Job Descriptions:

• Coordinate and responsible for the planning, execution and evaluation of programmes and ensure smooth running of daily operations of the department, which includes:
• Outreach and engagement of seniors within service boundary
• Active ageing programme
• Befriending and Buddying
• Care and support services
• To liaise with external agencies, organisations, donors, volunteers etc. to tap on external resources and / or publicise programmes. You will need to provide information and referral services to clients.

DUTIES AND RESPONSIBILITIES

1. Programme Planning and Implementation

• Develop and implement outreach plan to seniors.
• Develop and implement annual calendar plan of social and health activities for seniors.
• Ensure that the programmes and activities meet the performance indicators and operating guidelines issued by Agency for Integrated Care, administration of the CSQ, half-yearly progress report on the programmes and services, outcome management, etc.
• Conduct needs assessment survey if necessary.
• Initiate a case record file for every elderly household in the identified block and capture the needs of the seniors.
• Establish and motivate seniors to be active, healthy, interdependent and purposeful.
• Ensure that the activities and programmes of the centre promote a community climate of multi-racial tolerance, harmony and cooperation among residents.
• Network with other agencies to establish additional avenues of help for the welfare of the seniors.

2. Alert Alarm System

• Oversee and manage the Alert Alarm System (AAS) during the centre’s operating hours, rendering assistance when necessary.
• Establish a system to manage the AAS outside operating hours and ensures that help continues to be available when needed, including a system of recalling staff outside operating hours.

3. Volunteer Development

• Establish networks with local community-based services/ resources, such as grassroots, social services, corporate organisations and schools, to engage volunteers to help run or assist in the programmes, start income-generating activities, conduct outreach efforts etc., to match the needs of seniors.
• Recruit, interview and screen potential volunteers.
• Provide and coordinate orientation of volunteers to their assigned role and the mission and objectives of the centre.
• Place volunteers to suitable positions and areas of need, such as administration of CSQ etc.
• Supervise and support volunteers.
• Establish a system of recognition for the volunteers.
• Review and evaluate the volunteer programme to ensure relevance and to meet future needs.
• Serve as the key communication link between the centre and its volunteers.

4. Finance and Accounts

• Manage the monthly petty cash utilization of the centre.
• Implement checks and controls in the accounting system to ensure proper accounting records and also to safeguard against misappropriation of the centre’s assets.

Job Requirements:

• Diploma in social service or related discipline, with a social service background

Site Quantity Surveyor

Working Days: 5 Day A Week (Monday – Friday)

Working Hours: 8:30am -5:30pm

Location: City Hall

Salary: $2800- $3500

Roles & Responsibilities

• Quantity taking off
• Study pre-contract files
• Identify specified or equivalent materials
• Study pre-contract quotations and to obtain new quotations for works
• Check availability of stock of materials and their delivery time
• Check/sourcing of quotations, clarify, and assist in the negotiation with sub-contractors and suppliers
• Reconcile quantities in contract and those claimed by sub-contractors and suppliers
• Monitor, measure, and price variation works
• Prepare periodic progress valuation
• Check progress claims submitted by sub-contractors
• Study all site instructions issued and advise Project Manager of time and cost implications
• Monitor the expenses of the project and advise the Project Manager on the financial status
• Brief site staff on procedure of recording and confirming oral instructions
• Closing of final account

Senior Quantity Surveyor

Working Days: 5 Day A Week (Monday – Friday)

Working Hours: 8:30am -5:30pm

Location: City Hall

$4000 - $4800

Roles & Responsibilities

• Demonstrate leadership and provide training to AE team members.
• Offer constructive suggestions to superiors, along with solutions to issues.
• Maintain clear communication with staff members, providing guidance throughout the tender process.
• Take responsibility for all tender costing before presenting to superiors for management meetings.
• Act proactively, ensure well-coordinated reports, and meet superiors' expectations.

Quantity Surveyor

Working Days: 5 Day A Week (Monday – Friday)

Roles & Responsibilities

• Analyze potential savings for newly awarded projects to optimize profit.
• Monitor, analyze, and compile site completion reports post-project completion to enhance budgeting strategies.
• Obtain and update pricing database with quotations and market rates for all trades to maintain reasonable Requisition of Purchase Order (RPO) and future budget rates.
• Generate charts/graphs on pricing trends to forecast market changes and pricing fluctuations.
• Negotiate with subcontractors/suppliers to secure competitive project pricing and explore bulk or package award options.
• Review quotation terms and conditions for RPO alignment and to prevent hidden or additional costs.
• Compare site RPOs and scrutinize quotation exclusions to avoid unforeseen expenses.
• Monitor site PO requisitions and advise on urgent or outstanding awards to prevent project delays.
• Track and update site expenses, ensuring adherence to budget constraints.
• Conduct quarterly site discussions with Project Manager and Quantity Surveyor to review budget status and plan future expenses.
• Source new contractors for pricing comparisons and verify company track records for reliability.
• Provide feedback to Cost Planning Department on latest pricing trends for accurate tender pricing.
• Compile and verify monthly cost reports against projections, documenting cost differences with explanations.
• Forecast additional costs based on project-specific requirements.
• Monitor site expenses across all trades and track project Variation Order (VO) lists, including expected profit computation.
