Job Description

Support the Head of Department in corporate governance, policy, personal data protection, and Internal/risk controls to ensure compliance with all relevant legislation and regulatory requirements. The incumbent is expected to work with various divisions to ensure governance policies, frameworks, and processes are in place in accordance with the framework and propose improvements as necessary.

Responsibilities:

Governance, Compliance and Policy Management

• Assist in ensuring compliance with the Enhance Code of Governance and adherence to statutory and regulatory requirements.
• Assist in developing and evaluating the organisation’s internal controls, compliance and operations.
• Assist in Policy, ESG and SOP Management, including developing/updating related frameworks and procedures.
• Assist in governance and implement initiatives to strengthen compliance and controls for the organisation
• Review and update policies and internal control processes where required

Data Compliance

• Assist in Data Protection processes and training, which includes
• Governance and privacy impact assessments
• Facilitation of Data Protection Programme customised for each Division/Unit
• Incident management, escalation procedures and internal checks

Board Governance and Membership Management

• Maintain and manage the Board and Committee Management, including renewals, onboarding meetings for new members, and maintaining due diligence documentation on new and existing board members.
• Assist in association membership matters where required.

Administration

• Assists in timely preparation for filing corporate governance documents to the relevant regulatory authorities, including, but not limited to, Board policies, General Meeting minutes, annual returns, budgets, work plans, and amendments where required.
• Ensure knowledge Management and records retention
• Work with the appointed auditors for internal audits where required
• Participate in SINDA-wide events when required.
• Perform any other duties as directed and assigned by the Reporting Officer.

Requirements:

• Degree in accounting, business management, or other related disciplines.
• Candidates possessing CIA, ACCA, or other certifications recognised by IIA or ISCA are preferred.
• Minimum three to four years of work experience in internal controls environment, finance and/or governance functions is required.
• Minimum two years of experience in a supervisory role is required for the Assistant Manager position
• Prior experience in corporate secretarial, governance or related roles, preferably within the non-profit/charity sector, is advantageous.
• Good decision-making and analytical skills
• Strong communication and interpersonal skills and ability to manage stakeholders across various levels
• Meticulous, good organisational and time-management skills

[Contract Position]

Accounts administration in compliance with SINDA’s Constitution, Financial guidelines and Singapore Financial Reporting standards. Preparation of accurate Management reports to facilitate effective decision making

Responsibilities:

• Manage Investment accounts, Cash Flow Projections and Fixed Deposit
• Manage the Funding/ Grants and Fixed Asset administration
• Review and validate Purchase Order, Invoices and Goods Received Notes in TenderBoard
• Process all modes of payment transactions per the approved expenditure authorisation matrix
• Manage the donation transactions in NetSuite and prompt management of Donation and Revenue registers
• Assist with month-end accounts closing and prepare monthly audit schedules
• Support Budget Exercise review
• Prepare Financial and Management reports including but not limited to designing dashboards, preparing interactive slides

• Provide Secretariat support for the Finance Sub-Committee Meetings

Requirements:

Primary Responsibilities

To support Assistant Vice President Technical Operations and Procurement in managing the Technical Purchasing operation functions, including overseeing the execution of the Sourcing, checking on AMOS Purchase Requisition and verifying Purchase Order, develop cost reduction strategies and ensuring all Policies and Procedures are complied with.

Responsibilities includes

Achieve operations efficiency in the Sourcing and related administration process.

• Assign or re-assign workload among officers to optimize work completion based on Purchase Requisition outstanding and backlog control.
• Ensure timely and accurate processing of all purchase requests and delivery.
• Verify on Purchase Order Changes and Delete Form in accordance with Departmental Authority Limits (DAL).
• Check Amos Purchase Requisitions and Purchase Order in accordance with DAL.
• Attend delivery status meeting on Purchase Requisition and Purchase Order with the team and hold discussion with user/ Finance.
• Plan and supervises for operational need for deployment of vessels and dry docking projects.
• Follow up with purchasers on the Purchase Requisitions and Purchase Orders reports and ensure timely and accurate update by purchasers for submission and coordinate for a discussion meeting with respective ships.
• Chair weekly departmental meeting.

Improve intra-department and inter-company communication towards teamwork.

• Manage communication on a daily basis with consistent, support and communication with Fleet Operations and others.
• Resolve and ensure that all issues and complaints are addressed in a timely and in a professional manner in accordance with policies and procedures.
• Identify areas for improvements so as to avoid any issues or recurrence of complaints.
• Review and improve purchasing process and bottlenecks of new technology and management tools.

Achieve savings target on portfolio purchases.

• Guide officers towards achievement of cost savings initiatives/projects with supervision and knowledge transfer.
• Plan for potential savings.
• Involves and advise officers on negotiation strategies and tactics.

Qualifications and Selection of vendor

• Review suppliers performance and ensure are within agreed service levels and supplied goods and/or services are in conformance to quality expectations.
• Work with the team in execution of tender exercises and contract management.
• Attend exhibitions to gain a wider scope of exposure of the latest market product main aim to obtain a competitive price for the company.

Others

• Ensure proper coordination of logistics arrangement for consolidation, efficient and cost effective deliveries.
• Any other duties, which may reasonably be requested from, time to time.

Job Requirement

• Degree Holder or possesses a professional Marine Engineer or Deck Officer Certificate of Competency with sea going experience.
• At least 4 years’ experience in Purchasing in the Marine field.
• Good leadership, management and analytical skills.
• Computer literacy in Microsoft Office/ Excel; knowledge in AMOS will be an added advantage.
