About the role

A Resident Technical Officer (RTO) working for Housing Development Board (HDB) or Land Transport Authority (LTA) in Singapore plays a crucial role in overseeing current construction projects under HDB. Overall, the role of an RTO working for HDB/LTA is to ensure the smooth and efficient execution of construction projects, while upholding high standards of quality, safety, and compliance with regulatory requirements.

Roles & Responsibilities

• Conducting on-site inspections to monitor construction progress and quality of work.
• Ensuring that construction activities adhere to safety regulations and guidelines.
• Reviewing and approving construction drawings, materials, and method statements.
• Coordinating with QPS team, contractors, engineers, and other stakeholders to resolve any technical issues that may arise during the project.
• Keeping detailed records of site activities, including daily reports, progress updates, and quality control measures.
• Review and check all the drawings, specifications, and to ensure that works are carried out in accordance with the approved plans/drawings.
• Providing technical support and guidance to the project team to ensure successful project delivery.
• Highlight discrepancies, feedback site progress and non-conformances/irregularities to QPS team.
• Collaborating with relevant authorities and agencies to obtain necessary approvals and permits for construction activities.
• Participating in site meetings, inspections, and audits to ensure compliance with project requirements.
• Ensuring that all construction works are carried out in accordance with approved plans, specifications, and contractual agreements.

Job Requirements

• Diploma in Civil Engineering or related field.
• Relevant experience in construction supervision, preferably in civil engineering projects.
• Knowledge of local building codes, regulations, and construction practices.
• Familiarity with construction site safety procedures and regulations.
• Ability to read and interpret engineering drawings and specifications.
• Good communication skills and the ability to work effectively with contractors and other stakeholders.
• Certification as a Resident Technical Officer (RTO) by BCA/IES/ACES.
• Willingness to work on-site, including irregular hours and weekends if required.
• Strong problem-solving skills and attention to detail.
• Candidates with prior HDB BTO or LTA projects experience are encouraged to apply.
• Singaporean citizenship/ Singapore Permanent Resident or valid work pass holders for foreign nationals.
