Job description

We are seeking a research officer to drive data management and analysis of large-scale biomedical multi-omics and clinical data. The candidate will be expected handle a number of tasks, including curate and QC incoming large-scale multi-omics data, implement and benchmark bioinformatics workflows, perform downstream analysis, develop file catalogues, databases, knowledge graphs and visualization of datasets, and implement international data standards to ensure data interoperability. -Verify invoice details, by cross referencing with customer's signed contracts / quotations to ensure accuracy, and proactively address any discrepancies or errors to compliance with agreed terms.
-Interact with internal and external customers on rates and charges disputes.
-Maintain and update accurate records of billing transactions within the system.
-Provide accounting support.
-Monitor customer accounts for non-payments, delayed payments, or irregularities and take appropriate actions.
-Other duties as assigned.

Job Purpose:

The Procurement Officer will oversee and execute procurement activities with efficiency and precision, ensuring full compliance with the school’s procurement policies and government regulations. This role demands a proactive and detail-oriented individual to provide end-to-end support, promoting transparency, fairness, and optimal resource management throughout the procurement process.

Duties & Responsibilities:

• Administer procurement activities, provide end-to-end support and advice to internal requestor on procurement procedure, guide them through the entire procurement process.
• Review and prepare procurement documents for publication, evaluation, award recommendations etc. Check and ensure quotation bids are evaluated fairly and in strict compliance to the school’s procurement procedure and Government Instruction manual (IM).
• Perform transactions on GEBIZ, publishing quotation, raising award, issuance of Purchase Order (PO), contracts and etc.
• Liaise with internal requestor on contract management, track and timely complete all purchase request assigned.
• Support internal officers on administrative duties such as information collation, filing of documents etc. Perform any administrative task or other ad-hoc duties as assigned.

Requirements:

• A Diploma or Degree in Business, Supply Chain Management, or a related field.
• At least 2 years of experience in government procurement.
• Familiarity with GeBIZ e-procurement system and other procurement tools.
• Knowledge of government procurement procedures is highly advantageous.
• Strong analytical and problem-solving skills with a meticulous eye for detail.
• Proactive, self-motivated, and able to work independently or collaboratively in a team.
• Excellent communication and interpersonal skills, with the ability to influence stakeholders across all levels.
