Job Description Summary

Under the supervision of the Facilities Manager, the Assistant Facilities Manager supports the facilities organization at a specific location, set of buildings, or campus environment. The Assistant Facilities Manager is charged with supporting the day-to-day implementation of policies, procedures, programs and workplace services delivery that provides a well-managed and well-maintained building. Responsibilities:

• Assist the Operations Managers in maintaining the operations system and processes of various services to effectively support the hospital in delivering its services. The services include but not limited to:

a. Laundry and linen services

b. Food services

c. Bed Management Unit

d. Facilities Management

• Provide general support to the COO on all operational matters pertaining to the services under the purview of Allied Health and Operations.
• Assist in the development and maintenance of a filing system for the current as well as new services and pilot projects, participating in the setting up of work processes operations systems and procedures to effectively support the new services.
• Support Operations Manager in contract management, generate monthly report to monitor the trend of expenses, performance satisfaction and ensure quality and continuous improvement.
• Keep track of the expiry and renewal of all service/maintenance contracts for Operations, including the sourcing for quotation and preparation of vendor evaluation.
• Support the inpatient meal processes, food quality and patients’ experience and attend to the feedback from ward staff, patients and patients’ families.
• Support the linen and laundry processes and ensure that there is sufficient par level and stockpile of linen for the wards.
• Work closely with infection control team and conduct inspection on food services (inpatient and retail services) and linen and laundry services.
• Assist therapists in SMF application, order mobility devices, consolidate payment, submit quarterly funding claim and data submission to the Ministry of Health.
• Assist in operating the pandemic and business continuity plans in connection with the hospital-wide response plan in the event such plans need to be activated.
• Participate in quality improvement initiatives and projects.
• Keep track of the expiry and renewal dates of all licenses and accreditation; submit renewal applications.
• Assist the Operations Manager in the co-ordination for the internal and external audits and inspection.
• Arrange meetings and minutes writing.
• Assume other responsibilities relevant to position as delegated from time to time including work relating to the expansion of services and development of new services or new projects.

Requirements:

• General Diploma/Degree or equivalent from a recognised institution is required.
• At least 5 years of working experience.
• Must have good understanding of the direction that the hospital is taking in response to the rapidly changing healthcare delivery models which MOH has for the ILTC sector to meet the changing needs in tandem with the demographic changes of the population.
• Must demonstrate initiatives; able to work in collaboration with other professionals in the multi-disciplinary hospital team.
• Should have good communication and inter-personal skills and be able to relate well with colleague and external partners.
• Adequate knowledge of IT is essential as the hospital moves into an electronic records environment.

Accounts Payable

Monitor and ensure data of inventories/ invoices/ vendor particulars are input into the Accounting System.
Ensure all documentations are well received, invoices tally with delivery orders and ensuring payment are promptly issued within credit term.
Generating of payment vouchers and issuance of cheques.
Ensure payment are immediately entered into the Accounting System upon payment.
Proper filing and book keeping.

Accounts Receivable

Generating invoices accordingly to certified payment.
Follow up on accounts receivable with relevant clients.
Ensure timely collection of payment.
Keeping proper documentations and paper trail regarding related AR matters.

Monitoring of Project

Generate weekly (WIP) Work-in-progress report to reflect revenue, COGS, labour costs and other operating expenses to derive the profitability of the week.
Ensure timely and justifiable certification of payment are provided by Clients.
Keep track of progress claim status and Accounts Receivable.

Finalization of Project

Generate report to reflect the statistics of man-hours/ COGS/ operating expenses and update to system for future reference.
Finalize payment and keep track of retention amount and time frame.
Final settlement of payment and record project reference into “Completed projects”.

Administrative Duties/ Others

Generating of invoices, payment vouchers and other related documents.
Ensure neat and tidy book keeping.
Assist with issuance of wages to workers and breaking down into the appropriate monetary denominations.
Fulfil any other ad-hoc duties as and when assigned by Superior/ Management.
Reimbursement to employees / Petty cash.
Generate weekly reports for Management review. (Progress Claim status, WIP and Accounts Receivable)
Handle GST quarterly report and filing, Form C-S/C submission.
Liaise with auditors for statutory reporting and compliance.
