Grace Orchard School caters to students who have been diagnosed with Mild Intellectual Disability (MID) and those with Mild Autism Spectrum Disorders (ASD). The school is specifically for students ranging from 7-18 years old who have Intellectual Quotient (IQ) which falls within the range of 50-70. The school is a non profit organisation under the Presbyterian Community Services. The Manager / Senior Manager (Admin and Finance) reports directly to the Vice Principal (Administration). The job holder will assist the school management in the administration and finance requirements of the school. You will lead and supervise a team of between 4 to 6 executives and corporate support staff to uphold service excellence and work in close collaboration with the teaching and allied professional staff to achieve the desired school strategic outcomes. We are looking for a resilient and motivated person who likes to operate independently with suitable guidance to make a difference in the special education landscape.

Job Description

Manage and lead the areas of administration and finance for the school to ensure the smooth administration and financial prudence, compliance and optimisation.

Responsibilities

You will support the school leaders and management in the following areas:

• Lead and manage the administration of the school, ensuring efficient and optimised office processes ensuring good corporate governance and business continuity.
• Plan, allocate and procure resources to ensure optimisation, enhancing with digital and other technologies, promoting a culture of service excellence and growth.
• Review and update manuals and other materials describing procedures and standards for the administration and the finance functions.
• Manage and ensure timely renewal of the contracts and licenses of the school.
• Oversee the administration of the Financial Assistance Scheme for students in consultation with the school management and senior social worker.
• Oversee the administration of the Student Admission process in consultation with the school leaders and management.
• Lead and manage the accounting/finance function, ensuring the completeness, accuracy and integrity of accounting records.
• Prepare financial statements according to applicable accounting standards and analyse financial results.
• Ensure proper use of funds based on the specified purposes of each fund.
• Review and update finance/procurement policies and processes, ensuring effectiveness and efficiency of work processes and adequacy of internal controls.
• Oversee and manage the budgeting process including the review of departmental budget submissions and consolidation of the overall budget.
• Ensure timely submission of reports to relevant government agencies e.g., MOE and IRAS.
• Co-ordinate and liaise with external auditor on the annual financial audit.
• Communicate to and advise staff on financial and procurement matters.
• Advise and assist School Leaders in financial management and provide support in financial update to the School Management Committee.
• Reasonable tasks as requested by school leaders.

Requirement

• Experience in general administration and finance.
• Relevant Degree in Accountancy, ACCA or equivalent
• Good leadership, organisation abilities, interpersonal and communications skills.

Job Descriptions:

• Compile, review, analyse, follow up and feedback to EnGro top management on China JVs' routine operations and performances through daily/weekly/monthly/quarterly/annually reports.
• Prepare, update forecast and budget of EnGro China JVs.
• Track, update and present to EnGro’s top management on dividend declaration/receivables/remittances/status of dividend receipt from EnGro China JVs.
• Prepare quarterly financial review reports and present to the top management.
• prepare yearly performance reviews (paper work) of company's representatives in China as well as prepare and coordinate the subsequent bonus payments.
• Coordinate financial matters between EnGro Finance Department and external, internal auditors and China JVs, e.g. dividends, profit performances, business operation managements etc.
• Maintain internal system and upload data and documents, etc.
• Assist in following up on all the projects approved by management.
• Assist in analyzing new/upcoming transformational development project from JVs.
• Assist in coordinating and conducting yearly technical meeting/workshop for all the JVs in China.
• Assist in chairing China GGBS Association for promoting JVs’ products and provide value-added services.
• Assist in conducting feasibility study on new projects introduced by management and consultants.
• Assist in collaborating with internal/external stakeholders to ensure that customers’ requirements are met if new project launched.
• Any other ad-hoc duties as assigned by supervisor or management.

Job Specifications & Minimum Qualifications:

• Diploma or degree holder in finance/business development /marketing with at least 4 years relevant experience.
• Candidate with IT and Chinese state-owned enterprises experience/background will be preferred.
• Experienced and well-versed in handling project documents, paper works, reports, submissions, schedules and co-ordinations among all related parties of a project management.
• Proficient in Mandarin (good written and verbal communication skills) in order to communicate effectively with JV staff or outside parties on matters related to EnGro’s China business.
• Strong communications skills, tactfulness, integrity, good inter-personal skill.
• Good English language skills will be an advantage.
• Self-motivated and able to work independently and under pressure.
• Well versed in Microsoft Office, particularly WORD and EXCEL applications.
• Willing to learn and understand China/Chinese culture.
• Able to multi-task or handle works under tight timeline.

Responsibilities

• Responsible for General Ledger (GL), Fixed Asset and Inventory functions
• Prepare and post journal entries during month end financial close
• Perform variance and trend analysis at entity level
• Responsible for month end closing, yearly financial closing and quarterly reporting
• Correspond and resolve operational issues with various other departments
• Prepare balance sheet schedules
• Prepare quarterly GST submission and attend external bodies enquiries
• Assist in the annual budgeting exercise
• Handle audit and tax matters for the entity
• Any other tasks/projects assigned by GL accountant

Requirements

• Diploma/Degree in Finance/Accounting with at least 1-3 years of experience in a similar capacity (GL,FA, Budget, Balance Sheet, GST submission) with knowledge in full set account
• Proficient in MS applications (i.e. Word, Excel pivot table, vlookup, PowerPoint)
• Analytical thinking, detail oriented with good organizational and time management skills
• Effective communication skills for presenting financial data
• Tuas (pick up from Tuas Crescent MRT), after confirmation typically 2 days WFH, Monday to Friday: 08:30 AM - 05:30 PM, basic + 2 times bonuses
