8. Contract and Vendor Management:

• Negotiate contracts: Oversee the negotiation and management of contracts with suppliers, subcontractors, and vendors.
• Monitor subcontractor performance: Ensure subcontractors meet the terms of their contracts and provide quality work on time.
• Manage agreements: Ensure that all agreements are legally compliant and enforceable under Singaporean law.

9. Risk Management:

• Identify risks: Proactively identify potential risks to the project, such as delays, cost overruns, or regulatory issues.
• Develop mitigation strategies: Formulate strategies to mitigate these risks, ensuring minimal impact on the project’s success.
• Monitor and adjust: Continuously monitor risk factors and adjust plans or approaches to manage or reduce risks.

10. Regulatory and Legal Compliance:

• Ensure adherence to local laws: Ensure compliance with local building codes, zoning laws, and environmental regulations in Singapore.
• Obtain permits and approvals: Manage the application and approval process for necessary permits, including building permits, safety permits, and environmental impact assessments.
• Coordinate inspections: Arrange for required inspections by regulatory authorities throughout the project lifecycle.

11. Post-Construction Evaluation:

• Project handover: Oversee the final stages of the project, ensuring all work is completed according to the contract and that any punch-list items are addressed.
• Ensure client satisfaction: Verify that the client’s requirements and expectations have been met before handing over the completed project.
• Document lessons learned: Conduct a post-project evaluation to identify successes, areas for improvement, and lessons learned for future projects.

Skills and Qualifications:

• Technical Knowledge: A strong understanding of construction methods, materials, and technologies, as well as project management tools.
• Leadership and Communication: Strong leadership skills to manage diverse teams and excellent communication abilities to liaise with stakeholders.
• Problem-Solving: Ability to identify issues early on and come up with effective solutions.
• Project Management Certifications: PMP (Project Management Professional) or equivalent certifications may be advantageous.
• Legal and Regulatory Knowledge: Familiarity with Singapore's building codes, safety regulations, and environmental laws.

Reports to the Centre Manager with specific responsibilities for the efficient and smooth operation of all matters relating to the maintenance, security and management of the Building.

Responsibilities:

• General administration of all building works/service contracts, carpark management, security and fire protection system.
• Oversee all aspects of common areas defects, repairs & maintenance matters, plumbing, sanitary, carpark and fire & security matters.
• Planning and implementation of building maintenance programmes such as preventive, corrective maintenance, inspection schedules and programmes relating to security.
• Prepare cost estimates, work specifications, invite quotations and follow up on various repairs and maintenance work in the Building.
• Supervise building works carried out by maintenance staff and service contractors, ensure that all works comply with specifications and statutory requirement, and initiate actions against defaulting contractors when needed.
• Conduct regular inspections of all common areas, public walkways, building surrounding facade, etc. and institute remedial action including following up on outstanding works.
• Build and maintain relationships tenants and occupiers, attend to their feedbacks and complaints.
• Liaison with government authorities/ statutory boards, architects, engineers and other divisions on matters relating to management, security and maintenance of the Building.
• Assist in preparation of budget forecast, meeting materials, minutes of meeting, various reports timely and accurately.
• Check all safety equipment, work method and procedures regularly; ensure proper control/record of keys movement and take necessary action to rectify any unsafe situations, and enhance the security in the Building.
• Attend to emergencies in Building and any other duties assigned to you from time to time.

Job Requirements:

• Diploma or Degree in Building / Facilities / Property Management / Engineering or relevant discipline.
• Minimum 2-3 years’ experience in similar role.
• Strong verbal and written communication skills to front and manage all levels of tenants or landlord.
• Dynamic, resourceful, self-motivated, able to work independently as well as in a team.
• Commercial / Retail / Industrial building experience will be a strong advantage.
• Candidates with more years of relevant experience may be considered for Senior Executive position.

Responsibilities:

• Assist the Building Manager in the overall day to day maintenance and operations of the building
• Monitor and ensure the systems operate efficiently and safely and in accordance with the design specifications and intent.

• Deliver an exceptional quality of service to the client, as reflected by client feedback.

• Contribute to timely and accurate delivery to the information for the asset plan, management reports, client’s Annual Reports, Business Plans / overheads and others as required by the management company, relevant authorities, and the client.
• Work with the team in ensuring that there are no major risks associated with public liability, fire and lift safety, essential services, non-essential services, the staff and office and contractors. This includes addressing all issues within the appropriate timeframes and ensuring the clients risk management plan is in place for the asset, particularly covering contractors and the management company team.
• Ensure contractors, vendors and technicians complete all repair and maintenance works and soft services within the required timelines and in accordance with the standards set by OMS/Management or required by relevant Codes of Practice.
• Assist the team in tenants’ fit out request, review and handing and taking over of tenant premises.
