Job Summary:
The Senior Finance Executive reports to the Group Finance Head. He/She is responsible for preparing financial statements, maintaining cash controls and accounts payable to meet legislative requirements and support the Centre’s operations. In addition, he/she shall assist in the planning and implementation of finance projects in streamlining processes and to also assist to develop the financial policies and procedures together with the immediate supervisor.
Duties and Responsibilities:
1. To update accounting entries using ACCPAC Accounting System.
2. To prepare Financial Statements that give true and fair view in accordance with the provisions of the Charities Act, the Societies Act and Singapore Financial Reporting Standards.
3. To oversee all financial matters to ensure proper utilization of funds, accountability and internal control.
4. To prepare, compile and analyse the group forecast and yearly capital and operating expenditure budgets as per SACS’ guidelines and help to ensure spending with the approved budgets.
5. To prepare and liaise with internal and external auditors for statutory and statistical audits.
6. To advise Operation on financial related matters; and to ensure compliance to SACS Finance Policy;
7. To participate in CARF (quality audit) for Finance department.
8. To carry out Asset Management
a) To ensure fixed assets are registered, tagged and disposed with inventory condemnation form.
b) To set up and maintain a system of inventory and fixed asset control and with yearly physical stock take to verify status of asset against records.
9. To processpayment duly supported by matching invoices and approval for purchase/service.
10. To ensure Accounts receivables and ensure receipts are issued for collection of cash/cheques
11. To monitor and reconcile Government Subvention.
12. To monitor Centre’s cash flow.
13. To reconcile monthly Bank statement
14. To ensure proper records of GST are properly maintained and tracked
15. To ensure proper accountability/tracking of pre-operational governmental funding
16. To assist in new processes and system implementation when required
17. To provide supervisory/mentoring role to Accounts Assistant
18. To proactively identify area of improvement and opportunities to drive and enhance finance operational efficiency
19. To backup other Centre Finance where required and to support the needs of the various centres and finance team members in the area of internal control and rectify problems where necessary
20. To participate in the design, planning and implementation of new projects such as Group Conso reports and Procurement system
21. To participate in the planning and formulation of financial policies and procedures
22. To prepare the necessary slides and presentation during AC and FC meeting
23. To take care of bank administration function like handling all the necessary paperwork in setting up of new bank accounts
24. To perform other duties and ad-hoc projects as assigned
