Qualification & Requirements

- Minimum Degree holder 2nd or Chief Officer (preferred but not required)

- Minimum 10 years of relevant experience in marine or Oil & Gas Industry with offshore construction experience preferred.

- Physically fit for offshore deployment

- Familiarity with offshore works, steel structure, winches, cranes and zone rated application are added advantages.

- Knowledge of ISO 9001:2008 QA system

- Familiar with IACS (in particular ABS and DNV) rules and regulations on offshore construction projects and towing

Key Responsibilities

- To inspect anchor mooring systems and ancillary equipment as may be required by customer.

- To inspect all equipment and review original material and test certification for said equipment to ensure that documentation is sufficient, complete and consistent with the requirements of the customer.

- To provide written reports of results of any inspection in a format consistent with the requirements of the customer.

- Provision of mooring expertise specifically and exclusively to support the operation onboard the FSO/FPSO, rig / AHV.

- Conduct risk assessments and develop risk mitigation strategies.

- Coordinate with vessel crews and offshore personnel for safe mooring operations.

- Investigate incidents and accidents related to mooring and implement corrective actions.

- To assist in planning and supervising the deployment and recovery of anchor mooring systems and the connection and disconnection of said equipment.

- Manage towing / station keeping operations onshore / offshore

- Assist in project proposals, document planning and implementation of projects assigned including but not limited to project budgeting, project planning & preparation & implementation

- Assist with suitability inspections and chartering of marine spread vessels / barges for local / overseas operations.

- Negotiate with various parties and finalize advantageous charter contracts.

- Attend operation meetings and prepare relevant documents for approval.

- To liaise with vessel crew to ensure that all equipment on board the vessel is handled in accordance with manufacturer’s guidelines and with due care in respect of accepted standards of good marine practices.

- Liaise with management, engineers, and project manager in all subsidiaries and affiliated companies world-wide.

- To support and promote safe operations aboard the vessel on handling and operations associated with customer’s equipment.

- To relay technical and hands-on knowledge and experience to field personnel designated by customer.

Responsibilities

1. Responsible in invoicing related work, ensure all billing activities are well coordinated including coordinate with different department in billing relating inquiries.
2. Generate daily invoices to new customers and monthly invoices to recurring customers.
3. Prepare statement of account (SOA) and send to customers on timely basis.

The role of Finance Director will support the Managing Director to provide leadership in driving profitable growth, ensure execution of the operating plan and unlock commercial and cost minimisation opportunities to further improve the business. The role is a key member of the A-Star Testing Group with responsibility for uplifting finance capabilities to a mature/large cap level.

PRINCIPLE DUTIES & RESPONSIBILITIES

Commercial Finance

• Shared responsibility with the Managing Director to deliver annual budgets
• Identify commercial and cost rationalisation opportunities.
• Drive the creation of synergies with other companies in the group and track the success against targets
• Manage working capital, with particular focus on DSO improvement in the first 12 months.
• Lead pricing and margin reviews and develop plans that lead to improved profitability.
• Evaluate capital expenditure proposals to ensure sound business decisions which facilitate corporate objectives and assess the results of completed projects against those objectives.

Governance/Compliance

• Ensure adoption of and adherence to global policies including accounting and global compliance policies (delegation of authority, AML, ABC, Sanctions etc.).
• Responsible for the management of all local statutory and tax obligations
• Execute the transition to IFRS for internal reporting (currently under Local GAAP and UK GAAP).
• Ensure annual audit deadlines are met and monthly reporting is reduced to 3 – 4 days.
• Support the implementation of regional treasury/cash management solutions

Financial Planning and Analysis

• Preparation of periodic reporting packs with insight, risk and opportunity assessment for the region.
• Ownership of the annual budget and forecast process identifying risks and opportunities.

We are on a lookout for a Tax Manager, who is hands-on and proactive team player who helps to manage and oversee the Group’s tax compliance, transfer pricing, tax reporting and provide tax advisory to internal stakeholders; and to support projects and ad-hoc duties, as required from time to time. To drive tax process improvement and strengthen tax controls and to drive best practices within the Group.

Responsibilities:

Tax governance & policy matters

• Reporting to the Head of Tax, you will ensure compliance with relevant tax and transfer pricing regulations across all entities in the Group, Singapore and regional (Greater China, India, ASEAN)

• Assist with the implementation of the Group Tax Strategy and the roll-out of tax policies, tax controls processes and best practices

• Assist to drive continuous tax optimization projects, Group tax process and controls improvements projects to enhance tax compliance quality and efficiency. Provide improvement recommendations

• Assist in developing tax-efficient structures for investment, intra-group financing, corporate shared services, cross-border transactions

• Monitor relevant updates to the Group tax governance and transfer pricing policies & best practices, in accordance with the latest tax regulation developments

Tax Compliance

• Oversee all aspects of tax compliance alongside the Finance team, ensure timely review and filing of tax return

• Review to identify tax planning opportunities and to minimize the occurrence of tax controversies

Transfer Pricing

• Manage/ facilitate the preparation of transfer pricing documentation report, tax position papers, benchmarking study in collaboration with the local country Finance team

• Responsible to ensure proper and adequate transfer pricing documentation is maintained to support intra-group transactions in compliance with local regulations

• Perform operational transfer pricing review to align business arrangements with transfer pricing policy and objectives

Tax Reporting

• Set up and maintain a central tax database for Group tax reporting, data analytics, preparing for the BEPS Pillar 2 requirements

• Manage the Group’s tax reporting, including annual tax accounting process, periodic review of tax provision balances and deferred tax assets/ liabilities to ensure accuracy

• Perform tax data analysis to offer insights and recommendation plan to manage tax risks for optimization and mitigation

• Provide tax advice, guidance, training to internal users on direct taxes, indirect taxes, withholding tax and other tax matters. Develop tax sharing content and conduct tax sharing sessions/ training to finance peers

Tax Advisory

• Business partnering to provide tax support on business transactions and projects

• Provide tax leadership and support on M&As and internal projects

• Support Human Resource department on foreign assignment’s tax compliance matters

• Review business and intercompany contracts for tax risk management

• Support/ handle application for tax incentives and government grants

Tax Audit
