Assistant / Manager (Service Operation & Quality), Facilities Management

Broad Function

The Assistant/Manager shall report to the FM HOD.

Lead a key function in Service Operation and Quality, focusing on contract administration, cost control, procurement, quality assurance, and FM service operation.

Responsibilities

Contract Administration & Management:

• Lead contract discussions and monitor milestones

• Review and address contractual issues

• Manage Service Level Agreements (SLAs) for service providers

• Oversee existing service and maintenance contracts

• Assist in strategy formulation for contract administration

• Collaborate with various departments on service contract development

• Expected to work with WH ALPS, finance, legal and etc department on developing of

service contracts.

Cost Control and Procurement:

• Manage FM expenditure

• Support FM procurement with ALPS

• Assist with FM OPEX & CAPEX budgets

• Oversee utilities management

• Participate in RFP/RFQ processes

Quality Assurance:

• Assist HOD in developing FM QA policies and strategies

• Oversee FM QA activities and documentation

• Investigate non-conformances and review corrective actions

• Represent FM in Internal Quality Audits

• Conduct quality system audits

FM Operations:

• Oversee the central management and documentation of Work Instruction, FM Policy,

House Rule, Tenancy Fitting Out and Reinstatement Guideline, FM department asset,

licensing & certification records. Expected to work with along FM system lead to update

documentation, where applicable.

• FM rep for Workplace Safety & Health Champion and Business Continuity Planning

• Assist HOD is organising and managing FM training roadmap.

• Oversee FM office administrative support

Job Requirement

• Degree in Building, Property Management, Facilities Management, or equivalent with at

least 4-5 years of related working experience or (Diploma with at least 7 years) in similar

portfolio for Assistant Manager role.

• Degree in Building, Property Management, Facilities Management, or equivalent with at

least 6-8 years of related working experience or (Diploma with at least 10 years) in

similar portfolio for Manager role.

• Prior working experience in healthcare setting will be an advantage.

• Prior experience in management of service provider contracts will be an advantage.

• Familiar and experience with public sector procurement governance and processes.

• Knowledge in mechanical & electrical maintenance and operations works.

Role Summary

Our client is seeking an experienced Network Professional to oversee our Group network infrastructure across Asia. As Regional Network Lead, you will lead strategic regional initiatives and ensure the operational excellence of client’s network infrastructure, guaranteeing secure, high-performing connectivity that empowers and drives business growth. This critical role oversees the design, implementation, and ongoing management of our network systems across the region, collaborating closely with global and regional IT and security teams, our partners.

Main Responsibilities

APAC Shared Offices Network:

• Responsible for the architecture, design, implementation, and ongoing evolution of the network infrastructure supporting client’s Shared Offices across the APAC region, ensuring alignment with client Central's network designs, strategy, and policies.
• Serve as the primary and on-site (Singapore) support contact for operations teams, and subsidiaries integrating with or currently using Shared Office network resources.
• Lead and contribute to strategic regional network initiatives, using an analytical approach to identify opportunities for group-level efficiencies and cost optimization.
• Proactively work with Operations teams to review network performance, analyze network events and security incidents, and implement preventative measures to address bottlenecks, vulnerabilities, and security risks.
• Manage network inventories, proactively maintain warranties and maintenance schedules for critical network equipment, and implement and maintain necessary security measures in collaboration with global and regional security teams.
• Establish and maintain comprehensive network documentation, including network diagrams, configurations, operational procedures, change management processes, and disaster recovery plans.
• Contribute to the development and maintenance of Group Network Blueprints, providing APAC-specific context and repeatable solutions.
• Accountable for the full lifecycle of regional network projects, from developing business cases and performing implementations to transitioning solutions to operations.
• This includes hands-on involvement in device deployments, configurations, and patching within office environments.
• Implementing and supporting the deployment of enterprise-level network solutions, including firewalls (Meraki MX, FortiGate, Palo Alto Networks), switches (Meraki, Cisco, Huawei), wireless access points (Meraki, Cisco, Huawei), and other necessary network devices.

Support for client’s Network Central:

• Oversee P1/P2 network troubleshooting efforts, guiding operations members and peers, and leading root cause analysis of complex issues, primarily for the Singapore Telco node (data centers) but potentially extending to other Asia Telco Nodes and globally.
• Manage incident and change support, on-site operations (including device installations and cabling), troubleshooting, and governance activities within the Singapore Telco Node (data centers) on behalf of the Network Central team.
• Proactively notify and serve as the primary technical contact to clarify the impacts of planned changes in client’s Shared environments.
• Manage network-related projects for the Singapore Telco Node, deploying hardware, patching, preparing configurations, and collaborating with vendors and central teams to ensure successful implementation.
• Effectively collaborate with technology partners, vendors, and Central IT teams to enforce governance, deliver timely and successful project outcomes, and maintain seamless network operations.
• Organize network communities across the region to promote the sharing of solutions and best practices and capture new topics for Central’s attention.
• Ensure that Network Central standards are known, enforced, and used regionally.
• Establish and maintain detailed network documentation, inventories, change management procedures, and disaster recovery plans.

Qualifications & Experience

• Bachelor’s in Information Technology or relevant fields.
• Over 10 years of extensive network administration and implementation experience.
• Expert-level knowledge of network protocols (TCP/IP, BGP, OSPF, etc.), network security concepts, and firewall technologies (Cisco/Huawei Routers, Switches, Meraki MX/MS, FortiGate, Palo Alto Networks).
• Prior experience handling network deployments and planning in office and data center environments is must.
• Exceptional troubleshooting and analytical skills, with the ability to resolve complex network outages quickly.
