Acts as the first point of contact or link between the Office and the Masters of the ships under his care.

Provide navigation information and support to the ship staff.

Conduct scheduled Navigation, Mooring, Cargo and Bunker audit and internal audits to ensure alignment with the Company’s policies and procedures.

Carry out ship inspections, which will include a minimum of one port or sailing visit on board with the associated reports.

Assist in the selection of suitable Master, deck officers and ratings for ships under his care.

Job Requirements:

Hold Certificate of Competency (Master – Unlimited with dangerous cargo endorsement (Oil & Chemical)

The Program Manager is responsible for designing and implementing fire safety programs, with a primary focus on the APAC region. This role ensures compliance, drives program success, and enhances safety across multinational offices.

Key Responsibilities:

• Program Implementation: Lead the execution of fire safety programs across multiple offices, ensuring achievement of pre-defined metrics and goals.
• Audits and Inspections: Plan and oversee regular fire safety audits and inspections to maintain compliance with internal policies and external regulations.
• Training and Communication: Develop and organize training programs, while crafting effective communication strategies for both daily operations and emergency scenarios.

Requirements:

• Bachelor’s degree or higher.
• At least 4 years of solid experience in relevant fields, such as physical security operations management or program management.
• Demonstrated success managing programs and collaborating with cross-functional teams in multinational corporation settings.
• Proven experience in managing projects/programs.
• Experience in team-leading is a plus.
• Exceptional organizational and communication skills.
• Relevant certificates such as certified Fire Safety Manager with SCDF is a plus.

Facilities Management

• Conduct regular inspections of building facilities and equipment, identifying and reporting issues for resolution.
• Coordinate routine maintenance and repairs with contractors and vendors such as HVAC systems, lifts, plumbing, and electrical systems.
• Monitor and restock facilities consumables, including pantry and washroom supplies.
• Perform minor repairs (e.g., changing light bulbs, fixing locks) as needed
• Support the Compliance & Facilities Manager in projects such as renovations or facility upgrades.
• Perform other administrative or operational tasks as assigned.

Workplace Safety & Health

• Conduct workplace safety inspections to identify hazards and report non-compliance issues.
• Assist in updating Risk Assessments (RAs) and ensuring they align with statutory requirements.

Requirement

• Perform regular checks on fire safety equipment (e.g., extinguishers, alarms, emergency exits) and report any issues.
• Assist in organizing fire drills and ensuring staff are familiar with evacuation procedures.
• Liaise with external vendors for the maintenance and inspection of fire safety systems.
• Assist in ensuring fire safety compliance during audits or inspections by regulatory bodies (e.g., SCDF)
• Minimum ITE qualification in Building Services, Facilities Management, or related field.
• At least 1-2 years of experience in facilities or safety management.
• Certifications such as Fire Safety Manager (FSM) or knowledge of the Workplace Safety & Health Act are advantageous but not mandatory.
• Strong organizational and multitasking skills.
• Effective communication skills for coordinating with vendors and internal stakeholders.

Scope of Works:

• Ensure provision of the WSH Act and subsidiary Regulations are complied with.
• Ensure that work is carried out as per the documented work instructions & safe task procedures.
• Apply permit to work system as required by the procedures and regulations.
• Ensures that all operations/activities conform to Health, Safety & Environmental requirements and maintains high safety standards.
• Carries out gas monitoring of vessels as requested by clients.
• Issue of various permit-to-work and identification of unsafe acts, unsafe conditions both on vessels, shipyard sites and workshops.
• Ensure that the work forces compliance to the legal requirements and In-house rules and regulations.
• Participate in the preparation of safe work and operation procedures.
• Any other tasks and responsibilities assigned from time to time.

Job Description & Requirements

• To plan, manage, oversee and be responsible for all aspects of the health, safety and environmental matters for the Project. To advise and report to Developer and ensure the Project complies with its statutory obligations.
• To be responsible for health, safety and environmental control, update the Safety Management System Manual and to ensure that all works adhere to the procedures and instructions.
• To manage the team of Assistant Safety Managers and ensure all duties and responsibilities required of they are discharged professionally and competently.
• He shall prepare a monthly status update for review with Developer but not restricted to the following:

1. Key leading and lagging indicators
2. Good work practices
3. Inadequacy in work systems or unsatisfactory work practices, and recommendation measures
4. Assessment and appraisal of the team of Assistant Safety Managers
5. The review of Main Contractor’s proposed method statement in the areas of risk assessment and safe working procedure, and to verify that they are properly executed on site.
6. To keep up to date with changes in current legislation and to bring to the attention of the Project Superintending Officer(s) any relevant new legislation.
7. To ensure the notification of the Project Superintending Officer(s) if the corrective action agreed after any workplace inspection is not implemented by the arranged date.
8. To vet and endorse the minutes of all safety-related meetings and other meetings as directed by the Developer.
9. To ensure the implementation and monitoring of appropriate safety measures in accordance with the Workplace Health and Safety Act.
