1. Ensure efficient and effective management of design activities on tenders and projects to ensure that all design requirements of the contract are fulfilled

Job Description:

• Provide the cost and contracts administration services.
• Carry out cost control to ensure that the Material Procurement Tender Schedule is within the allocated budget as specified by Client.
• Prepare and report financial projection and carry out budgetary and expenditure control of Contractors’ contract prior to commencement of work.
• Prepare and recommend monthly progress payment claims and final account submitted by the term contractors’ and to ensure timely and complete submission for payment.
• Evaluate and carry out joint measurement with Contractors on their claims for Purchase Order/ Works Order
• Administer term contract works to be carried out by Contractors (before and after start of work)
• Compile, check, certify and confirm Contractors’ invoices to ensure that the invoices tally with Purchase Order/ Works Order.
• Review and prepare specifications, evaluate and recommend tender submissions.
• Carry out contract documentation and preparation relating to tender acceptance and contract execution.
• Obtain and monitor the Performance Bonds, Bankers Guarantees and any other forms of insurances.
• Prepare tender documents, tender evaluation report, variation agreements and render professional advice on any penalties, liquidated damages when deem necessary.

About You:

• Degree or Diploma in Quantity Surveying and building related diploma/degree in recognized by Singapore Institute of Surveyors & Valuers and with at least 3 years of relevant working experiences in quantity surveying; or
• Minimum of 3 years relevant experience as a QS / Contract Manager

Job Responsibilities:

Ensure the well being of the equipment section in terms of morale, KPIs and long term success.
Set expectations for employees on understanding and compliance to MRB, TECN, 8D, specification requirements.
Regular assessment on risk management with action items identified.
Set expectations on effective use of SPC, FMEA, and other Quality Management System to detect issues timely and with improvement action items identified.
Continuous improvement program in place to prevent quality, line yield, and sort yield excursions
Project monitoring system in place to keep track of project status and progress vs fab performance requirements.
Set targets, goals and projects for the section to minimize wafer scrap, defect, rework, and improve process capability to meet operational needs.
Forecast and budget on equipment upkeep cost and any other related expenditures. Drive improvement activities to reduce equipment upkeep costs.
Work closely with Process and Manufacturing Section Managers to address equipment constraint issues, OEE. Optimize metrology sampling to meet quality standard and Manufacturing requirements.
Establish / monitor vendor performance metrics to drive quality and cost improvements. Develop a good working relationship with vendors.
To provide support and adequate resources to ensure compliance with Environmental, Health and Safety (EHS) requirements, and participate in improving and maintaining the EHS management system. Ensure good practice of housekeeping on tools, equipment, and materials.
Setup a spare part inventory system that can forecast usage. Ensure employees are disciplined in housekeeping and maintaining the system.
Set performance expectations for employees and have regular review to keep track of performance. Clearly define responsibility and develop empowerment in the group. Jointly work with employees to develop their career path.
Ensure that employees have the required training, knowledge, and competency in performing the tasks.
Develop performance reporting structures so that the employees can document their project in the Knowledge database for sharing and training for future Engineers / AssociateEngineers.

Job Requirements:

Degree or Master’s Degree in Engineering discipline
8 years of relevant working experience inThin Film Eqipment (PVD) in Semiconductor Industry
5 years of proven track record in a leadership role with strong leadership capabilities
Highly driven, motivated and resourceful
Excellent interpersonal, communication and influencing skills
Proficient in MS Office and good data analytical skill

This role will be part of a team responsible for trading of advanced materials for industrial products across the Southeast Asia region for electronics, semiconductors, renewable energy, including, wafers, optical, facilities parts/equipment and Semiconductor materials.

Responsibilities

• Be part of the strategic planning team focusing on sales and business development activities while maintaining existing relationship with key customers. Build networks, manages relationships, seeks, and identifies business opportunities in Malaysia, Singapore, and ASEAN region.
• Support in developing and executing strategies to drive business in new and existing markets
• Support in developing and managing sales and marketing strategies towards acquiring new customers, conducts due diligence and establishing relationships, continuously expand sales revenue, including adequate communication with suppliers and customers to promote products, solutions, discuss demands and trends, develop promotional ideas and material for solution business etc.
• Sales of products and solutions through specialized knowledge of the products, along with deep understanding of customer needs.
• Follow up on customer payment status, support in procurement, inventory analysis, and resolving shipment issues.
• Perform cost-benefit analysis and Support Management on budget preparation.
• Proactively communication and work with all stakeholders to provide customized solution based on customer’s requirement.

Requirements:

• Preferably bachelor’s degree in electronics/ Mechanical Engineering or Business or equivalent.
• At least 3-6 years of experience in electronics/semiconductors Optical Communication, Optics, or other related industries
• Demonstrated sales record, the initiative to acquire new customers, recommend solutions and execute sales is required.
• Technical and product knowledge of electronic devices/machinery is preferred.
• Knowledge of the latest market and business trends
• Data analytics skills to harness financial data to inform decisions.
• Excellent interpersonal communication skills and excellent presentation skills
• Fluency in English and Mandarin are required to communicate with supplier/customer from China or Taiwan, knowledge of Japanese is also an advantage for communication with counterparts from Japan.
