The Centre for Climate Research Singapore (CCRS) is the research division of the Meteorological Service Singapore (MSS), with a vision is to be a world leading centre in tropical climate and weather research focussing on the Southeast Asia region. With approximately fifty staff, CCRS’ mission is to advance scientific understanding of tropical climate variability and change and its associated weather systems affecting Singapore and the wider Southeast Asia region, so that the knowledge and expertise can benefit decision makers and the community.

Within CCRS, the Department of Weather Research (DWR) is responsible for research and development supporting CCRS’ core ‘seamless’ ‘SINGV’ modelling system, used in both Numerical Weather Prediction (NWP) and regional climate projection applications e.g. Singapore’s ‘V3’ 3rd National Climate Study launched in January 2024. DWR also oversees research in AI-based rainfall nowcasting, forecast verification, the transition to operations of NWP science upgrades, and the development of customised products to support MSS weather services and other stakeholders. DWR works closely with CCRS’ High Performance Computing Branch, local universities and has bilateral research partnerships with several major international weather/climate organisations including the UK Met Office, Australian Bureau of Meteorology, and US National Center for Atmospheric Research (NCAR). CCRS is a core member of the multinational Momentum (formerly Unified Model) Partnership, with a focus on tropical urban weather/climate.

A new Data Assimilation and Ensembles (DAE) branch has recently been created within DWR to expand CCRS’ research activities in high-resolution (km-scale and higher) ensemble data assimilation (DA). • Keeping abreast of the latest research in high-resolution atmospheric DA and ensemble prediction.

• Engage and collaborate with Architects, Security and Development Lead to ensure solution design complies with enterprise design principles, security and control standards

• Liaise with application teams across group and countries build the enhancements according to the technical solution plan

• Analyse user requirements and convert requirements to design document and other system documentation to capture key design decisions.

• Ensure scalability and maintainability of applications

• Plan technical deliverables, perform design and development works to meet project’s requirements within schedule

• Perform data mapping and process mapping with interfacing applications

• Escalate issues that impacts project schedule on timely basis and propose workarounds/resolutions

• Create technical documents for the solutions. Compile timely, comprehensive, and accurate documentation as requested

• Test, maintain and recommend software improvements to ensure strong functionality and optimization

• Work with production support team members to conduct root cause analysis of issues, review new and existing code and/or perform unit testing

• Partner with Test Management teams to ensure completion of SIT, UAT, performance / load testing and application security testing

• Liaise with other application teams and business users to prepare test data to support test scenarios

• Manage project change request approval windows and deployment schedule

• Facilitate and provide technical and testing support before and after production deployment

• Liaise with other units across IT and Business in the organization

• Manage external vendors for project delivery within schedule

Key Requirements

• More than 10 years assuming techno functional role in compliance technology(preferred) or risk/finance technology

• At least 8 years of experience in application and process design

• Ability to multitask effectively and handle large amounts of data

• Moderate SQL skills are required

• Highly driven, pro-active and a strong team player

• Excellent interpersonal skills and written and verbal communication skills in English

• Experience in Hadoop ecosystem and technologies

Required Skills and Qualifications:

• Experience:
• 3-5 years of experience in a pre-sales or technical sales role, specifically in systems, networks, and security.
• Experience in cloud technologies (e.g., AWS, Azure, Google Cloud) is highly desirable.
• Exposure to AI tools and solutions is an advantage.
  
• Technical Knowledge:
• Strong understanding of system administration, networking protocols, and cybersecurity principles.
• Experience with firewalls, intrusion detection systems (IDS), endpoint protection, and network monitoring tools.
• Familiarity with virtualization technologies and hybrid IT infrastructures.
  
• Presentation Skills:
• Strong communication and presentation skills with the ability to convey complex technical concepts to non-technical stakeholders.
  
• Certifications (Preferred):
• Relevant certifications such as CISSP, CISM, CCNA, CompTIA Security+, AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect, or similar.
