Job Description:

· Strategically plan and manage logistics, warehouse, and transportation for inbound and outbound deliveries

• Monitor and manage day-to-day operations of projects, or function, including developing and monitoring budgets, coordinating activities with other sub-contractors

The Job

• Direct Resource Planning at the macro level to allocate manpower and equipment/services in order to achieve smooth operations at both OMC Tuas and PLH in Jurong Port:Initiate engagements with Customers and BU to understand proper scope of intended project.
  Establish appropriate assignment of term contractors to the project such that adequate resources are deployed with minimal administrative burden.
  
• Monitoring and supervision of facility management in OMC Tuas:Contracting and management of term contractors, supervise scheduled maintenance work.
  Manage the expectation of JTC and manage the work as per the contract.
  Ensure that JP gets reimbursed for the ad hoc jobs not covered un the contract with JP contractors.
  
• Management of Procurement and Contractor matters:Design effective and cost-efficient term contracts alongside CPU.
  Participate in the pre-award procurement of services, prepare purchase requirement, provide technical clarifications, participate in negotiation, and evaluate the qualified vendors. Ensure that cost by vendors is reasonable and within budget.

• Direct Bidding and Proposal activities at macro level to support BU in their engagement with end clients:Vet and/or prepare technical proposals, cost estimation in bidding external projects.
  Client engagement, demonstrate proposals in client Kick-Off-Meetings and Pre-Ops meetings, and provide technical clarifications.
  
• Manage OMC department’s finances to ensure OMC department remains a financially viable operation:Manage, monitor, and track terminal’s profit and loss.
  Control and maintain terminal’s financial performance and operation throughput.
  Ensure finance AP issues are resolved expediently to keep vendors payments flowing.

Key Responsibilities

• Conduct monthly safety trainings and annual safety drills at the depot. Conduct safety induction course for all new employees and visitors.
• Ensure all safety equipment, machines and tools are checked, serviced and tested as per regulatory requirements and in-house maintenance program.
• Review periodically depot OHSE manual as per stipulated. Suggest updating OHSE requirements include local authorities’ regulations and implement changes accordingly upon Depot Manager’s approval, keeping management informed.
• Review and make recommendation on investigation and risk assessment outcome of safety related incidents, preventive actions and safe work practices.
• Jointly perform risk assessment on new business/depot activities (includes management of change) with relevant department heads and submit to Depot Manager for review and approval.
• Report to local authorities as per regulatory requirement on safety related incidents and keeping management informed.
• Jointly assess and ensure workshop permit systems are valid as per compliance.
• Conduct weekly safety walk and monthly inspection program are conducted as per compliance and rectifications are completed promptly.
• Conduct periodic review of incident trends and effectiveness of safety performance and make recommendations for improvements.
• Keep abreast with safety incidents and share with staffs and management and recommend preventive actions.
• Responsible to update Global Safety System and ensure compliance with PEP program.

Qualifications

• Diploma, Advanced/Higher/Graduate Diploma, Bachelor’s Degree, Post Grad Diploma, Professional Degree, Chemistry, Engineer (Chemical), Engineering (Environmental/Healthy/Safety), Engineering (Petroleum/Oil/Gas) or equivalent.
• Required to have Certificate for: Manhole Entry, Work At Height Assessor, Confined Space Assessor.
• At least 5 years of working experience in safety related field.
• Preferably managers specializing in Engineering – Chemicals, Maintenance/Repair (Facilities & Machinery) or equivalent.
• WSH Registered Officer.
