We are seeking a dedicated and experienced Commercial Manager to join a prestigious German design and build firm, renowned for its expertise in high-tech facility construction. This exciting role is based in Taoyuan, Taiwan, where you will contribute to the development of a state-of-the-art data center.

Key Responsibilities
Procurement Strategy and Pre-Qualification
- Develop and implement robust procurement strategies, including the preparation of detailed work package breakdowns for subcontracts and suppliers.
- Ensure strict compliance with the company’s procurement procedures.
- Conduct pre-qualification assessments to identify and select suitable subcontractors and suppliers for the project.
- Prepare comprehensive tender documents for subcontractors and suppliers, ensuring clarity and accuracy.
- Review scope definition documents and interfaces to eliminate ambiguities and potential scope gaps.
Bid Management
- Address queries from bidders and provide clear, detailed responses to align with the company’s expectations and mitigate risks.
- Conduct detailed bid price analyses and review all bidder submissions, including qualifications and proposed amendments to terms and scope documents.
- Facilitate internal alignment on bidder selection and lead final negotiations to resolve outstanding price items and terms prior to awarding contracts.
- Prepare detailed recommendation reports for management approval to commit to subcontractors and suppliers.
Budget Management
- Monitor and manage procurement package costs to ensure alignment with approved project budgets and financial objectives.
- Collaborate with the Estimating Team to provide bid price information for database updates, benchmarking, and future project planning.
Contract Administration
- Draft and finalize Letters of Award and Contract Documents, ensuring timely and proper execution by subcontractors and suppliers.
- Prepare notices to the client, including applications for Substantial Completion or Taking-Over Certificates.
- Align subcontractor and supplier deliverables with client Head Contract requirements.
- Negotiate and resolve all claims and changes to facilitate final account settlement.
Project Close-Out
- Implement structured project close-out procedures, including final documentation for bonds, warranties, and signed final accounts.
- Complete subcontractor and supplier performance evaluations to inform future project planning.
Interfaces
- Collaborate with project teams, estimating teams, subcontractors, suppliers, and clients to ensure seamless project execution.
Professional Experience & Education
- Degree in Quantity Surveying or a related discipline.
- Familiarity with SIA Form of Contract, PSSCOC, and other international contract forms.
- Proficiency in interpreting construction drawings and project specifications.
- Strong negotiation and analytical capabilities.
- Extensive experience in procurement and contract management processes.
- Exceptional organizational skills and attention to detail.
- Ability to prioritize tasks effectively and meet project deadlines.
