• Creation of excel spreadsheets for management input and analytics to update data on performance excel spreadsheets

Employee Relations

• Support to business leaders in all employee relations matters
• Provide HR policies guidance and interpretation to employees
• Handle employee grievances, disciplinary issues and counsel staff

Offboarding

• Coordinate exit process: payroll, employee records, exit interviews

Payroll & Benefits Administration

• Manage and execute regular benefits administrations
• Ensure timely and accurate execution of CPF, government-claim submissions (Maternity, Paternity, Childcare and NS claims), income tax (IR8A and IR21) matters
• Maintain accuracy and update movements in company insurance policy

Employee Engagement

• Plan and execute internal employee engagement activities such as dialogues, and corporate staff engagement events.

Learning & Development

• Conduct training needs analysis for business units and employees.
• Source for external vendors, coordinate course registration and training grant applications
• Evaluate and monitor training programs and budgets

Ad Hoc Projects

• Drive and implement process improvements to increase HR efficiency and effectiveness.
• Participate in ad-hoc assignments and projects as assigned.

Qualifications & Experience:

• University Degree in Human Resources or related degree
• Strong knowledge of HR generalist functions and at least 3 years of relevant experience

As part of the HR Team, you will be working with the HR Manager and stakeholders in managing and overseeing the Group's HR policies and practices. It will be a position that provides wide exposures and a rewarding career.

• Assist the HR Manager to oversee HR Department & manage the full spectrum of HR functions
• Assist in payroll related matters
• Manage and updating of employee’s records
• Responsible for work pass administration such as work pass applications, renewal, cancellation and issuance
• Perform daily HR duties from on-boarding to off-boarding
• Coordinate with all departments on hiring plans, resignations, confirmation and all HR related matters
• Manage E-leave & E-attendance
• Administer training related matters including coordination or enrolment of internal & external courses, update & maintain training record etc.
• Ensure timely & accurate submissions in all government and related claims, e.g. CPF, Childcare Leave, Maternity/Paternity Leave, NS makeup claims, income tax (IR8A & IR21) matters etc.
• Prepare weekly/monthly reports in a timely and accurate manner
• Provide advice and handle all employee inquiries on HR-related matters
• Undertake any ad-hoc projects assigned by the superior/management team from time to time

The key responsibilities include, but not limited to:

1) Recruitment and Staffing:

• Lead and oversee the end-to-end recruitment process, including job postings, candidate sourcing, interviews, and the seamless onboarding of new hires
• Collaborate with hiring managers to understand their staffing needs and devise effective recruitment strategies
• Ensure compliance with industry-specific requirements when hiring talents

2) Employee and Industrial Relations:

• Lead and guide the HR executives to address staff concerns and resolving workplace issues
• Implement strategies to maintain a positive workplace culture in a highly competitive environment.
• Manage employee relations and union matters and participate in union negotiations, to achieve collective agreement.
• Work close to drive close labour relations through dialogue and collaboration with union

3) Training and Development and Culture:

• Identify skill gaps in the workforce and develop training programs to enhance technical and soft skills
• Collaborate with Heads of Department to create and deliver industry-specific training
• Conduct in-house orientation and staff wellness programs

4) Compensation and Benefits:

• Administer competitive compensation and benefits programs tailored to attract and retain talents.
• Assist in preparation and computation of benefit disbursement for approval
• Stay updated on industry salary trends and ensure the organization remains competitive

5) Operations:

• Monitor changes in labour laws and industry-specific regulations and update HR policies in accordance with Employment Act and Government Regulations
• Design, implement, and optimize HR shared service and adjunct operations processes to improve efficiency and effectiveness
• Identify areas for improvement and implement initiatives to enhance service quality and efficiency
• Plan, control, manage, supervise, coordinate, and implement the Club’s human resource system, including benefits & welfare, recruiting, hiring, orientations, training, wage and salary administration, human resource record administration, and legal compliance
• Manage HR operations functions such as HRIS, payroll, leave management etc

6) Performance Management:

• Establish performance evaluation processes that consider technical competencies, project achievements, and industry-specific key performance indicators (KPIs)
• Assist in career development planning for employees
• Administrate the performance evaluation system; reviews including all phases of the moderation to conclude the final rating

7) Reports and Budgeting:

• Prepare staff reports per statutory requirements and for Management review, makes presentations to Management and staff, where necessary
• Work with Finance team on HR related grant disbursement to the relevant departments
• Assist in budgeting process and act as an advisory to Heads of Department on manpower planning

8) Any other duties assigned

Job Requirements:

• Bachelor degree / Graduate Diploma in HR Management / Diploma in Learning and Development at least 5 years of relevant experience preferably in a hospitality industry.
• Sound knowledge of the Employment and Industrial Relations Act
• Outgoing personality with excellent interpersonal relations skills
• Strong conflict management and problem-solving skills
• Strong counselling with good listening skills
• Learning & Development background will be an advantage
• Willing to be hands-on in execution
