Qualifications & Requirements:

• Bachelor’s degree in Finance, Business or related field, with a Master’s is preferred.

Executive, Finance Operation, NTU Shared Service – Finance

This position is responsible for providing transactional and administrative support to ensure accurate, effective and efficient operations of Non-Supplier Invoice/Payment Processing. The Executive will carry out accounting tasks that are related to the actual efficient maintenance and processing of the university’s accounts payable and reimbursement transactions. Providing all these services effectively will ensure that municipal finances are accurate and up to date and that vendors and service providers are paid within established time limits.

Service Delivery:

• Verify invoices and payment requests are duly approved and comply with NTU financial policies and procedures.

Job Responsibilities

• In-charge of Account Receivables function including email and printing and mailing of residents’ invoice copies. Ensure copies of all printed invoices are files and kept for audit
• Responsible of update all receipts from residents in system. Perform follow up on outstanding receivables and issue monthly statement of account to residents or residents’ next of kin.
• Work closely with Medical Social worker to manage account receivable, review debtors aging report, outstanding fee, etc.
• Responsible to bank in cash and cheque into the bank accounts and tallied with bank-in slip. Ensure all bank-in slip are properly file and kept.
• Responsible for submission and reconciliation for any discrepancy of invoices in the ILTC Portal and any applicable funds.
• Manage government grants receivables and maintaining records of grant utilization
• Take charge of collection of Medifund projection, collection, accounts and audit
• Check and prepare refund to patient after discharge
• Review and attend to issues and queries on invoices and collections.
• Perform other ad hoc assignments as and when required. Adhere to all relevant Finance policies
• Handle month end journals
• Assist in preparation of schedules and reconciliation of accounts
• Any other duties as directed by Manager, Finance.

Requirements

· Diploma in Accounting or equivalent

· At least 2 years working experience in a similar capacity

· Knowledge of financial and cost accounting principles is essential.

· Knowledge in accounting software and proficient in Microsoft Excel and Words are required (skill in Navision will be a benefit)

· Experience in a non-profit set-up, healthcare industry, MOH funds accounting would be an advantage.

· Effective communication & interpersonal skills and able to interact well with various person and business units.

Accounting / Finance:

• Oversee full set of finance and accounting functions which include financial and management reporting, financial planning and budgetary control.
• Responsible for financial management, consolidated accounting, statutory reporting, treasury management, tax management, funding, investment/divestment and governance.
• Lead the team to oversee and provide support for Accounting, Finance, and daily operations.

Tax/Treasury:

• Managing and overseeing the taxation affairs of the organisation and liaising with the external tax firm for specialist advice.
• Ensure the transfer pricing policy/guidelines are adhered to within the inter-related company.
• Lead the treasury function for the company, including cash and liquidity management, funding management for existing and new initiatives, foreign currency and interest rate management, treasury operations, etc
• Coordinate with external financial entities on behalf of the company to establish banking relationships, obtain banking facilities, and negotiate bank rates for CMS and Trade Finance-related services for the Company.

Internal Control:

• Supervise all audit and internal control processes.
• Establish and implement accounting procedures and policies by generally accepted accounting principles that meet local regulatory compliance requirements.
• Continuous process improvement to ensure financial figures are correctly recorded and internal control is in place.
• Evaluate current practices and policies within the finance department and strive to drive continuous improvement.
• Manages audits of the business by working closely with internal and external auditors to guarantee accuracy in reporting.
• Work with various functional leaders/stakeholders to ensure internal controls are adequately put in place/designed and monitored.

Job Responsibilities

· Oversee financial matters to ensure proper utilisation of funds, accountability and internal control

· To approve disbursement of funds for authorised payment of expenses for maintenance and operation of the Nursing Home

· Work closely with the Ministry of Health and AIC regarding submission of data sets to qualify for subvention and funding as well as with Social Work unit to send relevant documents to different funding agencies or programs which the residents are eligible, e.g. PGDAS, Interim Disability Assistance Program for the Elderly (IDAPE), Medifund, Community Health Assist Scheme, Medifund etc.

· Prepare and monitor effective use of yearly budget

· To prepare, interpret and analyse monthly financial statement and advise management on any unusual findings.

· To set up and maintain a system of inventory and fixed asset control

· To carry out credit policies to prevent bad debts

· Participate in the formulation of financial policies

· To review regularly the pricing, cost, and recommend changes in view of changing market forces

Job Requirement

· Candidate must possess at least Bachelor's Degree/Post Graduate Diploma/Professional Degree in Finance/Accountancy/Banking or equivalent.
