Senior Executive / Assistant Manager (Human Resource)


What the role is?

As a member of the Human Resource Division’s Talent Acquisition team, you will play a pivotal role in managing the full talent acquisition lifecycle with the aim to build a strong and sustainable talent pool for the Civil Aviation Authority of Singapore (CAAS).


What you will be working on?

As a Talent Acquisition Specialist, your main responsibilities are:

(a) Work closely with the HR Business Partners and divisional stakeholders on matters relating to manpower planning, developing and implementing effective strategies in attracting talents;

(b) Proactively build and maintain a sustainable talent pipeline to meet current and future manpower needs;

(c) Participate in the full recruitment cycle, not limited to the placement of job advertisements, sourcing, coordinating and conducting of interviews, making recommendations to the hiring managers, preparing salary proposals, making job offers and negotiation, preparing contracts and on-boarding of new hires etc.

(d) Utilise social media, professional networks and other alternative channels in sourcing for talents;

(e) Participate in outreach activities such as career fairs, networking sessions etc.

(f) Consolidate and analyse recruitment related information / statistics and develop action plans to tackle the issues;

(g) Ensure work practices are in compliance with regulations (eg. FCF, PDPA, TAFEP), employment laws, and related policies;

(h) Manage the aspects of exit, retirement and re-employment; and

(i) Participate in projects and process improvement initiatives.


What we are looking for?

To meet the challenges of this role, you should possess:

Functional Competencies

• Training in Human Resource Management / Business Administration, or related fields.

• At least 2 years of working experience with relevant knowledge in recruitment and/or employer branding

• Ability to understand current and future trends that may impact recruitment

• Prior HR experience in the public sector and in managing internship and scholarship programmes will be an added advantage

• Proficient in the use of Microsoft Office (e.g. Excel, Word, PowerPoint and Outlook) and familiarity with using technology in recruitment

• Hands-on experience in Workday system is an added advantage

General Competencies

• Results oriented and display strong multi-tasking skills to meet hiring deadlines

• Strong management and problem-solving skills

• Ability to articulate and communicate well in both verbal and written aspects

• Possess the confidence in engaging stakeholders at all levels

Prerequisites:

• A degree from a recognised university

• Good interpersonal and communication skills with multiple levels in the organisation
• Analytical mindset with the ability to use data to drive decision-making

RESPONSIBILITIES

We are looking to employ an HR Executive with outstanding analytical and communication skills. An HR Executive is expected to be a conceptual thinker with fantastic organisational and conflict management skills. You will have excellent negotiation and problem solving skills with the ability to multitask and adapt in a fast-paced environment.

Responsibilities:

Recruitment

• Facilitate the end-to-end hiring process in close collaboration with hiring managers
• Handle all staff movement pertaining to recruitment, confirmation and transfer. This includes on boarding of new hires and off boarding of existing staff
• Create, updating and maintaining record of personnel files

Training

• Coordinate course registration, confirmation and post-training evaluation
• Liase with government agenciesand schools for course administration
• Disseminate courses that are relevant to respective Head of Departments
• Maintain updated records of all employees in-house and external trainings

Others

• Process overtime submission of staff on a monthly basis
• Liase with government agencies such as MOH, AIC, SNB for professional certification matters
• Undertake assignments and projects as and when required.

QUALIFICATIONS

• Degree in Human Resource Management or other relevant qualification
• Minimum 2 years relevant working experience
• Proficient in Microsoft Office, especially in Excel (intermediate/Advance level)
• Strong administrative skills, with good attention to details
• Good interpersonal and communication skills, with the ability to communicate effectively to different audiences at all levels, in both written and verbal forms
• Good team player, and a willingness to learn and grow in the role
• Strength of character, able to maintain strict confidentiality and trustworthy
• IHRP Certification Preferred
