Responsibilities:
Own and oversee the Organizational Risk Management processes to highlight potential high-risk areas for management attention.
Outsourcing, New Product/Business Check:
- Review outsourcing and third-party management documents (e.g., policies, procedures, manuals, outsourcing registers) to ensure compliance with MAS Outsourcing Notice, Guidelines, and related documents.
- Ensure and support the outsourcing process and framework are compliant with MAS Outsourcing Guidelines, including consolidating outsourcing reports for MAS submission.
- Assist other departments with new and periodic third-party management reviews.
- Support the setup of the New Product Committee to study and review new products or businesses.
Business Continuity Management (BCM):
- Review and maintain the BCM framework to ensure compliance with regulatory requirements.
- Control, facilitate, and consolidate Business Impact Analysis (BIA) and Business Continuity Plan (BCP) results from business units.
- Plan, coordinate, and conduct BCP tests, including call tree exercises.
Organizational & Operational Risk Management:
- Develop, review, and maintain risk management tools to conduct necessary assessments.
- Enhance the effectiveness of the existing Organizational Risk Management framework.
- Control, facilitate, and consolidate the Organizational Risk
- Register to report to senior management.
- Provide key support in completing Residual Risk Assessments, collaborating with business units to identify risks and controls, evaluate inherent and residual risks, and establish mitigation plans.
- Identify and assess key operational risk areas and control gaps, working with business units to mitigate risks and improve controls as needed.
- Organize and facilitate Risk Committees and Operational Risk Committees in the risk assessment process, ensuring action plans are in place to address key risks.
Branch Self Audit (BSA), Control Self-Assessment (CSA), Branch Manual List:
- Manage Branch Self Audit processes.
- Oversee the Control Self-Assessment Framework/activities and report to Head Office (HO).
Ensure that policies, practice guides, and procedures are regularly reviewed and updated.
Environmental Risk Management (EnRM):
- Maintain and develop a framework to manage environmental risks, ensuring compliance with regulatory expectations in collaboration with relevant departments.
Requirements:
- Minimum 4 years of relevant experience, particularly hands-on experience in outsourcing and BCP management, within organizational/operational risk management in financial institutions.
- Strong communication skills to engage stakeholders and escalate issues to management in a timely manner for resolution.
- Proficiency in Microsoft Excel.
- Basic understanding of financial markets and risk processes (from risk reporting to post-approval monitoring).
- Good knowledge of risk management processes and experience implementing process controls.
