Responsibilities:

Contracts Management

1. Prepare and provide responses for tender bidding, submission of relevant costs spreadsheets and profitability analysis.

2. Managing contractual claims to protect commercial interest.

3. Prepare requests for proposals for distribution to vendors.

4. Develop a set of standard contracts for the company, ensuring that they are in line with corporate goals and objectives.

5. Analyse all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws and regulations and company policies and procedures.

6. Ensure that contracts are executed in accordance with corporate guidelines.

7. Audit existing contracts and oversee contract modifications.

8. Analyse a contract’s risk to the business.

9. Visit client sites and meet with business partners.

10. Train and supervise other contract professionals.

11. Communicate contract implementation to subordinates and other internal stakeholders.

12. Lead complex contract negotiations and manage all changes and addendums to existing contracts.

13. Ensure that all raw material used meet the specified requirements.

14. Define policies to reduce contractual risks and identify potential improvements to existing policies.

15. Prepare reports on the status of contracts for the Management.

16. Endorse schedule of rates.

17. Anticipate price fluctuations based on external factors.

18. Establish margins for overheads and profits in tender sums.

19. Drive cost planning and control.

20. Authorise variation cost claims.

21. Provide strategic subject matter expertise on matters of cost, contractual implications, procurement of resources or progress during the period of works.

22. Advise on various techniques in dispute resolution.

Manage post contract administration

1. Communicate payment regime to relevant stakeholders.

2. Attend project meetings.

3. Prepare valuations for interim payments and/or recommendation for payment to contractors, specialists and sub-contractors including recommendations for payment.

4. Measure variation of cost claims.

5. Prepare final accounts and/or relevant pricing variations.

Team Management

1. Establish good working rapport with colleagues from Contracts and other departments.

2. Involve in training and development of the Contracts team, including on-the-job training to enhance the core competence of team members.

3. Work with Contract team members to improve work processes, productivity and hit rate of tenders.

4. Understand the implications of health and safety regulations.

5. Ensure that team members have a complete understanding of the project scope of works.

6. Conduct/participate at briefings and regular meetings.

General

1. Adhere to policies and procedures and be kept up-to-date at all times.

Job Description:

• Provide the cost and contracts administration services.
• Carry out cost control to ensure that the Material Procurement Tender Schedule is within the allocated budget as specified by Client.
• Prepare and report financial projection and carry out budgetary and expenditure control of Contractors’ contract prior to commencement of work.
• Prepare and recommend monthly progress payment claims and final account submitted by the term contractors’ and to ensure timely and complete submission for payment.
• Evaluate and carry out joint measurement with Contractors on their claims for Purchase Order/ Works Order
• Administer term contract works to be carried out by Contractors (before and after start of work)
• Compile, check, certify and confirm Contractors’ invoices to ensure that the invoices tally with Purchase Order/ Works Order.
• Review and prepare specifications, evaluate and recommend tender submissions.
• Carry out contract documentation and preparation relating to tender acceptance and contract execution.
• Obtain and monitor the Performance Bonds, Bankers Guarantees and any other forms of insurances.
• Prepare tender documents, tender evaluation report, variation agreements and render professional advice on any penalties, liquidated damages when deem necessary.

About You:

• Degree or Diploma in Quantity Surveying and building related diploma/degree in recognized by Singapore Institute of Surveyors & Valuers and with at least 3 years of relevant working experiences in quantity surveying; or
• Minimum of 3 years relevant experience as a QS / Contract Manager

About The Performance Management Function and Team

This role sits within the Strategy, PMO and Performance Management for APAC Contract Logistics business. This function is predominantly focused on driving in-depth performance analysis of financial and commercial aspects of the logistics business. This will encompass monthly performance reviews, analysis of investment applications, driving the product budgeting process (regional head office and countries), on-going support of the business intelligence platforms, and support of special regional projects. • Support for performance reviews at Regional level

Specific Accountabilities for this role

1. Performance Management & Business Analysis:

• Analyse financial and operational performance of APAC logistics customers through respective reporting platforms on monthly basis
• Provide on-going support and troubleshooting to reporting platforms (SAP AB/BI, LFS, FBI) as and when required
• Drive standardization of financial reporting and propose measures for continuous improvement of financial reporting accuracy

2. Investment Management

• Work closely with Clusters to build sound business case for investment. This includes validating and optimizing business cases, and validate contractual positions on terms and conditions for customers.
• Analyse investment applications for Logistics business proposals (new projects & renewals) and provide recommendation for approval
• Support and advise markets on the commercial aspects before an investment application is raised.

3. Business Planning & Budgeting

• Support and coordinate the Budget / Mid-Term Planning (MTP) and Rolling Forecast in alignment with global standards and procedures.
• Monitor and track one-time impacts that need to be considered in budget planning and forecasting.
• Work with other Contract Logistics functions to obtain holistic overview on financial impacts from respective function initiatives.

4. KEEP & Contract Management

• Maintain and ensure data accuracy of central customer contract database.
• Drive timely renewal of existing contracts by reflecting contract status in forward looking manner.
• Main point of contact for contract management process in alignment with global SOP
• Conduct deep dive analysis and diagnostics approach to reduce contract deficiencies.
• Review contractual and commercial solutions with stakeholders and provide measures to improve customers profitability

• Strong knowledge & experience in 3PL/Contract Logistics & Transportation industry
• Advanced financial analysis capability using MS Excel and other tools

The Role

Supporting the Payroll Manager, you will handle the full spectrum of payroll function and ensure accurate and timely administration of pay

• Process monthly payroll including overtime, allowance, no-pay leave, claims, statutory and other employee payments
• Submit NS make-up pay, maternity and childcare leave claims
• Prepare overpayment recovery letters to resigned staff to claim overpayment due to resignation
• Prepare monthly payroll journals, reports, accruals & cost charging to Finance

The Person

This is an 8 month contract based in Singapore, English & Japanese language is required due to liaising with Japanese client & counterparts.

RESPONSIBILITIES
Read, analyze, and summarize media coverage of important company issues
Inform the wider team on news cycles and policy issues domestically and internationally, and put them into their local context
Create reports with media insights (including visualization) to assess the impact of different news cycles and inform future strategy

MINIMUM QUALIFICATIONS

Familiarity with the media market in APAC

The Role
