• Flag country matter
• Review work practices and procedures for better operational efficiency
• Any ad-hoc duties as assigned by the superior and Management

Job Requirements

• Minimum Diploma in Business, Economics, Law, Account or equivalent qualification.
• Possess a minimum 3 years working experience in Commercial, SPC (Special Purpose company) management, accounting and/or financing.
• Good interpersonal and communication skills
• Team player with positive working attitude
• Meticulous and Good time management skills
• Proficient in use of MS office applications
• Able to work independently
• Experience in shipping industry is beneficial
• Experience in management of project finance is beneficial.

Responsibilities:

Key Responsibilities:

• Site Inspections: Conduct safety inspections to identify hazards and ensure compliance with WSH regulations. Perform periodic safety audits and document findings.

• Risk Management: Conduct thorough risk assessments to identify potential hazards, develop control measures, and monitor risk assessments regularly to ensure ongoing safety.

• Training and Education: Organize and deliver safety training programs, including toolbox meeting and emergency response drills, ensuring all personnel understand safety protocols and the proper use of personal protective equipment (PPE).

• Incident Management: Investigate accidents and near-misses to determine causes, recommend preventive measures, and prepare detailed incident reports for management and relevant authorities.

• Safety Protocols: As the main contractor's Safety Officer, you will implement and enforce safety protocols, ensuring they are updated to reflect any changes in regulations or company policies. You will also liaise with regulatory bodies, such as the Ministry of Manpower (MOM), to guarantee compliance with all statutory requirements, reinforcing a commitment to safety at the Main Contractor level.

• Emergency Preparedness: Develop and maintain emergency response plans, conducting regular drills to ensure site readiness.

• Documentation and Reporting: Maintain accurate records of safety inspections, safety training sessions, incident reports, and risk assessments. Prepare monthly safety performance reports.

• Communication: Act as a point of contact for safety-related concerns, facilitating clear communication between management and workers to promote a culture of safety.

Qualification:

• Diploma or degree in Occupational Safety and Health, Environmental Science, or a related field.

• Valid Workplace Safety and Health Officer (WSHO) certification recognized by MOM, with additional certifications in risk management, fire safety, first aid, being advantageous.

• Minimum 3-5 years of experience as a Safety Officer in the construction industry, with a strong understanding of WSH regulations in Singapore.

• Excellent knowledge of construction site safety practices and legal requirements.

• Strong communication, interpersonal, analytical, and problem-solving skills.

• Proficient in report writing and record-keeping.

• Ability to work outdoors in varying weather conditions.

Job Purpose

Job Description

• Owner representative for a fleet of LNG carriers on long term charterer

1. Administer Project Budgets with the Ship Managers
2. Manage Internal Approval process and interact/liaise with Technical and Commercial Teams overseas.
3. Give Asset Management input in response to Tenders and Presentation Materials and follow up activities
4. Develop relationships with existing and potential clients and other related organizations
5. Provide Operational Input for Contractual compliance matters

• Ensure effective governance and compliance of all commercial and ship management contracts.

3. Support Finance Team of the project (Appointed Corporate Service Provider)

• Manage and resolve commercial disputes and ensure Owner interests are protected. These will include but not be limited to:

1. Liaising with Charterers and review of off hire reconciliation statements.
2. Review and negotiate time charterparty performance claims and report to manager/owner before settlement.
3. Keep all stakeholders fully updated on progress and close out

• Ensure vigorous control and review of ship technical manager actual spend v budget

1. Review expenditure requests (AFE) over approved budget and obtain manager sign off.
2. Prepare quarterly / year end OPEX reports with variance analysis for manager review and sign off.
3. Review annual OPEX and dry dock budgets - seek necessary approvals.

• Ensure effective communications with all stakeholders.

• Ensure reports are submitted as per the agreed deadlines

• Support insurance manager and minimize impact to P&L

1. Support insurance manager to ensure rightful claims are raised and recovered.
2. Liaise with Finance team to ensure appropriate provisions are allocated to financial statements
3. Update HQ, Senior Leadership, Directors and Shareholders with manager supervision and guidance on the Insurance / claims /Settlement matters

• Prepare and organize

1. Ensure Monthly KPI scorecards are sent to Charterers / Owners.
2. Review monthly OPEX reports and variance analysis submitted by Ship technical managers
3. Quarterly business reports. Submit to Board of Directors and Shareholders.
4. Prepare/ organize director and shareholder meeting materials.

• Owner representative

1. Assist Manager during crisis management situations.
2. Deputize for Manager when on holiday or away on business trips.
3. Represent company and JVs at owner, charterer and Industry events.

• Projects

1. Provide commercial/operational support to business development/project teams when required.

Requirements:

• Degree in maritime and/ or business
• A good working knowledge of LNG/LPG/Tankers shipping commercial operations
• Familiarity with LNG/LPG/Tankers time charter/ shipbuilding contractual terms and associated commercial agreements.
• Ability to read basic financial statements
• Good cultural awareness with the ability to engage with various stakeholders worldwide
• Commercially astute with a sharp eye for detail
• Numerically astute and comfortable reporting large numbers to management (USD$ millions)
• Capable to report complex commercial matters in a few salient points and provide resolution(s) to manager
• Strong negotiation and dispute resolution skills

Ideal candidates are expected to possess:

• Bachelor’s degree in Business, Finance, or a related field.
• With more than 5 years of experience in Global Transaction Services (GTS), with deep expertise in corporate banking product sales, including trade finance and cash management.
• Good understanding of general banking products, credit facilities, risk management, and the regulatory framework.
• Excellent presentation, interpersonal and communication skills
• A proactive, client-focused attitude with strong relationship management abilities.
• Proficient in both English and Mandarin, as this role required communication with Mandarin-speaking colleagues in Taiwan and clients in Greater China.
