Contract Period: From April 2025 for 24 months
Working hours:
Total 44 hours/week
· Mondays to Fridays: 8.30 am to 5.30pm
· Saturdays: 8.30 am to 12.30pm
· Lunch break 1 hour (Mon to Fri), time to be 12.30pm to 1.30pm.
The RTO may be required to work beyond regular working hours including after office hours on Saturday, Sunday and Public Holiday whenever the need arises, and services rendered shall be based on the actual number of man-hours spent on site.
Scope of works:
· Communicate effectively with PUB officers, resident engineer, contractors, and other stakeholders to ensure that project specifications are met.
· Maintain and document accurate records (hardcopy and softcopy) of daily activities, site conditions, and any issues encountered, ensuring these are communicated promptly to project managers and engineers.
· Daily oversight of demolition and reinstatement activities, ensuring they are carried out according to engineering designs and safety standards.
· Ensure that all construction materials and workmanship meet the required standards.
· Implement and monitor safety protocols to protect workers and the public from the dangers inherent in demolition work.
· Working closely with contractors to ensure that the project stays on schedule and within budget, and that all work is performed according to the contract specifications.
· Ensuring that demolition and construction activities comply with environmental regulations, including dust control, noise abatement, and waste disposal.
· Arrange and supervise acceptance tests on the site as may be necessary, including the approval of samples submitted, inspection and testing during manufacture of such materials, equipment and plants as are usually inspected and tested locally before commissioning.
· Assist in supervision and maintain quality control as specified in the Contract signed between the Board and the Contractor who have been awarded the project: “Demolition and Land Reinstatement Works at Bedok NEWater Factory.”
· Monitor and report on the progress of the work as per approved by the Board.
· Record and ensure that all works are carried out in accordance with the contract specifications and report any non-compliance to the Board.
· Obtain all quotation documents needed for any Variation Order (VO) Work which might arise during the course of the project.
· Check on the quality of materials delivered to site and report to the Board any material that does not conform to the specifications.
· Check and certify the monthly progress claim submitted. Assist the Board to verify all variation works carried out on site. Record and report all additional work and any claim on extension of time.
· Inspect all completed works and compile a list of rectification works.
· Monitor the progress of rectification work and ensure all rectification works are satisfactorily completed.
· Ensure the safety, cleanliness, tidiness and Earth Control Measure (ECM) are provided and maintained on site.
· The RTOs shall review the Risk Assessments & Methods Statements and verify Permit-to-work (PTW) and Notification-to-Work (NTW) submitted, before the commencement of any work.
· Ensure that all temporary works are constructed according to the Professional Engineer’s or approved drawings.
· Ensure all demolition, reinstatement, grouting, excavation, pipe welding, pipe laying, backfilling, etc. are checked certified and supervised.
· Facilitate the consultation and co-ordination with all authorities and agencies in order to obtain approval on time.
· Assist the Board on the finalisation of all accounts upon partial completion and/or completion of work.
· All other duties as and when required by the Board.
Qualification, skill, experience:
· Minimum Diploma in Civil or Geotechnical Engineering from a recognized institution or equivalent is necessary.
· About 3 years of experience in site supervision, particularly in Civil or geotechnical projects with experience in demolition, construction, or similar industrial projects.
· Practical experience in projects that involve construction, demolition, structural integrity assessments, and reinstatement of structures is crucial.
· Hands-on experience in ensuring that safety protocols are rigorously followed on-site.
· Should have valid certificate from The Association of Consulting Engineers Singapore (ACES) or The Institution of Engineers Singapore (IES).
· Should be equipped with Building Construction Supervisor Safety Certification or equivalent as well as certification on both work at height and confined space entry.
· Proficiency in reading and interpreting Civil engineering drawings, and familiarity with construction materials, techniques, and regulations. Understanding of soil mechanics,
ground behaviour, and foundation engineering, particularly in the context of demolition and reconstruction.
· Familiarity with tools and equipment used for site inspections, such as levelling instruments, soil testing equipment, and structural assessment tools.
