PURPOSE OF POSITION

• Lead & guide Project Mangement Office (PMO) to ensure projects are executed properly on schedule, to quality and within budget
• Connect & manage the project in general related to functional blocks (Planning & Budget, Research & Development, Project Legal, Cost & Contract, etc.)

KEY ACCOUNTABILITIES

Set strategic goals, objectives, budgets, progress, and procedures

• Formulate, develop, and implement medium and long-term strategic plans for the project including development plan, procurement strategy, manpower planning etc.
• Set policies, progress, procedures, etc. to ensure the effective execution of the project.

Drive the implementation of strategy

• Responsible for end-to-end accountability of all performance within the project to meet target
• Ensure smooth operations of each project from design, planning, legal, construction, project development, etc.,
• Evaluate whether the is on track to deliver short-term and long-term objectives.
• Ensure compliance with law provisions
• Foster, coordinate, and support the activities of other functional departments like S&M, Finance, Project Legal etc.
• Ensure projects’ sales plan, SPA, and Handover schedule to achieve the company business plan
• Handle difficulties/risks that may occur during construction time. Give directions and solutions in time to complete the plans and minimize risks

Control time, progress & budget

• Formulate projects’ schedule, budget & cost plan
• Control and manage project development and construction management for the project. Coordinating with contractors, consultants, vendors and relevant departments to ensure that projects are executed properly on schedule, quality and within approved budget
• Issue and update projects’ procurement plan periodically
• Manage the variation of construction cost from the approved budget and ensure IRR of projects at the agreed number

Design Management

• Responsible for the design management and necessary value Engineering for Master plan & infrastructure; Landscape & public domain and Architectural, Structure, MEP, ID etc.

Build a high-performing organization and the associated new enablers for growth

• Instill the culture of innovation and continuous improvement. Building standards, SOPs, quality standards etc.
• Promote functional excellence by ensuring the adoption of best-in-class tools, methodologies, and practice.

• Smootly resolve conflicts, if any, in project coordination with various functional departments.

EDUCATION, EXPERIENCES & COMPETENCIES

• Education: Bachelor's degree in engineering, construction, project mangement
• Experience: At least 15 years' experience in design and construction of civil and industrial. At least 5 years' experience in a similar position in the company with the same scale.
• Construction: Deep knowledge about building materials, necessary methods and tools in building factories, or other infrastructures such as roads and bridges;
• Construction technique: Creativity, applying science and technology practically, including the application of principles, techniques, procedures and equipment in many areas of construction, electricity, water etc… to design and build various infrastructures;
• Design: Deep knowledge about design techniques, tools, construction principles of detailed drawing, perspective drawing and sketching;
• Project Management: Deep knowledge about planning, project management;
• Labor safety & environmental hygiene: Deep understanding about equipment usage guidelines, policies, procedures and technical rules to effectively communicate to subordinates, contribute to ensuring the safety of the labor in the construction process of infrastructures;
