughout the procurement value-chain.

[What you will be working on]

You will support the procurement functions in NEA by carrying out the following activities:

• Pro-actively engage users to identify aggregations or other procurement levers
• Develop category strategies through spend analysis and drive strategic sourcing with users to address their procurement needs

[What we are looking for]

Job Requirements:

• At least 6 - 8 years of experience in government procurement. Experience in construction procurement and revenue contracting will be an added advantage.

Job Description

Key Responsibilities

• Assist the manager in overseeing Accounts department functions, including monthly and year-end closing.
• Support the manager with the yearly financial audit.
• Perform bank reconciliation and GST submissions.
• Handle Accounts Payable functions: process supplier invoices into the accounting system and arrange bank transfers for payment.
• Manage Accounts Receivable functions: update customer payments, prepare monthly statements of accounts, aging reports, and assist with the sales commission system.
• Review and monitor the work of the outsourced accounting company responsible for management reports, GST, and annual tax returns.
• Ensure the accounting process complies with legal requirements.
• Assist with the preparation of other regulatory submissions.
• Perform any other ad hoc duties as assigned.

• Operate precision CNC turning/milling machine
• Perform CAD/CAM programming

The Role:

The Assistant Finance Manager will assist in all accounting functions of the Group including effective day to day accounting operations, financial closing and statutory reporting and variance analysis.

Job Responsibilities

• Handles full set of accounts and ensures timely closing (month-end and year-end)
• Oversee subsidiaries’ accounts and month-end closing process to ensure timely submission of financial reports
• Review monthly financial statements and group financial reporting
• Review quarterly GST reports and reconciliation
• Review accounts receivables invoices & accounts receivables outstanding list and ensure staff follow up closely on the status.
• Review and ensure accounts payable payments, invoices and expenses claims are accurate and duly approved by relevant Business Units
• Participate in the budgeting preparation, management and monitoring processes.
• Ensure that accounting activities are in accordance with relevant accounting standards, internal policies and statutory/regulatory/tax requirements.
• Ensure that policies and procedures and limits of authority are adhered to and financial controls are in place
• Liaise with internal auditors, external auditors and tax agents
• Assist in preparation of schedules and reports as required
• Provide ad-hoc financial projection that are assigned by FM/FD
• Handle petty cash and process expense claims
• Manage the intercompany reconciliation
• To undertake any other ad-hoc duties as assigned
• Handle any other ad hoc duties as directed by management

Preferred Attributes:

• Candidate must possess at least a Degree in Accountancy or equivalent.
• At least 4 years of relevant experience in finance operations
• Strong analytical skills, both qualitative and quantitative with the ability to identify trends in data.

• You are required to work with the Executive Director to formulate communications/publicity strategies to build awareness of programmes/campaigns to various donors, sponsors, partners, volunteers and the media to promote the Woodlands Social Centre brand and image. (Pubs & Comms)
• You will be required to write funding proposals for Woodlands Social Centre to be submitted for government funding opportunities. (Social Work Training is an advantage for literature reviews.)
• You will be required to create and drive strategies/platforms for fundraising and corporate engagement, collaborating and building relationships with stakeholders for outreach and public education efforts.
• You will conceptualise and implement effective fundraising strategies, ensure fundraising complies with regulatory requirements, and build long-term relationships with both corporate and individual donors.
