The candidate shall be responsible for planning, managing and conducting functional and non-functional testing, including application security testing to ensure a high quality system or application.

Areas of Work :
- Be the test specialists who can advise and educate our users on how to identify good and sufficiently comprehensive test cases
- Define testing objectives and test strategy
- Develop a master test plan, indicating the scope, approach, resources and schedule of intended test activities
- Apply testing pyramid concept by identifying type of tests required for a system/ application
- Work with user stakeholders to implement test cases to simulate user requirements with relevant test data
- Automate test cases and be familiar with tools like Tricentis Tosca
- Analyse possible test coverage lapses and discrepancies
- Analyse possible systems’ performance lapses and discrepancies
- Recommend design improvements or corrections throughout the development process regarding performance issue detected
- Incorporate application security testing with guidance and support from security experts and be familiar with security testing tools like Burp, ZAP, Nessus, Fortify SCA, CheckMarx, etc.
- Implement vulnerability scans on a system/application

Requirements:
- Background in IT/Computer Science/Computer Engineering or relevant discipline
- Strong knowledge and experience in software test automation tools (e.g. SonarQube, Tosca)
- Strong scripting skills (e.g. python)
- Strong understanding and experience in cloud technologies
- Strong understanding and practice of Agile projects (e.g. SCRUM)
- Working experience in DevOps automation, containerisation and orchestration will be an advantage

Annual Package
• From $62,000 to $100,750 (Including IT allowance. Remuneration will commensurate with candidates' years of experience.)

Description of Division/Branch

You will be part of the Regional Team under the Service Management Division (SMD) of KidSTART Singapore Limited (KSL), which oversees the effective implementation of KidSTART programmes in each regional cluster or across the regional cluster(s). The team oversees service management of funded partners which include KidSTART Agencies (KSAs) and hospitals and engagements with partners/stakeholders such as MSF Social Service Offices, Family Service Centres, Preschool Operators, Polyclinics, Hospitals, who are part of the KidSTART eco-system of delivery.

Key Responsibilities

1. Service Development

• Assist and support the Regional Head in the design, planning and delivery of service development initiatives (such as annual workplans and budgets, Service Standards Requirements, operational dashboard & data analysis).
• Review and enhance the Regional Implementation Framework between KSL and regional stakeholders.

2. Service Management (KSL and Funded Partners)

• Assist and support the Regional Head to carry out regular service management of KSL teams and KSAs to ensure compliance with Funding Agreement and drive achievement of programme deliverables. This includes:

1. Implementing Service Standards Requirements & conduct data verification exercises to ensure that KidSTART families receive quality and consistent services, in accordance with KidSTART’s Service Management Framework.
2. Monitoring manpower recruitment and training of KSPs and KSA staff to ensure capacity and capability in service delivery.
3. Providing guidance to KSAs for incident management and reporting, feedback and complaint management, and investigation to ensure appropriate resolution.

3. Regional Implementation of KidSTART

• Assist and support the Regional Head in the regional implementation of ComLink+ - KidSTART integration, in accordance with the policy, principles, and the agreed processes. This includes:

1. Conducting regular engagements with regional SSOs to monitor the progress of ComLink+ integration at the regional level.
2. Serving as the primary liaison officer to consolidate, troubleshoot, and address queries from internal (KidSTART practitioners) and external stakeholders (SSO FCs, FSC, preschools, etc.) on ComLink+ - KidSTART integration matters.

• Represent KidSTART at regional/local engagement platforms such as ComLink+ Alliance Working Group (CAWG).
• Partner KSAs, government, and community agencies in the region to support KidSTART families.
• Manage and attend to requests, queries, and feedback from other regional partners.

Competencies

• Strong administrative, facilitation & communication skills with a proven track record in programme management and building community partnerships
• At least 4-5 years working experience in the early childhood development, social service, non-profit or community sectors
• Familiarity with systems thinking, community development approaches and/or the early childhood landscape will be an advantage
• Strong planning and problem-solving skills; exercises initiative and displays innovation in coming up with solutions
• Adaptable and flexible in managing varied stakeholders and partners
• Able to work well with change as well as a fast-paced and dynamic environment
• Confident, effective and collaborative team-player with strong interpersonal skills
• Minimally, competent in MS Office Tools

• Provide other support to the Product Owner, where required, to meet project deliverables

Executive Support

• Attend to assignments or queries proactively
• Atend and draft client's meeting minutes

Qualification, Competencies/ Other Requirements

• Minimum 3 years of experience in corporate secretarial work.
• Diploma holder with related experience or degree holder or holder of a professional certificate in chartered secretary.
