Responsibilities

Manages human resource operations by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; planning, monitoring, appraising, and reviewing staff job contributions; maintaining compensation and benefits strategies. Implements human resource strategies in talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, and employee relation and retention.

Key Responsibilities

• Responsible for the management of effective and responsive human resources function.
• Review and analyze HR statistics and reports to recommend changes to HR practices and organizational planning to suit company direction and improve productivity
• Responsible for budgeting, reviewing and forecasting of all HR related costs of employees in the Non-Management up till Manager level, and present during P&L sessions to the management
• Review and implement HR policies to support the rapid growth and expansion of the organization, and meet governmental needs
• Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
• Review and manage the Performance Management scheme to drive high performance culture
• Develop training and development plan of all staff
• Manage the recruitment and orientation of all staff, including recruitment of selected senior positions personally.
• Monitor and review salary and grading structure, research market data to ensure competitiveness
• Manage the payroll function of the Non-Management up till Manager level and ensure the payroll cycles and deadlines are adhered to.
• Ensure compliance for both internal and external audits for HR operations
• Manage and/or administer disciplinary procedures, refereeing disputes and terminating staff.
• Manage the health and welfare policies of the company.
• Manage and liaise with insurance broker and adjusters on all insurance claim cases.
• Develops Employee Engagement Plan and executes plan to ensure high employee engagement
• To recommend staff welfare activities and implement programs/ activities that support Company social, environmental and charitable causes.
• Work closely with various Head of Departments on manpower planning, recruitment and development of all departments
• To manage the overall HR and payroll services rendered to subsidiaries.
• Overall responsible for the smooth running of the HR information system.
• Oversee and manage Corporate Office Admin and Reception

Qualifications

• Degree Holder in Human Resource Management or Business Administration
• 5 to 7 years of HR experiences with minimum 3 years of experience in supervisory role
• Knowledge and application of local employment statutory regulations, policies, and practices
• Experience in leading through change in Retail Environment is a plus

Job Description:

RECRUITMENT

· Recruitment and selection. Drafting of the job advertisement, post on various platform, follow up to identify suitable candidates, conduct interviews, get Management approval.

· Handles all the foreign work pass application, renewals and cancellation for employees/candidates including medical examination arrangement.

HANDLE PRE-BOARDING, ON-BOARDING AND EXIT-CLEARANCE PROCESS

TRAINING

· Monitor and make registration for the employee who need to attend Basic/Refresher Food Safety Level 1 course.

· Identifying the training needs of the organization. Searching and conduct training course for employees for specific jobs.

MANPOWER PLANNING

· Monitor foreign worker quota closely.

· Computation the number of quota in advance.

· Analysis and find solution to maintain/increase number of quota.

INVENTORY

· Manage inventory of staff uniforms, shoes, medicine, facemask, etc.

PAYROLL

· Prepare, check and process payroll for submission to Finance Department ensuring that salary is paid timely and accurately.

STAFF WELFARE

· Carry out employee reimbursement. Check benefits claims against entitlements.

· Birthday welfare arrangement.

HR POLICY, SALARY & BENEFIT

· Study competitors of the organisation. Compare organisation's compensation and benefits programmes against industry practices.

· Review and work with Management on HR policies and procedures, employee rewards & benefits.

STAFF PERFORMANCE AND DISCIPLINARY MANAGEMENT

· Monitor closely on staff performance during employment. Support line managers in dealing with grievances and disciplinary issues.

PWM (PROGRESSIVE WAGE MODEL)

· To ensure the company pay the employee at least the minimum monthly wage for their respective levels to ensure compliance with the PWM.

MOM SURVEY

· Participate in MOM surveys and ad-hoc surveys.

GOVERNMENT GRANT / CLAIM

· Prepare applications for various relevant grants/claim offered by the government agencies. Eg. Childcare leave, foreign worker levy waives, SG United programmes, etc.

INSURANCES

· Handle insurance process including report and claim with related party (MOM & Insurance agency) when it is necessary.

· Renew Work Injury Compensation Insurance and Foreign Worker Medical Insurance timely. Review and compare quotations from different insurance agency upon renewal.

ADMINISTRATION WORK

· Process and prepare all types of employment-related letters including employment contracts, confirmation letters, termination letters, promotion letter, increment letters, warning letter, etc.

· Administer and update employees’ personnel database.

· Organized and maintain filling system (hard & soft copy)

· Any other task assigned by Management.

Job Requirement:

· Degree/Diploma in any disciplines and/or Professional Diploma in Human Resources Management/At-least 2 – 3 years of HR experience.

· Good working knowledge of Singapore Employment Act and local HR practices
