The FSM shall be in charge of the following:

➢ Implement control of Flammable Material into the tunnel according to the

Company’s requirement. Training to be provided to Tunnel Attendants to

conduct such checks.

➢ Implement tunnel emergency evacuation plan according to the Company’s

tunnel SOP. Training to be provided to SIC, 2SIC and workers.

➢ Conduct weekly spot checks and inspection on flammable material in tunnel

per tunnel zone.

➢ Documentation with photos of weekly spot check per tunnel zone to be

submitted to the Company/Engineer on a weekly basis.

➢ Plan monthly fire drill at each tunnel zone of work and submit the fire drill report to the Company/Engineer.

the SIC course. FSM is to keep an attendance sheet record of SIC training

worker attends the SIC course. The SIC course is to be conducted weekly, or

Purpose:

To contribute as part of a process safety team on a proposal / project, in collaboration with different departments and process safety section, to manage Major Accident Hazards (MAHs) and prevent and mitigate Major Accident Events (MAEs) throughout the lifecycle of the facility.

Responsibilities:

• Develop / Support the development and review of HSSE Design Philosophy, and other process safety-related philosophies. Provide guidance to the proposal / project for compliance to company standards, client and regulatory requirements of safetyrelated systems.
• Develop / Support the development of scope of work, perform safety consultant technical bid evaluation, participate in workshops, plan, review and deliver safety studies / deliverables. Deliver complete, correct, and on-time safety studies and deliverables to the proposal / project, demonstrating risks are As Low As Reasonably Practicable (ALARP).
• Organise Bow-Ties workshops, define SCEs, communicate performance standards requirements, review SCE design, manage tracking and review of EPCI assurance tasks, as instructed by the Principal Engineer, to ensure that safety critical elements are designed, procured, constructed, commissioned, and installed in accordance with performance standards for the prevention and mitigation of MAEs.
• Coordinate and manage risk consultant/subcontractor to ensure the risk of the facility is properly assessed in accordance with the scope of work and methodology, in a timely manner and on budget.
• Collect risk assessment input data, review risk assessments, prepare deliverables, review other discipline deliverables, and collaborate with other disciplines and departments, as instructed by the Principal Engineer or assigned engineer. Issue accurate deliverables, minimizing mistakes and maximizing efficiency. Minimise / manage deviations from company standards, client and regulatory requirements of safety-related systems.
• Contribute to the achievement of Project / Engineering Performance Goals defined for the year / project.
• Collaborate with the proposal / project team, consistently check deliverables for compliance, attend / support audits and resolve non-conformities to deliver a regulatory compliant installation. Minimise non-conformities and delays to first oil.
• Communicate professionally with the client, provide responses to client comments, as instructed by the Principal Engineer, such that the client is satisfied that hazards are managed appropriately.
• Collaborate with the project team to ensure that changes are managed in accordance with the Management of Change Procedure and their impact on risk are properly evaluated.
• Identify and communicate lessons learnt for improved management of MAHs and project execution.
• Ensure technical competencies are met and guide the development of process safety engineers to improve technical competency and soft skills.
• Comply with COMPANY Group Policy, Code of Business Conduct and Ethics at all times.

Requirements:

Minimum 7 years of relevant working experience in Process Safety engineering in the oil and gas sector for a bachelor’s degree in Chemical / Environmental / Mechanical Engineering, or minimum 6 years of relevant working experience for a master’s degree, or minimum 12 years of relevant working experience for a diploma holder.

• Responsibilities:

Ensure compliance of operations with Workplace Safety and Health/Environmental Control regulations and statutory requirements

Implements, monitor and maintain appropriate safety measurements in accordance with the Workplace Health and Safety Act

Enforces all safety requirements and in-house safety rules and regulations

Conducts regular site checks and takes appropriate corrective actions

Conduct safety awareness training/programmers/initiatives

Compiles all relevant reports and records and carry out daily safety inspection

• Requirements:

Possess relevant Certificates (e.g. Advanced Certificate in WSH)

Minimum 3 years of working experience in tunneling from construction industry

Familiar with the statutory requirements related to WSH Act and other aspect of safety

Able to work on weekend and public holidays if needs arise.

Scope & Responsibility:

• Advise company in all submission of fire safety documents to Singapore Civil Defence Force (SCDF) for approval
• Review and update Emergency Response Plan (ERP) as required by Singapore Civil Defence Force (SCDF).
• Conduct relevant basic fire safety awareness training to employees and in-house fire fighting team.
• Conduct monthly fire safety inspection for workplace.
• Assist in the formation of Emergency Response Teams (ERT) and assist in training for the ERT members
• Attend to annual fire certification by SCDF
• Perform fire safety inspections within premises to prevent fire hazard are created and no violation of Fire Safety regulations
• Ensure that all occupants are familiar with the means of escape located within the premises
• Correspond with SCDF on all matters pertaining to fire safety within the premises
• Conduct annual fire drill exercise for occupants of the premises
• Conduct 1 Table-Top Exercises (TTX) within the premises each year
• Ensure Maintenance works on the fire proetextion system are carried out accordingly to FSSD regulation by company contractor.
• Promote fire safety awareness programme for occupants of the premises
• Prepare annual report to FSSD on behalf of client.
• Attend to agencies related to Fire Safety Matters e.g Insurance. (If required)
• Prepare and implement the Arson Prevention Plan for the premise.

Requirement:

• Registered Fire Safety Manager
• At least 2 years experience in FSM
• Able to make 2 visits per month (4 hrs each Visit)
• Singaporean / PR

Descriptions:

• Basic up to $3000 (Open to discussion)

Job scope:

• Obtain the required Permit to Work for the site and handle associated documentation.
• Collaborate closely with the Main Contractor and Operations Manager.
• Supervise all activities of the Main Contractor's Workplace Safety and Health Committee (WSHC).
• Attend and contribute to safety meetings and programs.
• Keep and organize safety records and reports.
• Manage and address any customer complaints.

Requirements:

• Possess a Workplace Safety and Health Certificate
• Possess own vehicle and valid license (Class 2B or 3)
• Willing to commit OT
