THE POSITION

As EHS Engineer you will be part of the Facilities & Logistics team of a growing BSL-2 GMP Facility (~4,000 m2) which offers Contract Testing Services for biopharmaceutical companies across the APAC region. You will be responsible for ensuring compliance to regulatory and corporate EHS requirements, and you will promote a safety, health and sustainability culture across all employees. You will also coordinate equipment maintenance and lead investigations and CAPA’s to maintain high-quality standards and ensure the safety of life-changing medicines tested at our Singapore site. This role will require close collaboration internally with Lab Operations, Quality, PMO, Regulatory and Corporate EHS.

What You Do

The position holder is accountable for performing the following functions independently, with minimal guidance:

EHS

• Manage site EHS program to ensure compliance and maintain a safety and healthy work environment. The EHS program encompasses all aspects of providing a safe workplace for its employees including WSH compliance, Fire Prevention, Emergency preparedness, hazardous material control, Biohazard safety and Hazard communication.
• Responsible for chemical safety and biosafety of the BSL-2 lab facility, waste disposal, safety equipment and procedures for managing hazardous substances and pathogens in accordance with regulations and corporate standards.
• Ensure site personnel are competent in performing Risk Assessments and ensuring needed Risk Assessments are completed.
• Responsible for applications, on-site inspections and on-time license renewal by government agencies (NEA, SPF, SCDF, AVS,..).
• Lead CTS-Singapore Safety Committee to promote and achieve a safe workplace.
• Deliver EHS orientation and training to lab employees, visitors and contractors and completes contractor work permit review before the start of work.
• Monitor and report site EHS performance indicators, recommend actions and implement CAPA’s.
• Facilitate site’s emergency response and conduct periodic drills.
• Perform periodic inspection and ensure site personnel are competent in performing safety inspections.
• Reviews safety for new materials introduced to the site and defines appropriate safety measures.
• Ensure site is prepared for and ready to respond in the event of emergency.

Engineering

• Lead investigations, write events, address audit findings and own CAPAs and Change Controls at site level.

Who You Are

• Degree/Diploma in Engineering or Science related discipline

• Leads site execution team on performing pre-commissioning and commissioning activities planned for the Topsides Mechanical systems, managing the interfaces with Construction and Pre-Operations teams, ensuring adherence to Operations safe system of work regarding all the Topsides System Commissioning SoW.
• Commissioning of Topsides Mechanical systems, Functional tests and system certification with Class Society.
• Responsible for verification and close out of all Safety critical elements associated with the package.
• Ensure all regulatory and statutory testing and requirements are performed and records are maintained.
• Perform Risk assessment for the commissioning scope, conduct toolbox meetings
• Ensure to supervise Technicians to carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements
• Manage discipline and cohesive environment in the office. Monitor / Guide all commissioning engineers/assistants/administrators.
• Day to day Planning of work, Manage schedule & targets of the project as required.
• Identify and manage resource requirement to meet schedule and targets.
• Prepare and maintain commissioning records of site observations, testing processes and checklists
• Coordination of functional testing of commissioned systems and engaging the Operations Team when and where needed
• Troubleshoot the logic function, suggest modification plan of logic diagram, liaise with I&C engineer as well as ICSS vendor, and implement.
• Execute pre-commissioning and commissioning as per procedure and sign-off respective documents with Client representative for system closure.
• Prepare timely and accurate technical report for management and a reference for future.
• Travel to offshore project sites and perform offshore commissioning / assist facility startup.
• Lead the team to perform Start-up at offshore following the start-up procedure, stabilization and performance testing.
• Ability to set priorities and meet deadlines
• Ability to problem solve with or without the guidance of senior leadership
• To conduct analytical review of complex progress reports in order to systematically identify issues and from there, address these issues in a timely manner.

Qualifications

• Bachelor Degree in Engineering (Mechanical) with 14 to 17 years work experience (or) Master Degree in Engineering (Mechanical) with 12 to 15 years work experience with minimum of 10 years work experience in onshore/offshore Oil & Gas area or FPSO line(s). Also Diploma in Engineering with 17 to 20 years work experience (making the equivalent to degree) can also be considered.
• Specialist knowledge of at least Three MODEC or related project line.
• Ability to define concepts of completion process.
• Experience in design of FPSO’s including FEED, detailed design, construction, commissioning & start-up phase.
• Experience of Topsides Mechanical Production Systems and EPCIC to handover to operations.
• Experience in Complex Gas Compression, Injection, Export Systems and Thermodynamic requirements for Heat Recovery and Steam systems, especially Combined Cycle.
• Experience in steam system Commissioning and S/U, including initial cleanup (steam blows).
• Experience with OTSG (Once Through Steam Generator) a plus.
• Experience with condensing steam turbines and specific utilities such as boiler feedwater pumps and vacuum pumps.
• Have proven project experience and skills within the field of Testing, Pre-commissioning, Commissioning execution and startup at offshore.
• Experience in offshore plant startup and stabilization and able to provide Operations with technical support throughout start-up, stabilization, and performance testing.
• Experience on commissioning and startup of Gas Compression and Gas Treatment plants.
• Experience on commissioning and startup of Water Treatment and Water Injection plants.
• Work experience within strict regulatory environments and aligning commissioning independencies with engineering compliance and contractual requirements.
• High safety awareness is mandatory. A good knowledge of managing simultaneous operations (SIMOPS) is essential.
• Significant knowledge of multiple technologies, projects and applications. Working knowledge of competing and alternative technologies.
• Familiar in use of Software, Database systems related to System Completion, Project Management (MS Project / P6) and General computer literacy (MS office).

The applicant will collaborate with Research Prof. Itai Arad in the intersection of complexity theory, quantum information and quantum foundations. The job will include studying problems related to the quantum PCP conjecture. We will try to attack this problem by studying classical toy models that posses the central ingredients of the quantum problem, yet are easier since they are classical. In particular, we shall work on a "quasi-quantum" theory, which deals classical probability distributions as generalizations of quantum states. We will study the computational complexity of the local Hamiltonian problem over these states.
