We are looking for a skilled Electrical/Mechanical Quantity Surveyor to join our team in the M&E construction industry. The ideal candidate will have a strong industry network with sub-contractors, vendors, and equipment suppliers, along with a solid understanding of market price trends. This role involves managing tender processes for ACMV and electrical systems, ensuring accurate cost estimation and compliance with project requirements.

Key Responsibilities:

• Administer ACMV and electrical tenders, ensuring compliance with tendering procedures and specifications.
• Prepare and analyze tender documentation, including Bills of Quantities (BOQ) and cost estimates.
• Collaborate with project teams to develop competitive pricing strategies for tenders.
• Conduct thorough cost analyses for electrical and mechanical projects, utilizing up-to-date knowledge of market price trends.
• Prepare detailed cost breakdowns and ensure accurate forecasting of project expenses.
• Liaise with sub-contractors and suppliers to gather pricing information and validate costs.

• Maintain a strong network with sub-contractors, vendors, and equipment suppliers to ensure access to competitive pricing and quality resources.
• Build and maintain positive relationships with key stakeholders in the industry to facilitate project success.
• Maintain comprehensive records of all tender submissions, cost estimates, and correspondence with suppliers and sub-contractors.
• Prepare regular reports on project costs, pricing trends, and market conditions for management review.
• Ensure that all tender submissions comply with relevant regulations, standards, and project specifications.
• Review and assess project documents to identify discrepancies and recommend solutions.

Qualifications:

• Minimum Diploma in Electrical/Mechanical Engineering or a related field.
• Minimum of 3 years of related experience in the M&E construction industry.
• Proven experience in managing ACMV and electrical tender processes.
• Strong understanding of cost estimation, budgeting, and financial management in construction projects.
• Proficient in preparing Bills of Quantities (BOQ) and conducting market analysis.

Job Description:

• Evaluate tender documents and requests for proposals to gain a thorough understanding of project details and requirements
• Lead the QS team and oversee tender cost estimation responsibilities
• Deliver precise and comprehensive quantity and component take-offs in accordance with the specifications outlined in the tender document
• Accurately measure and assess work completed by subcontractors, ensuring timely payment responses and thorough evaluation of VO
• Prepare and submit detailed VO measurements to clients and consultants, maintaining clear and effective communication throughout the process
• Ensure meticulous assessment of costs associated with all VO works
• Provide advice to the project team on contractual rights and obligations
• Monitor and manage project costs to ensure they remain within the approved budget
• Identify and source reliable suppliers and subcontractors
• Generate comprehensive quotation reports
• Conduct accurate and detailed cost estimations

Job Requirements:

• Degree in Quantity Surveying
• Minimum of 5 years' relevant experience in the construction industry
• Strong technical expertise in measurement, cost estimating, construction technology, contracts, and law
• Knowledge of PSSCOC and SIA is an advantage
• Effective team player
• Excellent communication and negotiation skills

Job Description & Requirements

• Prepare tender documents, cost planning and budget estimation
• Coordinate with contractors, suppliers and related parties
• Responsible for valuation of progress claims and variation orders
• Post contracts administration related to QS duties
• Carry out other contracts administration tasks

Experience & Skills

• Minimum 5 years construction experience, preferably candidate with experience in high-rise building projects
• Good knowledge of Singapore contract laws
• Experience with Glodon software measurement for tender is an added advantage
• SIA/ PSSCOC condition of contracts knowledge
• Degree in Quantity Surveying
• Able to work both independently and lead a team
• 5 days work / week
