This is an operational position within the Asia Centre for Health Security (ACHS). The incumbent will be part of the team to support the core functions of the centre. Their duties would include supporting the administration functions, conducting education and training programs, convening meetings, and secretariat functions.

Duties & Responsibilities
Working under the direction of the Director and Head of Operations at the ACHS, the Senior Executive/Assistant Manager will be part of the team to support the core duties of the centre:
a) Centre Administration

Qualifications

The Signature Research Programme in Health Services & Systems Research (“HSSR”) in Duke-NUS Medical School is a centre of academic excellence for research and education on the organisation, funding and delivery of health services. The programme’s focus is on public health and clinical service innovation in an increasingly complex and connected world. The major research focus of HSSR is the organisation and delivery of health and social services in the context of an ageing population. RESPONSIBILITIES

The main responsibilities of this role are to ensure effective and efficient coordination of our Pool vessel operations. Liaise closely with the Pool partners, Fleet Technical Managers, Commercial, Bunker, Claims and Controls teams to identify opportunities within operations for effective fleet performance monitoring and management. Influence the fleet operations team and other associated stakeholders in aligning with the vessel performance management goals and objectives in optimizing TCE. Assist in developing KPI, scorecards, workflow charts, and process maps for the operations team with regard to vessel's operational performance.

• Responsible for daily vessel operations, including issuance of voyage instructions, planning, optimizing and managing voyage bunkers, appoint agents, optimize voyage PnL taking into account speed and tank cleaning instructions.
• Ensure that all financial requirements, funding and invoicing for each voyage are promptly arranged and correctly disbursed
• Process and ensure compliance with relevant charter party requirements and company procedures, relevant voyage or time charter operational information between vessels, brokers, charterers and agents
• Maintain account of bunkers on board and plan for optimized uptake for spot market ships
