Job Title: Office Manager and Project Finance Administrator

Job Overview: We are seeking a versatile and proactive individual to fill the role of Office Manager with a focus on Project Finance Administration for our Singapore office. This position involves overseeing day-to-day office operations, providing administrative support, and managing IT-related functions. The ideal candidate will have a strong blend of organizational and technical skills to ensure the seamless functioning of our office environment.

Responsibilities:

1. Administrative and Office Support:
   • Manage office schedules, appointments, and meetings, ensuring efficient coordination.
   • Handle incoming calls, emails, and correspondence, responding in a timely and professional manner.
   • Maintain office supplies, equipment, and inventory.
   • Travel arrangement for travel accommodations and itineraries for employees
   • Coordinate and organize company events, meetings, and client events etc.
   • Support managers and employees with day-to-day needs and requests related to HR and IT services.
2. IT Management:
   • Work with internal IT support team to oversee office IT infrastructure, including hardware, software, and network systems.
   • Collaborate with internal IT support team/external IT vendors to ensure the smooth operation of IT services.
   • Troubleshoot and resolve basic IT issues or escalate to the appropriate support team.
3. Facility Management:
   • Organization of office space.
   • Coordinate with office space provider/landlord for maintenance, repairs, and other facility-related services.
   • Ensure a safe and comfortable working environment for all employees.
4. Human Resources Support:
   • Assist in the onboarding process for new employees, providing IT setup and access.
   • Manage employee records, including IT-related permissions, access controls, and security protocols.
   • Collaborate with HR on employee engagement initiatives and team-building activities.
5. Financial Management:
   • Assist Project Managers to process invoices, receipts, and other financial documentation related to project finance management.
   • Collaborate with finance department to ensure accurate and timely financial reporting.
6. Authority Digital Submission:
   • Assist Engineers to carry out digital submissions to various Authorities (e.g. CORENET, LTA-PROMPT, PUB etc)

Qualifications:

• Proven experience as an office manager or in a similar administrative role in engineering consultancy office.
• Relevant finance administrative experience
• Strong organizational and multitasking skills.
• Excellent communication and interpersonal abilities.
• Proficient in Microsoft Office Suite and other relevant software.
• Basic knowledge of IT systems and troubleshooting.
• Ability to handle confidential information with discretion.
• Diploma in business administration or a related field is preferred.

Responsibilities:

• Establish client’s requirements and undertake feasibility studies
• Attend onsite and consultants’ meetings and liaise with clients, architects and associate consultants in the administration of projects
• Interpret engineering drawings and specifications to calculate project costs
• Prepare various main building contracts, piling contracts and nominated sub-contracts for tender and contract formalization
• Measure and take off quantities for architectural and structural work elements
• Administer pre and post contract and consultancy work
• Assess variation orders, prepare interim valuations, cost plans and budget studies
• Compile contract documents for execution
• Understand and adhere to the statutory building regulations
• Undertake cost analysis for repair and maintenance of project work
• Allocate work to subcontractors
• Analyze outcomes and write detailed progress reports
• Maintain awareness of different building contracts in current use
• Valuing completed work and arrange payments
• Provide advice on contractual claims

Requirements:

• Degree or Diploma in Building / Quantity Surveying or equivalent qualification
• Fresh graduate are welcomed
• 1 year of experience within pre and post contract in consultancy / Construction would be of advantages
• Individuals of the highest caliber who are confident, driven and with excellent interpersonal skills
• Organized and able to handle stress

CHIEF FINANCIAL OFFICER (FULL TIME )

Job Description

Reporting to the Chief Operating Officer & Chief Financial officer, the officer will play a key role in the review, planning and development of SAL strategies and policies in achieving the organisation’s mission and objectives. The officer will also play a critical role in supporting and driving change management for SAL’s digital transformation.

• Develop long-term plans and roadmaps to guide the organization toward its strategic objectives
• Apply change management processes and tools to support adoption of the changes required
• Conduct analysis of internal and external factors affecting the organization, including market trends, competition and regulatory changes
• Assess and address potential risks associated with strategic initiatives, providing recommendation for risk mitigation
• Establish key performance indicators (KPIs) and metrics to measure the success and progress of strategic initiatives
• Work closely with various departments to ensure alignment of their activities with the overall strategic plan
• Conduct regular evaluations and reviews of the strategic plan’s implementation, making adjustments as necessary to achieve the desired outcomes
• Communicate the strategic plan to internal and external stakeholders, ensuring a shared understanding and commitment to the organisation’s direction.

Job Requirements

• At least 10 years of relevant experience in strategic planning, business development or a related field
• Strong analytical and problem-solving skills to conduct environmental scans, SWOT analysis and other strategic assessments
• Experience working with senior leaders to articulate change vision and advise on leadership engagement
• Experience with relevant change management tools and technologies for strategic planning and analysis
• Experience managing multiple complex inter-related initiatives that are transformative in nature
• Familiarity with the legal industry is an added advantage
• Strong verbal and written communication skills
• Ability to work independently as well as in a team
