The Institute of Sustainability for Chemicals, Energy and Environment (ISCE2) was established by A*STAR in 2022 to support Singapore's sustainability goals, including the Singapore Green Plan and Zero Waste Masterplan, through strong international partnerships with industry, public agencies, and academia. You will play a key role in supporting the monthly manpower report, grant management, grant utilisation and financial planning of ISCE2. As part of day-to-day operations, you will also be involved in updating of manpower allocation in SAP and coordinating with various stakeholders for manpower budgets and projection. In the process of stakeholders' engagement, you will have the opportunities to interact with senior management and researchers directly, as well as various counterparts in HQ e.g. Finance, HR etc.

Job description:

• Analyse monthly manpower reports, monitor grants utilisation for manpower and prepare for presentations as and when needed
• Perform short- and long-term financial projections for the Institute
• Update of manpower allocation in SAP on a timely basis
• Prepare and submit Fund Requisitions and Final Statement of Accounts
• Ensure proper allocation of bonuses to projects
• Attend to queries from grantors and auditors on manpower charging
• Checking of budget and headcount availability of manpower requisition for staff to be hired

Requirements:

• Diploma/Degree in Finance/Business Administration/Accountancy with at least 2 years of experience in resource or grant management

Roles & Responsibilities

Job Scope

• Manage all the variation claims with Client and coordinate with JV partner and internal stakeholders including preparation of documentation, substantiation as per contract requirements, timely submission, meeting coordination and follow up till the conclusion of each variation/ claim.
• Manage change order/ variation claim from subcontractors and prepare change order/ in support of variation order claims to client, and keeping track of all change orders
