• Prepare and implement planned maintenance program for the suitable maintenance, improvements, additions & alternations, and repairs & redecoration of the common properties.
• Carry out regular inspections of the common properties in the condominium to ensure that these are in satisfactory and serviceable condition and properly maintained up to standards required by the relevant authorities and the Management Corporation.
• Advise Management Corporation and administer the function and affairs of Management Corporation in compliance with Building Maintenance and Strata Management Act (BMSMA).
• Provide innovative and practical ideas including on-going review of work method, cultivation of corporate objectives, staff training and knowledge enhancement, contract specifications, to meet needs of Management Corporation and subsidiary proprietors.
• Establish rapport with Management Corporation’s members and subsidiary proprietors/ residents and all staff and contractors of the condominium.
• Liaise and coordinate with relevant government bodies, managing agent and legal advisors, to enhance effectiveness of Management Corporation and to achieve successful completion of Management Corporation’s projects.
• Organize weekly staff meetings and monthly Management Cooperation meetings and annual general meeting. Prepare agendas, minutes of meetings and annual reports.
• Ensure that the financial administration of Management Corporation’s operation is in accordance with standard practice, BMSM Act and financial rules.
• To charge and collect on behalf of the Management Corporation from subsidiary proprietors and residents, management fees, sinking funds and any other charges as payable and falling due from time to time and to issue receipts on behalf of the Management Corporation for all sums received.
• Monitor arrears level and initiate action for recovery, by taking all necessary steps to recover any such sums of money owning to the Management Corporation. This may require preparation of demand letters, preparation of documents for legal action as and when necessary.
• Formulate and administer effective payment control.
• Administer accounts to ensure these are within budget limits.
• Ensure preparation of accurate and timely monthly financial reports and annual budgets in accordance with statutory requirements.
• Verify accuracy of all payments made by the Management Corporation.
• To attend to all correspondence and inquiries relating to common property on behalf of the Management Corporation. Advise and propose the necessary remedial actions or steps required.
• To manage and maintain proper and updated records and files of correspondence, documents and materials pertaining to Management Corporation matters and to maintain and update the register of subsidiary proprietors and residents’ particulars.
• Provide the necessary secretarial services to the Management Corporation and sub-committees as may be appointed from time to time, including the preparation and upkeep of minutes and resolutions for necessary action and record purposes.
• Provide editorial support for publication of newsletter, annual general meeting reports, etc.
• Staff Management
• Conduct regular weekly staff meetings, to review work plans and status of projects, etc.
• Check on staff integrity and maintain, and ensure compliance with Management Corporation employee house-rules and guidelines.
• Motivate staff to increase and improve overall productivity and work standards.
• Conduct open performance appraisal with staff concerned.
• Recommend and propose necessary staffing structure and manpower requirements as may be needed from time to time.
• Inculcate teamwork and team efforts within all departments and in the overall context and structure of estate.
• Recommend and propose required disciplinary action for recalcitrant staff and workers.
• Ensure proper records kept of all staff matters, including Saturday-off privilege, urgent day-off, annual leave, update of personal particulars, etc.
• Ensure overall service provided by all departments and staffs are satisfactory and within the job requirements and employee guidelines laid down by the Management Corporation.

Requirements:

• Degree / Diploma in Building & Estate Management or Hospitality Management
• Certified Fire Safety Manager (preferred)
• 3 to 8 years of relevant working experience
• Knowledge of Building Maintenance & Strata Management Act

The Methodist Missions Society (MMS) is the missions agency of The Methodist Church in Singapore (MCS). MMS seeks to establish indigenous churches supported by mission endeavors in communities across our region.

We have a vacancy for Stakeholder Engagement Manager (MMS) (3-year contract).

Responsibilities and Duties

This role oversees the stakeholder engagement and to formulate and lead in the implementation of MMS approved administrative policies, plans and established goals at the Home office.

Stakeholder Engagement

The primary role of the Stakeholder Engagement Manager is to ensure MMS field ministries are communicated to and supported by the wider Methodist community in Singapore.

• Co-ordinate, implement and manage MMS stakeholder engagement policy and strategy, including development of programmes for the sharing of our specific ministries by country, Regional Directors, ministry staff and missionaries.
• Plan and engage the relevant MCS agencies, annual conferences, Methodist churches, and donors to respond in partnership and collectively support the field ministries of MMS comprehensively.
• Plan and conduct periodic fundraising events to meet specific projects, ad-hoc and administrative needs.
• Ensure compliance with the legal framework of fund raising and remittance of funds in support of foreign projects and agencies.
• Establish and maintain relationships with key leaders of MCS, missions board and/or committee of annual and local conferences.
• Follow up on endorsed plans and programmes; and to provide regular reports to different levels of committees.

Home Office

Another primary role is to formulate, lead and implement the approved MMS administrative policies, plans and established goals at the Home office.

• Direct, oversee and coordinate the ministry of MMS at the Home office.
• Oversee the various staff functions namely [Personnel and Missionary Care, Administration, Depository, Internship and Scholarship, Volunteer Relations, IT, Communications, and Data Base Management] and events in MMS Home office].
• Lead and care for the Home office staff.
• Build and equip the Home office teams to conduct the work competently and effectively.
• Report regularly on the work progress of Home office and the implementation status of established plans.
• Prepare and manage the Home office budget for MMS in compliance with MCS and MMS financial and governance policies.
• Review and maintain the MMS manual and MMS Governance manual to remain relevant with approved policies and plans.
• Improve MMS Information Management.
• Participate in MMS Home office projects and initiatives.
• Support MMS and MCS in special projects and/or events as assigned by the Executive Director and/or Bishop.

Job Requirements

• Diploma or Degree in Business Administration, or equivalent, from an established institution or university with at least 7 years of relevant working experiences, preferably in mission field or in Church leadership.
• Good mastery of verbal and written communication skills, especially in proposal writing and presentation and to collaborate with various key stakeholders.
• Able to communicate effectively across many levels of committees headed by clergy and laity.
• Able to work well independently and under challenging timelines.
• Agility to think strategically and analytically and make sound decisions based on a deep understanding of the objectives and dynamics of the MMS.
• Excellent skills in leadership and people management.
• Proficient in MS Office Application (Word, Excel, Powerpoint).
