Deputy Director (International Relations & Outreach Department)

[What the role is]

As Deputy Director, International Relations & Outreach, you will work in close partnership with other divisions within the Meteorological Service Singapore (MSS) and National Environment Agency, government agencies and key partners to advance Singapore’s interests in international meteorology through strategic cooperation and profiling of MSS’, as well as drive the publicity/marketing communications and event management efforts of MSS.

What you will be working on]

The job scope will include but not limited to the following:

• Formulate strategy to shape agenda at multilateral fora and influence outcomes, and improve MSS’ standing in the international meteorological community.
• Oversee MSS’ representation and participation at multilateral fora to ensure alignment with MSS’ strategic interests and track progress in terms of accomplishments and contributions to evaluate MSS’ representation.
• Develop plans to garner support from relevant bodies e.g. ASEAN Member States on initiatives that are of interest to MSS
• Initiate and manage MSS’ public communications initiatives aimed at educating members of the public about the work of MSS
• Supervise the coordination of local, regional and international events e.g. schools visits and regional/ international events hosted by MSS
• Support MSS divisions on the production of publications such as newsletters
• Work with the divisions in MSS to generate multimedia content intended for online platforms e.g. LinkedIn
• Ensure a coherent and consistent communications effort within MSS
• Supervise a team of officers

[What we are looking for]

• At least 10 - 12 years of relevant work experience, with 5 years spent in a team leadership position
• Sound understanding of foreign diplomacy, processes and dynamics in bilateral and multilateral settings

Job Description:

Understand main contract and sub-contract requirements

Review and align M&E design drawings to ensure compliance with specification and guidelines

Prepare combine services drawings and liaise with consultants / clients

Manage M&E sub-contractors work progress, drawings, materials, samples, method statements submission and approval

Study, coordinate and supervise the M&E works with client’s representatives, consultants and sub-contractors on technical matters

Ensure M&E works are carried out according to specifications / drawings

Ensure M&E works are performing on time, within budget and in compliance with all necessary standards, code of practice and safety regulations

Attend site meeting as and when required

Any other ad-hoc tasks assigned by the Management / Project Manager

Requirements:

Degree / Diploma in Mechanical / Electrical Engineering and / or Specialist Diploma in M&E Coordination will be an advantage

Min 5 years or more experience as M&E Coordinator in local construction firm with HDB project experience.

Good knowledge in local standards & requirements

Able to work independently with positive attitude
