• Minimum 3 years of experience as a Technical Writer, Business Analyst, or a related role, focusing on creating both technical and functional documentation.

• Ability to grasp complex technical concepts and translate them into easily understandable documents for various audiences.
• Prior experience with documentation tools such as Confluence, Jira, Excel or similar platforms.

Business Analyst
Key Responsibilities

• Understand Business Needs:
  Partner with business teams to gather citizen/business requirements using human-centric, visual methods such as service journeys. Develop and present the appropriate business case.
• Requirement Analysis:
  Work with GovTech and project teams to create user stories, functional/technical specifications, and acceptance criteria.
• Technology Evaluation:
  Recommend suitable technologies aligned with GovTech’s technology directions (e.g., cloud-based solutions, enterprise architecture, SG Tech Stack) and modernization of legacy systems.
• Development Methodology:
  Identify and implement the appropriate development methodology (e.g., Agile, Waterfall) in an Outsourced, Co-Sourced, or In-house environment.
• Testing & Deployment:
  Plan, review, and conduct testing and data conversion to ensure specifications are met. Drive system or product readiness for smooth deployment, adoption, and operations.
• Continuous Improvement:
  Analyze the impact of requested changes, propose improvements, and address changing business needs. Collaborate with support teams to resolve technical issues during the Operations & Maintenance phase.

Experience and Skills Needed

• Educational Background:
  Degree or Diploma in Computer Science, Information Systems, Information/Infocomm Technology, Computer/Electronics Engineering, or a related discipline.
• Work Experience:Minimum 3 years of experience for the Consultant role.
  Minimum 5 years of experience for the Senior Consultant role.
  Experience in at least one full software/product development cycle, preferably using Agile Methodology.
  
• Core Competencies:Proven expertise in IT business analysis, application solutioning and design, and testing.
  Strong understanding of customer/user experience, design thinking, user story mapping, and digital product lifecycle management.
  Analytical, conceptualization, and problem-solving skills.
  
• Communication Skills:
  Excellent oral and written communication skills, with the ability to effectively pitch ideas and influence stakeholders.

• Partner closely with Operations users, Business, Tech and external vendor consultants to deliver on strategic platform upgrade program
• Provide Project management support to the program on behalf of Operations. Create and deliver project communications to multiple stakeholders, which includes running governance calls and preparing presentation materials/decks for committee meetings, etc
• Work with operations users, business stakeholders, fellow business analysts, tech and vendor consultant for functional design and solutioning
• Work closely with Operation users, Tech teams and participate in design/build discussions
• Develop testing approach, scope and plan with Operation users and vendor test team
• Support user acceptance, regression performance testing and overall defect management and triaging —work closely with Operation users, business users and testing team to ensure coverage of critical and important functions
• Identify areas of improvement, best practices in processes, brainstorm and propose solutions to address project or test issues and concerns in timely manner
• Manage post go-live tactical and strategic platform enhancements
  

Requirements:

• Bachelor's degree in Accounting, Finance or Technology
• With 5+ years experience in financial industry including credit card processing, chargeback or fraud analysis
• With 3-5 years of operations or project management experience
• Experience with VisionPlus application will be beneficial
• Advanced skills in Excel, PowerPoint, Word and Visio
• Strong communication and analytical/problem solving skills
• Excellent attention to detail to manage daily operations with strong organization and time management skills
• Ability to lead and participate in multiple projects simultaneously and adapt to re-prioritization in a rapidly changing environment
• Self-driven with the ability to work in a team environment as well as independently

Responsibilities:

• Data Migration Transition: Facilitate the smooth transfer of data migration activities from external vendors while ensuring alignment with the overall migration strategy.
• Requirement Refinement: Collaborate with stakeholders to refine data migration requirements and update the strategy as needed to cover all migration aspects effectively.
• Data Quality Management: Evaluate and address data quality issues by working closely with business users to prioritize analysis and implement corrective measures.
• Testing and Validation: Develop and manage test cases, scenarios, and scripts, ensuring clear entry and exit criteria for a successful migration process.
• Performance Monitoring: Establish KPIs and dashboards to track and report on the progress and effectiveness of the data migration efforts.

Requirements:

• Educational Background: Bachelor’s degree in IT or a related field.
• IT Service Management Experience: Minimum of 3 years of experience in IT Service Management, including all ITSM phases, preferably ITIL-based frameworks.
• Business Analysis Expertise: At least 3 years of experience as a Business Analyst, with skills in documentation and project management.
• Banking/Finance Experience: Prior experience in the banking or financial services sector is advantageous.
• Language Skills: Proficiency in English and Japanese (to communicate with Japanese-speaking stakeholders and clients).
• Technical Proficiency: Skilled in Microsoft Office tools (PowerPoint, Excel, Word) for effective documentation and reporting.
• Soft Skills: Excellent communication and interpersonal skills, with a team-oriented and client-focused approach.
• Added Advantage: Experience in ITSM within the financial industry is a strong plus.

• Facilitate requirements workshops to engage the various stakeholders such as Front Office, Risk and Finance users to elicit and validate business requirements.
• Manage issues, and ensure all requirements have proper traceability.
• Leverage the subject matter experts across technology and business in delivery of structured and well-thought through solutions.
• Become an effective bridge between users and technology.
• Good team player with strong interpersonal skills.
• Respond promptly to issues raised, through good understanding of business, operational and technical considerations, and recommend sound solutions.
